WB sets up support fund, Ukraine trains rebels against Wagner, Russia counterattacks phase 2 in Kursk province

The World Bank (WB) Executive Board on October 10 voted to approve the establishment of a financial intermediary fund (FIF) to support Ukraine, amid fierce fighting between Kiev and Moscow.

The financial intermediary fund will help members of the Group of Seven (G7) leading industrialized nations fulfill their commitment to provide Ukraine with $50 billion by the end of 2024, as the Eastern European country continues to fight against Russia's special military campaign.

The exact amount the US, Japan and Canada will contribute is still being worked out, but will be funded by interest on Russia's frozen assets abroad.

The World Bank vote came a day after European Union (EU) envoys agreed to provide 35 billion euros ($38.3 billion) to Ukraine.

These two moves allow G7 countries to provide significant funding to Ukraine and fulfill commitments made at the G7 Summit last June, according to Josh Lipsky, senior director of the Washington DC-based Atlantic Council's Geoeconomic Center.

“This is a game-changing amount of money,” he stressed, pointing out that Ukraine spent around $80-90 billion in 2023 on the conflict with Russia.

Russia was the only country to oppose the WB vote.

In addition, Ukraine has trained troops from the CSP-DPA armed group to fight against the Wagner mercenaries (Russia) in Mali, and provided these elements with unmanned aerial vehicles (UAVs) and the technology to produce them.

In August 2024, Andriy Usov, a spokesman for the Main Intelligence Directorate of Ukraine (GUR), initially admitted but later denied that Kiev provided “information and much more” to ambush Wagner forces in Mali.

However, the Russian Foreign Ministry said that because it could not defeat Russia on the battlefield, Ukraine opened a "second front" in Africa by cooperating with "terrorist" groups in African countries friendly to Moscow.

The Malian government responded by cutting diplomatic relations with Ukraine on August 5.

Kiev’s military intelligence began cooperating with the Malian rebels in early 2024, when some CSP-DPA fighters arrived in Ukraine to receive training in the production and use of drones. The next phase of the training began in March 2025 in Mali’s Taoudenni region.

For their part, the Armed Forces of the Russian Federation (VS RF) have begun the second stage of an active counteroffensive in the Kursk region. Russian troops have taken control of the village of Lyubimovka and the Sudzha-Korenevo road, which the Ukrainian army uses to supply its units.

In addition, Russian paratroopers took the Zeleny Shlyakh farm without a fight.

According to a post on the Telegram social network, Russian units achieved significant success in the Sudzhansk district of Kursk Oblast, breaking through the defense lines of the Armed Forces of Ukraine (VSU).
