Vietnam leaves its mark at WEF during Prime Minister Pham Minh Chinh's working trip

Prime Minister Pham Minh Chinh and the Vietnamese delegation have just successfully concluded their working trip to attend the 15th Annual Pioneers Meeting of the World Economic Forum (WEF) in Dalian city and work in China from June 24-27.

On this occasion, Foreign Minister Bui Thanh Son answered the press about the outstanding results of the working trip. The following is the content of the interview.

This year’s WEF Dalian Conference marks the third consecutive time the Prime Minister has attended an annual WEF Conference. This demonstrates Vietnam’s high credibility as well as its growing role and position in the international arena. Could you please share the main results of the WEF Dalian Conference and Vietnam’s outstanding achievements during its participation in this Conference?

At the invitation of Chinese Premier Li Qiang and Founder and Executive Chairman of the World Economic Forum (WEF) Klaus Schwab, Prime Minister Pham Minh Chinh and a high-ranking Vietnamese delegation attended the annual Pioneers Meeting of the World Economic Forum, themed “New Growth Horizons” in Dalian, China from June 25-27, 2024.

The Prime Minister's working trip was a great success, a practical step in implementing the foreign policy of the 13th National Party Congress, Directive 25 of the Secretariat on Enhancing Multilateral Diplomacy and the common perception of senior leaders of Vietnam and China in the spirit of the Comprehensive Strategic Cooperative Partnership, building a Vietnam-China Community of Shared Future of strategic significance.

The conference attracted the participation of 1,700 delegates, and was a place to gather and create new ideas, new fields, pioneering and creative models that will shape future economic sectors.

This year's conference assessed that the world economy has shown positive signs of recovery, in which many developing countries have risen and have the potential to catch up with other countries in a number of key areas.
The conference discussed the role of science and technology, innovation, and new industries to create breakthroughs, open up new development spaces, and promote a new growth cycle in the context of the world economy still facing many risks and challenges. The conference recognized China's important role in the overall growth of the world economy and its leading role in many new areas, contributing to solving global challenges. Delegates shared and emphasized the need for governments to have a comprehensive, long-term approach, focusing on fundamental issues, and strengthening international cooperation when solving global issues.

The Vietnamese delegation left outstanding impressions at the Conference, which are:

Firstly , the host country China as well as the Conference Organizing Committee have shown their respect and high appreciation for the role and position of Vietnam. Therefore, WEF has invited the Prime Minister to attend consecutive WEF conferences in Tianjin (China) in 2023, WEF in Davos (Switzerland) in early 2024 and this time WEF in Dalian (China). Prime Minister Pham Minh Chinh is one of two heads of state/government invited by WEF and the host country China to attend the Conference. At this Conference, Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation brought many important messages to the port city of Dalian, both at the Conference as well as in meetings with partners.

Second , with the highlight being the special speech at the Opening Plenary Session, in front of about 1,700 guests from 80 countries, the Prime Minister shared Vietnam's inspiring story of Innovation, Integration and Development. The Prime Minister also conveyed profound and clear messages about the outstanding achievements in socio-economic development, the policies, visions and strategic orientations for national development of the Party and State of Vietnam. Through this, we also affirm the role and position of Vietnam in the international arena.

Third , the Prime Minister exchanged profound views on the current and future world, proposing to work together to build and strengthen trust, promote dialogue, and have a new approach and mindset for global cooperation. The Prime Minister emphasized the need to promote science and innovation to create new growth drivers through institution and policy building; mobilize resources and international cooperation while focusing on training human resources for the future.

Within the framework of the Conference, the Prime Minister also had open, sincere and in-depth exchanges with partners and businesses, demonstrating Vietnam's spirit of innovation and determination in transforming the growth model and creating a favorable environment for investors. Founder and Executive Chairman of WEF Klaus Schwab praised Vietnam as a dynamic economy, a beacon of economic development and a growth engine of the region.

The Prime Minister's sharing was highly appreciated by the business community partners, expressed through their excitement, interest, and desire to invest and do business in Vietnam, especially in new industries and fields. The atmosphere of the discussions was very exciting and enthusiastic, promising many opportunities to expand and establish partnerships, investment, and production in Vietnam.

Could the Minister please evaluate the results of the talks, meetings and work of Prime Minister Pham Minh Chinh in China?

Prime Minister Pham Minh Chinh's working visit to China took place in the context of the positive development of Vietnam - China relations. In particular, after two historic visits by General Secretary Nguyen Phu Trong to China (2022) and General Secretary and President of China Xi Jinping to Vietnam (2023), the two sides agreed to deepen and elevate the Comprehensive Strategic Cooperative Partnership, build a Vietnam - China Community of Shared Future of strategic significance, the atmosphere of trust and friendship has spread to all levels, sectors, and people of the two countries, forming a vibrant and substantive exchange and cooperation situation and achieving many concrete results.

