On March 13 and 19, in New York - USA, the United Nations Security Council (UNSC) held an open discussion on the topic "Promoting conflict prevention - empowering women and youth" under the chairmanship of Japan - the UNSC President in March 2024.
Attending and speaking at the event were the UN Under-Secretary-General for Political Affairs and Peacebuilding, representatives of several international organizations, 15 members of the Security Council and nearly 80 other UN member states.
Deputy Secretary-General Rosemary DiCarlo and delegates emphasized the role and responsibility of the Security Council in preventing conflicts; called for effective implementation of Resolution 1325 of the Security Council on women, peace and security as well as promoting the participation and contribution of youth in peacebuilding.
Many opinions highly appreciated the UN Secretary-General's "New Agenda for Peace" with its focus on conflict prevention; welcomed the role of the UN Peacebuilding Commission (PBC) in promoting cooperation between UN agencies, international and regional organizations and countries to prevent conflicts and maintain sustainable peace and security.
Speaking at the discussion, Chargé d’Affaires Nguyen Hoang Nguyen, Deputy Head of the Permanent Mission of Vietnam to the UN, called on the Security Council to adopt a comprehensive, inclusive approach that puts people at the centre; focusing on addressing the root causes of conflicts to escape the vicious cycle of underdevelopment, inequality, injustice and violence.
The Vietnamese representative also said that the Security Council needs to more effectively exploit available tools such as preventive diplomacy, mediation, and peaceful dispute resolution on the basis of compliance with the fundamental principles of international law and the UN Charter; and prioritize greater investment in trust-building efforts and early warning mechanisms.
The Deputy Head of the Vietnamese Mission emphasized the importance of empowering women in conflict prevention; affirmed that Vietnam has taken concrete steps to enhance the leadership role and participation of women at all levels of management; committed to continuing to increase the participation and contribution of Vietnamese women in UN peacekeeping activities; and considered addressing youth-related issues such as education, employment and welfare as key to preventing extremism, violence as well as the risk of conflict occurring or re-emerging.
