At the 14th session (special session), the 16th City People's Council reviewed, voted, and unanimously approved 12 Resolutions, including a plan to use the excess revenue bonus source divided between the central budget and local budget and reinvested according to a special mechanism in 2022.
To achieve the reward for exceeding revenue, in 2022, the city's State budget revenue exceeded the target from import-export activities. Specifically, Hai Phong Customs Department collected VND 67,806 billion from import-export activities in the city, exceeding 20.6%, equivalent to VND 11,876 billion compared to the assigned target (VND 55,930 billion). From this result, according to the provisions of Decree 89/2017/ND-CP of the Government on regulations on special financial-budgetary mechanisms and policies for Hai Phong city, the Prime Minister issued Decision No. 1491/QD-TTg dated November 29, 2023 to reward exceeding the estimated revenue and reinvest in Hai Phong with a total amount of VND 926.6 billion. On that basis, the City People's Council unanimously approved the plan to allocate public investment expenditure of VND 896.6 billion and VND 30 billion to supplement the capital entrusted through the City Social Policy Bank Branch to provide loans to create jobs for socio-economic development. This is an important additional source of capital for the city to continue implementing public investment plans and socio-economic development policies in 2024.

Previously, in 2020, the city was also awarded by the Government, supplementing the city budget with an amount of 1,999.2 billion VND and in 2022, 1,785 billion VND due to exceeding the budget revenue in import-export activities. These results are the basis and motivation for Hai Phong Customs to continue implementing many solutions, determined to complete the task of collecting budget revenue to meet and exceed the assigned target.
