At the invitation of Prime Minister Pham Minh Chinh, Dutch Prime Minister Mark Rutte paid an official visit to Vietnam from November 1-2.
On the morning of November 2, after the official welcoming ceremony, Prime Minister Pham Minh Chinh held talks with the Prime Minister of the Netherlands.
At the talks, Prime Minister Pham Minh Chinh emphasized that Prime Minister Mark Rutte's visit is of great significance on the occasion of the two countries celebrating the 50th anniversary of diplomatic relations (1973-2023), contributing to promoting and deepening the Vietnam - Netherlands Comprehensive Partnership; highly appreciating the friendly, sincere and trustworthy partnership between the two countries, which is a typical example of a dynamic, effective and practical relationship; affirming the two countries' determination to cooperate, develop self-reliance and sustainability, and actively contribute to peace, stability and development in the region and the world.
The Prime Minister of the Netherlands affirmed that Vietnam is a priority and important partner of the Netherlands in the Indo-Pacific region; expressed his pleasure to visit Vietnam for the third time and meet Prime Minister Pham Minh Chinh again after nearly a year since the Prime Minister's official visit to the Netherlands in December 2022; thanked Prime Minister Pham Minh Chinh and the Vietnamese people for the warm and respectful reception for the delegation.
The Dutch Prime Minister emphasized that the two countries have a long-standing relationship dating back more than 400 years, when Dutch merchant ships docked at Hoi An port; recalled the good impressions of his official visit to Vietnam in 2019 and his meeting with General Secretary Nguyen Phu Trong; and sent his sincere regards to the General Secretary.
In an atmosphere of trust, sincerity and openness, the two Prime Ministers had a comprehensive exchange on the socio-economic development situation of each country, measures to promote bilateral relations and discussed international and regional issues of mutual concern.
The Dutch Prime Minister expressed his impression of Vietnam's "miraculous achievements" in socio-economic recovery and development after the Covid-19 pandemic and since his visit in 2019.

The two leaders highly appreciated the efforts of both sides in realizing the commitments and cooperation agreements since the official visit to the Netherlands by Prime Minister Pham Minh Chinh (December 2022) with active delegation exchanges, continued implementation of cooperation mechanisms and a number of new cooperation documents signed.
The two Prime Ministers agreed to enhance political trust through high-level delegation exchanges, continue to effectively implement bilateral cooperation mechanisms and agreements, and study the establishment of new mechanisms to deepen specialized cooperation between the two countries; affirming that economy and trade are important pillars in bilateral relations, and agreed to continue to fully and effectively implement the Vietnam - EU Free Trade Agreement (EVFTA).
Prime Minister Pham Minh Chinh welcomed the delegation of nearly 30 leading Dutch high-tech enterprises accompanying Prime Minister Mark Rutte to contribute to realizing cooperation opportunities between the two countries; proposed that the Netherlands support the EC to soon remove the IUU "yellow card" on Vietnam's seafood exports, soon ratify the Vietnam - EU Investment Protection Agreement (EVIPA) and encourage Dutch enterprises to increase investment in Vietnam in the Netherlands' strong fields such as high technology, seaports, strategic infrastructure, etc.
The Dutch Prime Minister emphasized that Dutch businesses are interested in Vietnam because of its political stability and favorable investment and business environment; agreed to actively accelerate the ratification process of the EVIPA; highly appreciated Vietnam's efforts in developing sustainable fisheries and affirmed that they will continue to closely coordinate with EU member countries to support Vietnam in this matter.
The two leaders agreed to continue promoting the Strategic Partnership framework on climate change adaptation, water management, sustainable agriculture, contributing to joint response to global challenges, especially cooperation in the fields of offshore sand mining, green economic development, circular economy, climate change-resilient urban areas, training high-quality human resources on climate change and water resources management, irrigation, disaster prevention, etc.
Prime Minister Pham Minh Chinh proposed that the Netherlands and G7 countries support Vietnam in terms of technology, finance, human resources and institutional improvement to effectively implement the “Just Energy Transition Partnership” (JETP), establish a tripartite cooperation mechanism on agriculture, and contribute to solving global food security issues.
For his part, the Dutch Prime Minister expressed his interest in supporting the Mekong Delta region in responding to climate change, affirming his support for Vietnam in implementing the Mekong Delta Planning for the 2021-2030 period, with a vision to 2050, the Sustainable Agriculture Transformation Plan in the Mekong Delta, and perfecting the legal framework on water resources management.

The two sides emphasized that science, technology and innovation are breakthrough fields; agreed to maximize the potential for bilateral cooperation in high technology, electronic microchip manufacturing, semiconductor equipment, building digital platforms and telecommunications ecosystems, digital transformation, and human resource development in these fields; agreed to expand cooperation in potential fields such as exploration and sustainable exploitation of important minerals; defense and security; customs; maritime; logistics; promoting people-to-people exchanges, etc.
On this occasion, Prime Minister Mark Rutte highly appreciated the role of the Vietnamese community in the Netherlands as an important part of Dutch society; agreed with Prime Minister Pham Minh Chinh's proposal to continue creating favorable conditions for the Vietnamese community to successfully integrate in the Netherlands, serving as an important bridge in the friendly relations, contributing to the socio-economic development of both sides.
At the talks, the two leaders had in-depth discussions on international and regional issues of mutual concern; agreed to continue to coordinate and support each other at international and regional organizations, especially the United Nations and the ASEAN-EU framework.

The Dutch Prime Minister highly appreciated Vietnam's foreign policy of independence, self-reliance, diversification, multilateralization, and settlement of disputes by peaceful means based on international law.
Prime Minister Pham Minh Chinh congratulated the Netherlands on officially becoming a Development Partner of ASEAN, and hoped that the Netherlands would participate more deeply and have more initiatives to contribute to promoting ASEAN-EU relations in general and ASEAN-Netherlands relations in particular.
Regarding the East Sea, the two sides agreed to support ensuring security, safety, freedom of navigation and aviation, peacefully resolving disputes in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and supporting the practical and effective COC negotiation process between ASEAN and China.
After the talks, the two Prime Ministers witnessed the handover ceremony of four cooperation documents between ministries, branches and associations of the two countries in the fields of exploration and sustainable exploitation of important minerals, customs, investment, trade, etc.
