These August days, people across the country are filled with joy and excitement celebrating the August Revolution of 1945 - a brilliant milestone, a great turning point that changed the destiny of the Vietnamese nation.

These August days, the people of the whole country are filled with joy and happiness to celebrate the August Revolution of 1945 - a brilliant milestone, a great turning point that changed the destiny of the Vietnamese nation, the government was in the hands of the people, the Democratic Republic of Vietnam was born, ending more than 80 years of our people under the yoke of colonialism and fascism, abolishing the feudal regime for thousands of years.

From here, the country, society, people and people of Vietnam entered a new era, the era of national independence associated with socialism.

Assessing the significance of this “earth-shattering” event, President Ho Chi Minh affirmed: “The August Revolution overthrew the monarchy that had lasted for several decades, broke the colonial chains of nearly 100 years, returned the government to the people, and laid the foundation for the Democratic Republic of Vietnam, an independent, free, and happy nation. It was an extremely great change in the history of our country.”

The success of the August Revolution is of utmost importance. First of all, it is the crystallization of the tradition of steadfast and indomitable struggle of a nation with a history of thousands of years of fighting against invaders, the result of 80 years of fighting against colonial rule, and directly the 15 years of struggle of the working class and the Vietnamese people under the leadership of the Communist Party of Vietnam - the Party founded and trained by President Ho Chi Minh.

That victory and the birth of the Democratic Republic of Vietnam transformed our country from a colonial and semi-feudal state into an independent, free country, developing along the path of socialism, having extensive international relations, and an increasingly important position in the region and the world. Our people transformed from slaves into masters of the country and society. The Communist Party of Vietnam transformed from a secretive party into the ruling party.

After the autumn days of August 1945, the country experienced many heroic and arduous changes in the process of building and defending the Fatherland. The two wars against colonialism and imperialism that lasted for three decades, culminating in the Dien Bien Phu Campaign that resounded throughout the five continents and the historic Ho Chi Minh Campaign that liberated the South and unified the country, had just ended, and the whole nation entered into just battles in the southwestern fence, the northern border and the eastern sea and islands to protect the sacred sovereignty of the Fatherland.

During the journey of both building socialism and protecting the young independence, the country suffered for more than 10 years the impact and influence of siege, embargo and socio-economic difficulties and stagnation.

However, with the blood and sweat of generations of Vietnamese people, the country has overcome countless pressures, difficulties and challenges. A strip of the country's territory and outposts has been firmly maintained, and territorial sovereignty and national border security have been guaranteed.

And the wind of Renovation starting from the 6th National Party Congress at the end of 1986 brought the country out of crisis, the economy continuously grew, and eliminated extreme poverty and hunger.

From a poor, backward country, in 2022, Vietnam's economy ranked 37th in the world and according to the International Monetary Fund (IMF), in 2023, Vietnam will be the country with the 35th largest economy in the world.

Vietnam's prestige and position in the international arena is increasingly high as Vietnam is a developing country, having diplomatic relations with 192 countries on all continents. Vietnam also assumes the responsibility of ASEAN Chair 2020 and a non-permanent member of the United Nations Security Council for the 2020-2021 term.

In particular, the fact that Vietnam has sent units to participate in UN peacekeeping operations over the past nine years also has important political significance, not only affirming that Vietnam is a responsible member of the international community, but also making practical contributions to resolving security issues and protecting peace and stability in the region and the world.

Since June 2014, Vietnam has sent more than 500 officers and professional soldiers to carry out this noble mission in both individual and unit forms at the Mission in South Sudan, the Central African Republic, the Abyei region and the United Nations Headquarters.

Vietnam's forces have been fulfilling their tasks well, receiving recognition, support and sympathy from the Party, State and people, and high appreciation from the United Nations and the international community.

It is also a joy and pride that according to the ranking of US News & World Report - a prestigious American company, about the most powerful countries in the world in 2022, Vietnam ranked 30th with a GDP of 363 billion USD and a population of over 98.2 million people.

The World Bank (WB) recently said that Vietnam's economy has maintained a strong recovery momentum despite increasing global uncertainty related to the Russia-Ukraine conflict, rising world commodity prices and supply chain disruptions due to the COVID-19 pandemic.

78 years have passed since that autumn, and our country is continuing to move forward steadily under the leadership of the Communist Party of Vietnam. The unity and close connection between the Party’s goals and interests and the people’s goals, interests, and aspirations as its mission is the source of strength. The process of innovation has brought Vietnam into a new stage of development with the goal of “A rich people, a strong country, democracy, equality, and civilization” with many favorable opportunities and has achieved many successes, especially on the economic front.

But looking straight at reality, the country is facing many difficulties and challenges that require the Party, the State and the entire political system to constantly build and rectify to be on par with the tasks in the new period.

The journey to eliminate poverty is still arduous; the results of poverty reduction are not really sustainable, the poverty reduction rate is uneven among regions; in many poor districts, the poverty rate is still over 50%, in some places over 60%. The gap between rich and poor tends to widen more and more clearly. According to the announcement of the Ministry of Labor, War Invalids and Social Affairs, the multidimensional poverty rate including the rate of poor and near-poor households nationwide in 2022 is 7.52%, with the total number of poor and near-poor households in multidimensional dimensions being over 1.9 million households.

In addition, the resilience and competitiveness of the economy are still limited; productivity, quality and efficiency are not high; the risk of falling into the middle-income trap and falling behind still exists. And although reform efforts continue to be strongly promoted, administrative procedures are still reflected as cumbersome, inflexible, and limiting development. Although the private economy is identified as an important driving force of the economy, it still faces many difficulties in the business environment.

An alarming issue is that the bureaucracy, commandism, distance from the masses, and going against the interests of the people among a group of Party members are affecting the prestige and weakening the strength of the Party. The legal awareness of some Party members who are law enforcement officials and civil servants is still low, contributing to negative situations, corruption, and violations of the law.

Furthermore, issues among cadres and party members, especially many corruption and negative cases involving strategic cadres and party members that have been brought to justice recently, have made public opinion indignant and warned of unpredictable consequences...

A recent report by the Central Steering Committee on Anti-Corruption and Negativity shows that in the first 6 months of 2023, Party committees and Inspection Committees at all levels disciplined 218 Party members for corruption and 10 Party members for violating asset and income declaration. The Central Executive Committee, Politburo, Secretariat, and Central Inspection Committee disciplined 13 officials under the Central Committee's management.

Since the beginning of the 13th National Congress term, 91 officials under the Central Government's management have been disciplined. In the first 6 months of 2023, local prosecution agencies have prosecuted 419 cases with 1,324 defendants for corruption; many localities have prosecuted officials who were former Provincial Party Secretaries and former Provincial People's Committee Chairmen...

Being frankly and deeply aware of the above difficulties and challenges is not to discourage or belittle the achievements that our country has made since the successful August Revolution until now, under the leadership of the Communist Party of Vietnam. That is to see more clearly the strengths, the determination to overcome the weaknesses and limitations, so that the country can firmly step into a new stage of development. At the same time, that is also an extremely important foundation, fostering trust in the Party and the State so that people believe, love and wholeheartedly build and protect the Party, the State and the regime.

As General Secretary Nguyen Phu Trong pointed out: “In the process of national development, many new problems arise that need to be dealt with, many extremely complicated matters need to be resolved; we absolutely must not be subjective, complacent, intoxicated with victory, or rest on our laurels… A true revolutionary Party with the right line, a tight organization, a team of clean, exemplary, dedicated cadres and Party members, closely attached to the people, and supported by the people, then that Party has invincible strength, and no force can stop it on the path of leading the nation forward.”
