On the afternoon of February 27, at the headquarters of the Ministry of National Defense, Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense, and Japanese Deputy Minister of Defense Serizawa Kiyoshi co-chaired the 10th Vietnam - Japan Defense Policy Dialogue.

Senior Lieutenant General Hoang Xuan Chien said that the dialogue session has special significance as the two countries have just upgraded their relationship to "Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World" during the official visit to Japan by the President of Vietnam in November 2023.

On that good foundation, the Vietnam - Japan relationship is entering a new stage of development, opening up opportunities for cooperation in many fields between the two countries' Defense Ministries.

In recent times, the Vietnam-Japan defense cooperation relationship has achieved many practical results, in line with the spirit of the Joint Vision Statement on Defense Cooperation towards the Next Decade between the two countries' Defense Ministries (signed in April 2018).

The two countries' defense ministries exchange delegations at all levels, especially high-level ones; discuss defense policies; education; training; military medicine, search and rescue; overcoming the consequences of war; and implement capacity building support programs. The two countries consult and support each other in multilateral forums and mechanisms, especially those led by ASEAN.

Deputy Minister Hoang Xuan Chien acknowledged the contributions of the two countries' militaries in their role as co-chairs of the ADMM+ Experts' Group on United Nations Peacekeeping for the 2021-2023 period and in successfully coordinating the "Program to assess the capacity of forces preparing to participate in United Nations Peacekeeping operations" in Vietnam.

Senior Lieutenant General Hoang Xuan Chien congratulated the Japanese Ministry of Defense and Deputy Minister Serizawa Kiyoshi for successfully chairing and organizing the 13th ASEAN-Japan Defense Deputy Ministers' Meeting in Japan last January 2024.

For his part, Japanese Deputy Minister of Defense Serizawa Kiyoshi affirmed the importance of Vietnam-Japan relations and defense cooperation between the two countries.

Sharing about the world and regional situation, Japanese Deputy Minister of Defense Serizawa Kiyoshi emphasized the spirit of respecting the law and joining hands to build an environment of peace, friendship, cooperation and development. He believes that in the spirit of frank and positive exchanges, this dialogue will contribute significantly to promoting the defense cooperation between Vietnam and Japan in the coming time, developing more and more practically and effectively.

At the dialogue, Senior Lieutenant General Hoang Xuan Chien emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, multilateralization, diversification of relations and a "four no's" defense policy. Vietnam always wants countries to resolve issues through dialogue, by peaceful means, on the basis of international law and commitments; together building an environment of peace, friendship, and development cooperation.

In terms of direction, the two sides agreed to continue efforts to promote cooperation, focusing on areas such as: Exchange of delegations at all levels, education, training, defense industry, military medicine, navy, cyber security, search and rescue, peacekeeping, overcoming the consequences of war, and improving law enforcement capacity at sea.

At the same time, continue to implement capacity building support programs in areas where both countries have strengths and needs, and strengthen consultation and coordination at multilateral institutions, especially the ASEAN Defense Ministers Meeting Plus. The Vietnamese Ministry of Defense is ready to receive Japanese officers to attend the International Defense Officials course at the National Defense Academy and Vietnamese language courses at the Academy of Military Science.

Senior Lieutenant General Hoang Xuan Chien invited leaders of the Japanese Ministry of Defense and businesses operating in the defense industry to Vietnam to attend the second Vietnam International Defense Exhibition in December 2024.
