Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong led the delegation of the Secretariat of the National Assembly of Vietnam to successfully conclude the Conference of the World Association of Secretaries General of Parliaments (ASGP) held in Switzerland on March 26.
This ASGP Conference was attended by about 150 delegates from over 90 parliamentary secretariats of IPU member countries and a number of non-IPU member parliaments.
Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong delivered a speech at the conference's plenary session to share with colleagues from parliaments around the world about the experience of the Vietnamese National Assembly in storing minutes of discussions at the National Assembly and the orientation for applying technology in this activity.
In particular, the Secretary General of the National Assembly especially emphasized the research and development of software systems, digital archives, ensuring security and safety for archived databases; technological solutions in the process of digitizing, managing and storing minutes of National Assembly sessions.
During the conference, the Secretariat of the Vietnamese National Assembly participated in a group discussion to exchange and provide information on how the Vietnamese National Assembly mobilizes the participation of experts and scientists in its activities; at the same time, listening to experiences, discussing and clarifying common methods implemented by parliaments on this issue.
In addition, members of the working delegation of the Secretariat of the Vietnamese National Assembly also attended discussions on important and practical topics for the advisory work and service of the National Assembly such as the reporting and explanation work of ministers in the parliament; the legal framework and tools of the parliament to effectively monitor the Government's spending activities; the issue of time control in parliamentary activities...
During the working trip, Secretary General of the National Assembly Bui Van Cuong and members of the delegation actively and proactively conducted bilateral meetings to strengthen connections and promote cooperation between the National Assembly, the Secretariat of the National Assembly of Vietnam with the ASGP Association and the parliamentary secretariats of other countries.
At the meeting and working session with Mr. Najib El Khadi - President of the World Association of Secretaries General of Parliaments (ASGP), Secretary General of the Moroccan House of Representatives, Secretary General of the National Assembly Bui Van Cuong suggested that the association expand its activities to create opportunities for in-depth and substantive exchanges on issues arising in the practice of parliamentary activities.
At the same time, they agreed to continue promoting the cooperative relationship between the Secretariat of the Vietnamese National Assembly with the ASGP Association and the Secretariat of the Moroccan Parliament; agreed to deploy activities for the President of the ASGP and the Secretary General of the Moroccan House of Representatives to visit the Vietnamese National Assembly at an appropriate time.
At the meeting with the Secretary General of the National Assembly of Bern (Switzerland), Secretary General of the National Assembly Bui Van Cuong openly discussed experiences in consulting for the National Assembly. The two Secretaries General highly agreed on strengthening connections and exchanges between the two Secretariats in appropriate and practical forms.
At bilateral meetings and contacts with the Secretary General of the National Assembly, Deputy Secretary General of the National Assembly, Head of the ASGP delegations from the Philippines, Thailand, Indonesia, Bangladesh, and Switzerland, Mr. Bui Van Cuong expressed his wish to continue developing close cooperative relations and exchanging delegations between the Secretary General and Secretariat of the National Assembly of Vietnam and the Secretary General and Secretariat of the parliaments of other countries.
The Secretary General of the Vietnamese National Assembly agreed to promote the implementation of agreements signed between the Secretariat of the Vietnamese National Assembly and other countries, contributing to consolidating and strengthening relations between parliaments.
With careful and active preparation, the delegation of the Secretariat of the National Assembly of Vietnam attended all activities at the conference, contributing to the success of the conference, enhancing the prestige and position of the Secretariat of the National Assembly of Vietnam as well as the role of the Secretary General of the National Assembly.
The Association of Secretaries General of Parliaments is the consultative body of the Inter-Parliamentary Union (IPU). The Conference of the Association of Secretaries General of Parliaments (ASGP) is held annually at the same time and place as the IPU General Assembly.
This year, the conference was held in Switzerland from March 24 to 26, parallel to the 148th Inter-Parliamentary Union Assembly IPU-148.