During the working trip, Prime Minister Pham Minh Chinh had a very rich bilateral program, including meetings and talks with General Secretary and President of China Xi Jinping, Premier of the State Council Li Qiang, Chairman of the Chinese People's Political Consultative Conference Wang Huning; together with Politburo member and Vice Premier of the State Council of China Zhang Guoqing attended and spoke at the "Vietnam-China Cooperation Conference on Strategic Transport Infrastructure Development and the Role of Vietnamese-Chinese Enterprises"; received leaders of several large Chinese corporations and enterprises; met with officials and staff of the Embassy and Vietnamese representative agencies in China. During the working trip, ministers and members of the delegation also had meetings and worked with their Chinese counterparts.

The activities of the Delegation were successful, achieving the set requirements and goals. The results and significance of the talks and meetings with the Chinese high-ranking leaders were clearly demonstrated in four aspects:

Firstly , maintain regular high-level strategic exchanges between the two Parties and two countries, consolidate and enhance political trust between the two sides, and play an important guiding role in the development of bilateral relations.

Prime Minister Pham Minh Chinh and senior Chinese leaders affirmed the high importance of the Party and State of each side to the bilateral relationship, as well as the special role and position of the bilateral relationship in the overall foreign policy of each country. Accordingly, the Prime Minister affirmed that strengthening and developing friendly and cooperative relations with China is an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy of independence, self-reliance, peace, cooperation and development, diversification and multilateralization of foreign relations. Senior Chinese leaders emphasized the importance of relations with Vietnam, identifying this as a priority direction in China's overall neighborly foreign policy.

The two sides agreed to continue to promote and institutionalize exchanges and cooperation in all fields, implementing them synchronously and comprehensively through the channels of the Party, Government, National Assembly/National People's Congress, Fatherland Front/National People's Political Consultative Conference and in important areas such as diplomacy - security - defense. The two sides expressed their determination and efforts to promote bilateral relations increasingly deeper, comprehensive and substantive, together towards the important milestone of 2025, the 75th anniversary of the establishment of Vietnam - China diplomatic relations.

Second , based on the review and overall assessment of the cooperation situation in recent times, the two sides have in-depth discussed and agreed on specific directions and measures to promote cooperation in various fields in the coming time.

The two sides affirmed the importance of thoroughly grasping, concretizing and effectively implementing the Vietnam-China Joint Statements reached during the visits of the two General Secretaries of the two Parties, thereby adding new strong driving forces, opening up many new cooperation opportunities, and continuously enriching the Comprehensive Strategic Cooperative Partnership and the Community of Shared Future of strategic significance between the two countries.

The two sides agreed to strengthen the connection between the “Two Corridors, One Belt” framework and the “Belt and Road” initiative, especially in terms of transport infrastructure; accelerate railway connections in border areas, promote cooperation in developing a number of standard gauge railway lines in the northern region of Vietnam; further promote trade cooperation, especially agricultural trade; exchange measures to improve customs clearance efficiency, upgrade border gate infrastructure, study and promote the construction of smart border gates and border economic cooperation zones; coordinate to thoroughly handle difficulties in a number of cooperation projects, speed up the implementation of China's non-refundable aid to Vietnam; promote high-quality Chinese investment in Vietnam, especially in areas such as transport infrastructure construction, green economy, digital economy, renewable energy, clean energy; strengthen cooperation in sustainable tourism, and training high-quality human resources. Expanding cooperation in the fields of health, education, science and technology, finance - banking... It can be said that the fields of cooperation between the two sides are very comprehensive, rich in content and substantial.

Third , constantly consolidate a solid social foundation for the development of bilateral relations.
The two sides agreed to consider this a “systemic project” to promote the traditional friendship between Vietnam and China, which is constantly inherited, transmitted and promoted. The two sides will make efforts to effectively implement and improve the effectiveness of friendly exchange mechanisms such as the People's Forum, the Border People's Festival, the Youth Friendship Meeting, and the Vietnam-China Youth Festival; China will soon provide 1,000 scholarships for Vietnamese Chinese teachers; promote the dissemination of the traditional friendship between the two Parties and the two countries; and promote the restoration of cooperation in tourism and aviation.

Fourth, properly handle disagreements and jointly maintain a peaceful and stable environment. The two sides agreed to coordinate well in land border management, and well organize activities to celebrate the 25th anniversary of the signing of the Land Border Treaty and the 15th anniversary of the signing of three legal documents on the Vietnam-China land border in 2024.

The two sides also agreed to continue to strictly implement the agreements and common perceptions of the Senior Leaders, comply with international law, effectively control and properly handle disagreements, not allowing disagreements to affect the overall relations between the two countries, contributing to maintaining peace and stability in the region and the world.
