Recorded in Lao Cai province, in the period of 2021 - 2025, the total capital of the National Target Program 1719 is over 5,700 billion VND; of which, the central budget capital is nearly 4,000 billion VND, the rest is the provincial and district budget capital, mobilized community contributions... With this resource, the province has supported 245 poor ethnic minority households to build houses, 277 households to change jobs, invested in 27 centralized domestic water supply works and 8,166 households were supported with decentralized domestic water; invested in 2 projects to arrange concentrated residential areas; arranged 152 mixed households.
In addition, 416 infrastructure works such as electricity, roads, schools, and stations were invested in construction; 158 projects were implemented to support production development, including 37 projects to develop production according to value chains, 121 projects to develop community production with 6,904 participating households...
For example, in Muong Khuong district, the local government has built over 170km of rural roads from the National Target Program 1719. At the same time, taking advantage of the climate, soil and resources to support production development, Muong Khuong district is promoting agricultural development towards commodities. Thereby, contributing to increasing income and sustainably reducing poverty in remote areas and ethnic minority areas.
Over the past years, the National Target Program 1719 with 10 component projects, 14 sub-projects and 36 basic contents covering the fields of life, economy, society, culture, health, education... of ethnic minorities and mountainous areas, has contributed to promoting socio-economic development in remote areas and ethnic minority areas.
“To achieve the goal of agricultural commodity production, many factors are needed; in which, transport infrastructure plays a key role. Therefore, in recent times, through many methods and combining resources, including resources from the National Target Program 1719, Muong Khuong district has promoted the development of the rural transport system. In the period of 2021 - 2025, the whole district will complete 106 rural transport works with a total length of 277km to promote trade of goods, creating favorable travel conditions for the people…”, said Mr. Hoang Truong Minh, Vice Chairman of the People's Committee of Muong Khuong district.
Similarly, with investment resources under the National Target Program 1719, Phong Tho district, Lai Chau province has focused on thoroughly solving the shortage of residential land, housing, production land, and domestic water for the people. Ms. Mai Thi Hong Sim, Vice Chairman of the District People's Committee, said: In 2024, Phong Tho district was allocated more than 100 billion VND to implement 10 component projects of the National Target Program 1719. From this resource, the district has implemented the completion of infrastructure, supported residential land, housing, supported linkage, and diversified livelihoods for ethnic minorities.
“The district has supported housing for over 100 poor ethnic minority households; supported job conversion for over 250 poor households lacking production land, supported dispersed domestic water for over 600 households with difficulties in clean water, invested in upgrading and repairing domestic water supply works for over 500 households; arranged for stable settlement of residents in disaster areas at risk of landslides with 189 households of Man Tien, Ban Lang commune and Can Cau village, Sin Suoi Ho commune; invested in upgrading and repairing 69km of inter-village and inter-commune roads, upgrading and repairing 4 irrigation works…”, Ms. Sim informed.
According to Mr. Tran Huu Chi, Head of Lai Chau Ethnic Minorities Committee, the National Target Program 1719 has contributed to making Lai Chau a locality with a high poverty reduction rate in ethnic minority areas, exceeding the target assigned by the Prime Minister of 3%. Specifically, if in 2019 the whole province had 66 communes and 696 villages in the extremely difficult area, by 2024 this number will decrease to 54 communes and 557 villages. The lives of ethnic minorities have improved significantly, the poverty rate has decreased by an average of 3.93%/year, and the poor districts have decreased by 5.7%/year, exceeding the Resolution by 0.7% and 0.9%/year respectively. The average income of ethnic minorities by the end of 2023 is 18.36 million VND/person/year, an increase of 2.84 million VND/person/year compared to 2020...
From the resources of the National Target Program 1719, the localities in the Northwest region have been investing and providing effective support; thereby, contributing to promoting the socio-economic development of remote areas, remote areas, and ethnic minority areas.
