Prioritizing investment resources in ethnic minority areas, especially resources from the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase 1 from 2021-2025 (abbreviated as National Target Program 1719), Dak Mil district (Dak Nong province) has effectively implemented ethnic work, ethnic policies, and ethnic minority areas are improving day by day. Up to now, the infrastructure of ethnic minority areas has been spacious, the material and spiritual life of the people has been improved, and the traditional culture of ethnic groups has been preserved and promoted. The Party Committee and authorities at all levels of Dak Mil district have identified the task of supporting people to develop stably, especially ethnic minorities, as an important political task, so they have focused on effectively implementing national target programs to improve the lives of ethnic minorities.
Currently, Dak Mil district has been making efforts to implement 3 national target programs at the same time. In particular, to effectively implement Program 1719, the district has established a Steering Committee for national target programs for the period 2021 - 2025, assigned tasks to members and issued the Steering Committee's operating regulations. At the same time, the district assigned the Ethnic Minorities Department as the focal agency to advise and assist the Steering Committee. The People's Committees of communes and towns also completed the Steering Committees for commune-level programs to organize the implementation of programs and projects.
In the process of organizing and implementing tasks, district agencies, departments, branches and communes have coordinated and effectively implemented mechanisms and policies.
Based on the decisions, decrees, regulations, instructions and directions of the Central and the province in implementing the National Target Program 1719, the locality has issued many documents to direct and guide the implementation in the district.
Communication and information work on the National Target Program 1719 has been focused on leadership, direction and propaganda to cadres, party members, civil servants, public employees, ethnic minorities; especially for grassroots cadres, community cadres, and prestigious people, to raise awareness of the position and role of the program.
Inspection, monitoring and evaluation are also carried out closely and synchronously from the district to the grassroots level, according to the decentralization of project management and program policies. Therefore, in recent times, the implementation of the National Target Program 1719 in Dak Mil district has achieved many positive results.
According to the Plan to implement Program 1719 for the period of 2021-2025, Dak Mil district strives to increase the average income of ethnic minorities by more than 1.5 times compared to 2020. Reduce the rate of poor households in ethnic minority and mountainous areas (EM&MN) in the period by 5%; strive to have 3 villages out of extremely difficult areas, and 60% of hamlets. 100% of communes have paved roads to the commune center; 70% of villages have paved roads to the center. 100% of schools, classrooms and medical stations are solidly built; 99.3% of households have access to the national grid and other suitable sources of electricity; 85% of ethnic minorities have access to clean water; 100% of ethnic minorities have access to television and radio; Improve technical infrastructure and social infrastructure in especially disadvantaged villages and hamlets in ethnic minority and mountainous areas.
Basically complete the work of settling down; arrange and relocate 90% of households that migrated without planning. Over 80% of pregnant women receive regular prenatal check-ups, give birth at medical facilities or with the assistance of medical staff; reduce the rate of underweight malnourished children to below 15%. - 55% of working-age workers receive vocational training appropriate to the needs, conditions of ethnic minorities and the characteristics of ethnic minority and mountainous areas.
“In the 2021-2025 period, Dak Mil district strives to reduce the rate of poor households among ethnic minorities by 01 or more each year; 100% of poor and near-poor households receive poverty reduction support. As a result, from 2022 to 2024, the district has invested in building 30 traffic axes and 04 bridges with a total length of 35 km; upgrading and renovating 07 roads and lighting lines within villages and hamlets; supporting housing for 40/54 households; providing distributed domestic water for 150/150 households, converting occupations for 100/133 households; opening 43 vocational training classes for over 1,500 workers and implementing 06 production support projects for 40 households in 3 communes in the district.
Regarding the policy of preserving and promoting the traditional cultural values of ethnic minorities associated with tourism development: Restoring the Long Son communal festival, investing in renovating and repairing 07 village and hamlet cultural houses, supporting equipment for 02 cultural houses, 03 art troupes and establishing 27 folk culture clubs...
Organized 12 conferences to disseminate awareness of changing behavior in marriage in ethnic minority areas with over 700 participants; 02 training courses to improve capacity for the community with over 120 participants and classes to disseminate gender equality with over 200 participants; 01 class to disseminate law with 72 participants. Supported the construction of 01 access point, exploiting information technology in Bon Dak Lap, Dak Gan commune.
As of December 2024, the total investment capital for the National Target Program on socio-economic development in ethnic minority and mountainous areas is 168/227.8 billion VND, reaching 74% of the plan for the period 2021-2025. In general, Dak Mil District has been implementing and ensuring the progress of the proposed Plan.
Efforts to remove difficulties and obstacles
However, the implementation of a number of projects and sub-projects under the National Target Program 1719 in Dak Mil district still faces many difficulties and problems, especially those related to the mechanisms, policies and regulations of the programs.
Typically, Project 1, after reviewing residential land, has beneficiaries but does not ensure the conditions for land support. The reason is that the supported households are living scattered on forest land, agricultural land that has not been planned for residential areas, so there are many difficulties in implementation.
As for sub-project 1 of Project 9, it has not been able to be implemented yet because there are no specific instructions...
To complete the Implementation Plan of Program 1719 for the period 2021 - 2025, currently, Dak Mil District People's Committee directs relevant departments, offices, and People's Committees of communes to strengthen coordination, promptly review difficulties and obstacles to advise and propose solutions, and promptly implement the project to promote the effective use of allocated capital.
Next, the district prioritizes focusing resources as well as integrating capital sources to implement national target programs for communes, especially communes striving to achieve advanced new rural standards, to help these communes achieve their planned goals.
Mr. Nguyen Thanh Nam, Head of the Dak Mil District Ethnic Affairs Department, said that the most important solution at present is to continue to promote propaganda, raise awareness, role and responsibility of the whole society in implementing the program.
