Policy credit capital helps improve living conditions for rural people

Implementing the credit program for clean water and rural environmental sanitation (NS&VSMTNT), the Vietnam Bank for Social Policies (VBSP) branch in Quang Tri province has coordinated with socio-political organizations to ensure quick, timely and correct disbursement, contributing to improving living conditions for rural people; helping localities to complete environmental criteria in new rural construction.

Among the hundreds of households in Trieu Trach commune, Trieu Phong district that received loans from the NS&VSMTNT credit program, there was Mr. Tran Thanh Sinh's family in Long Quang village. A few years ago, because the water source his family was using was not hygienic but he did not have enough money to build a clean water supply system, Mr. Sinh was very worried.

When he learned about the NS&VSMTNT loan program, he approached and received a loan of 20 million VND. Mr. Sinh started drilling wells, installing tanks, building a filter system to have clean water for daily use and completing his family's sanitation system. To date, Mr. Sinh has paid off the principal to the bank, and his family's clean water and sanitation system is operating well. With an abundant source of clean water, Mr. Sinh has more conditions to take care of his ornamental garden and fruit trees in his garden to keep them always lush.

Tran Duc Da, Head of the Savings and Loan Group of the Long Quang Village Farmers' Association, said that the group currently has 32 households borrowing capital from the NS&VSMTNT program with a total outstanding debt of 608 million VND to date. The program is not limited to poor households or policy beneficiaries, but all people in need can borrow; the lending method is flexible, the procedures are simple, the interest rate is low, suitable for the capacity and economic conditions of the people. Thanks to that, people can use clean water, build solid sanitation works, ensure the environment, and improve the living conditions of people in the village.

Thanks to the capital from the NS&VSMTNT loan program, Trieu Trach commune has solved one of the important criteria of the new rural criteria, which is the environmental criterion. Director of the Transaction Office of the Social Policy Bank of Trieu Phong district, Le Ngoc Hai, said that currently, there are 378 households in the commune borrowing capital from the program with a total outstanding debt of more than 6.2 billion VND.

Thanks to that, people have built and repaired hundreds of clean water and sanitation facilities, contributing to improving the quality of life and ensuring health in the community. Thereby, contributing to helping the commune meet the advanced new rural standards in 2022.

“In Trieu Phong district, especially in many low-lying areas, the NS&VSMTNT loan program has significantly improved water resources and sanitation conditions, helping to improve the quality of life for people. This program is being widely and effectively implemented in 17/17 communes with a total outstanding loan of more than VND 119.2 billion for more than 7,200 customers; customers pay principal and interest regularly, with no overdue debt,” said Mr. Le Ngoc Hai.

In Cam Lo district, in the first 6 months of 2024, the district's Social Policy Bank Transaction Office provided loans to 872 households with a loan turnover of over 17,357 billion VND, bringing the total outstanding debt of the whole district as of June 30, 2024 to 62,069 billion VND with 4,052 customers borrowing to invest in construction, renovation of water wells, building tanks, toilets... ensuring compliance with national standards on NS&VSMTNT. Thereby, contributing to improving living conditions, environmental sanitation, and protecting public health.

Deputy Director of the Transaction Office of the Social Policy Bank of Cam Lo District, Nguyen Xuan Anh, said: During the implementation process, there was close coordination between the Social Policy Bank and local authorities, along with entrusted organizations and unions, actively propagating and guiding borrowers in completing procedures, loan conditions, beneficiaries, loan amounts, terms, and interest rates; ensuring that 100% of eligible borrowers will receive loans according to regulations when in need and meeting the conditions.

Accordingly, borrowers must have permanent residence or long-term temporary residence registration in the rural area where the branch of the Social Policy Bank is located; there is no clean water and environmental sanitation facility or there is one but it does not meet national standards on clean water and does not ensure rural environmental sanitation. Borrowers do not have to mortgage assets but must be members of a savings and loan group. Loan capital is used to purchase raw materials, pay for construction and other necessary expenses for the construction, renovation and upgrading of clean water supply facilities to ensure compliance with national standards on clean water and rural environmental sanitation. The maximum loan term is 60 months.

Director of the Provincial Branch of the Vietnam Bank for Social Policies, Tran Duc Xuan Huong, said that the NS&VSMTNT lending program has been implemented in the province since 2006. To effectively deploy capital, the branch has directed transaction offices in districts to develop plans and balance capital to implement loans in accordance with the actual needs of each commune; in which, priority is given to communes that are on the way to the new rural destination.

From 2006 to present, the total loan turnover of the program has reached 1,660 billion VND, with over 127.5 thousand households receiving loans, outstanding loans by June 2024 are 579 billion VND, accounting for 11.4% of the total outstanding loans of the VBSP. The above capital has helped families in the area build more than 240 thousand clean water and environmental sanitation works, raising the proportion of rural population using hygienic water in the whole province to more than 64.89%, contributing to improving the quality of life and ensuring people's health.

With the goal of increasing the proportion of households using hygienic water, the Provincial Branch of the Vietnam Bank for Social Policies continues to coordinate with local associations and organizations to promote the dissemination of credit policies on NS&VSMTNT; creating favorable conditions for people in rural areas to access preferential loans to build clean water and sanitation works. This loan source contributes significantly to the implementation of the national target program on new rural construction. Through checking the actual situation, most people in the province use this source of capital for the right purpose and effectively.

“On July 15, 2024, the Prime Minister issued Decision No. 10/2024/QD-TTg on credit for implementing NS&VSMTNT. Accordingly, families residing in rural areas that do not have water supply works, sanitation works or have damaged works that need to be built, upgraded, renovated, or repaired will be eligible for loans. The maximum loan amount is 25 million VND/1 type of work/customer. This decision takes effect from September 2, 2024. This is good news for people in rural areas in improving clean water and environmental sanitation conditions, contributing to improving the quality of life,” said Ms. Tran Duc Xuan Huong.
