
High demand for loans
Tran Thi Uyen (Thai Nam village, Tam Thang commune, Tam Ky) is in her third year majoring in business administration at the Vietnam - Korea University of Information and Communication Technology (University of Danang ).
Throughout her schooling, Uyen has always been an excellent student. Because her family has not been able to borrow money from the student loan program of the Vietnam Bank for Social Policies (VBSP) in Quang Nam, Uyen is very worried.
Ms. Tran Thi Thuy (Uyen's mother) said that her family's situation is very difficult. Ms. Thuy's husband has passed away, she is the only one raising her elderly mother and her daughter to go to school, and her job is unstable.
"My child is in his third year of university. I hope the Bank for Social Policies, Quang Nam branch, will consider his application for a loan from the student loan program so that he can have the conditions to study properly," said Ms. Thuy.
Ms. Tran Thi Dan - Head of the Savings & Loan Group of Thai Nam village said that the outstanding loan program for students in the village is 132 million VND with 3 households borrowing capital.
Ms. Tran Thi Thuy's student loan application has been sent to the Quang Nam branch of the Vietnam Bank for Social Policies, awaiting approval for disbursement. Ms. Dan previously accessed the student loan program to pay for her 3 children's university education. Now all 3 of Ms. Dan's children have graduated, have jobs, stable incomes and have paid off their loans.
According to Mr. Hoang Thanh Lan - Head of Planning and Operations Department (Social Policy Bank, Quang Nam branch), the demand for loans from the student loan program of households in the province is currently very high. The policy bank will promptly review the documents and disburse funds so that families can take care of their children's continued education.
Support to school
Vice Chairman of the Provincial People's Committee Tran Anh Tuan - Head of the Board of Representatives of the Bank for Social Policies, Quang Nam branch, said that the student loan program is a very humane policy, supporting students in difficult circumstances to strive to rise up.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan assigned the Bank for Social Policies, Quang Nam branch, to direct departments, offices and transaction offices of the Bank for Social Policies in districts, towns and cities to create maximum favorable conditions for households that meet the prescribed conditions to access this program.
“The Bank for Social Policies, Quang Nam branch, needs to maximize the student loan program. Preferential credit is very popular and has received consensus from local authorities and party committees. Student loans in recent times have practically contributed to ensuring social security,” said Mr. Tran Anh Tuan.
According to Mr. Le Hung Lam - Director of the Bank for Social Policies, Quang Nam branch, in recent times, to support students' families to quickly access loans, the unit has implemented synchronous solutions.
That is to seriously implement the direction of the Prime Minister, the Board of Directors of the Bank for Social Policies, Quang Nam branch; consolidate and improve the quality of operations of savings and loan groups; accelerate the capital entrustment activities to socio -political organizations for lending. In particular, effectively deploy transaction points at the People's Committee of the commune so that households can transact conveniently and quickly.
On March 23, 2022, the Government issued Decision 05 amending and supplementing a number of articles of Decision 157 on credit for students. Accordingly, in addition to poor and near-poor households, households with average living standards can also access this program.
However, according to Decree 07 dated January 27, 2021 of the Government on multidimensional poverty standards for the period 2021 - 2025, only households producing agriculture - forestry - fishery - salt with an average living standard will be considered for preferential loans. Meanwhile, currently, many households with an average living standard working as bricklayers, small traders... are not considered for loans.
According to Mr. Hoang Thanh Lan - Head of Planning and Operations Department (Social Policy Bank, Quang Nam branch), the above regulation causes disadvantages for many people, so the Social Policy Bank, Quang Nam branch will advise the superiors to consider and amend.
According to statistics from the Bank for Social Policies, Quang Nam branch, the outstanding loan program for students in the province as of September 15 was VND408 billion (an increase of VND15 billion compared to the beginning of the year) with 8,903 households still in debt. It is expected that by the end of 2024, the Bank for Social Policies, Quang Nam branch, will increase the student loan program by VND100 billion.
