
"Simpler - More punctual - Friendlier"
In 2022, Gia Luong commune ranked 14th out of 18 communes and towns in Gia Loc district in administrative reform. The main reason was that many procedures needed to be processed online, but the equipment and civil servants were not yet up to par, leading to delays in some procedures and causing dissatisfaction among the people.
With the slogan "Simpler - More punctual - Friendlier," Gia Luong commune has implemented numerous solutions to improve its ranking in this field. On December 30, 2022, the People's Committee of the commune developed Plan No. 52/KH-UBND on administrative reform, clearly outlining the key tasks to be implemented. The commune's People's Committee leaders launched a competitive emulation movement in the field of administrative reform, incorporating it as a criterion for year-end performance evaluation and awarding of titles.
To improve the professional skills of officials and civil servants working at the "one-stop" service center, the People's Committee of the commune organized training courses at the provincial and district levels on administrative reform and professional work for this group. The People's Committee of the commune installed a dedicated internet connection for the "one-stop" service center and equipped it with the best computer system to ensure quick and easy access to information. The People's Committee of the commune assigned the Secretary of the Youth Union of the commune to be on duty there to guide and assist people when they come to complete administrative procedures.
Currently, 100% of the commune's administrative procedures are integrated into online public services at dichvucong.haiduong.gov.vn, serving organizations and citizens participating in resolving administrative procedures online. For some procedures, the commune also resolves them for people on the same day, without waiting.
Gia Luong commune focuses on raising public awareness about administrative reform. The commune's radio station broadcasts hundreds of news reports on administrative procedure reform, new administrative procedures, abolished administrative procedures, and implementation processes for each sector. Village officials regularly disseminate information about administrative procedure reform during meetings at the grassroots level. The "one-stop" service center of the commune's People's Committee also posts the procedures and implementation processes for many sectors.
Mr. Pham Van Tai, Vice Chairman of the Gia Luong Commune People's Committee, said: "The commune has many ways to disseminate information about the procedures, content, and required documents so that people understand and bring them when going to complete the procedures. This aims to avoid situations where people come to the Commune People's Committee but do not have all the necessary documents, forcing them to return to retrieve them, which wastes time and causes dissatisfaction."
In 2023, Gia Luong commune received 2,092 applications, resolving 2,083 ahead of schedule, with the remainder processed on time and no applications delayed. Of these, 1,940 applications were digitized, achieving 100% of the required digitization, and 235 applications were electronically authenticated…
The people are satisfied.

As someone who frequently visits the commune's People's Committee to carry out administrative procedures, Ms. Dang Thi Dong from Thanh Lap village has witnessed the changes in the "one-stop" service department of Gia Luong commune. "When I go to the People's Committee, I just need to present the necessary documents and the staff will process them immediately. The processing is much faster and more accurate than before, and we don't have to wait long or make multiple trips," Ms. Dong said.
To ensure public satisfaction, every official and civil servant in Gia Luong commune proactively handles their work. Ms. Vu Thi Tuyet, a civil servant in culture and civil registration, stated that the civil registration field has many newly arising documents, paperwork, and procedures. For each new procedure, she proactively learns, researches, and practices on the computer until proficient. If she doesn't understand something, she asks friends or relevant agencies at the district and provincial levels. This makes the process much smoother, reduces waiting times for citizens, and minimizes work pressure.
With a determination to maintain and improve its ranking, Gia Luong commune continues to effectively implement its administrative reform plan to bring even greater satisfaction to its people.
