Hospital land converted into housing and clinics
The Ministry of Transport has just sent a report to the Prime Minister on the results of the rearrangement of the Department of Transport Health after transferring medical facilities and hospitals to local management.
During the implementation process, most localities agreed on the policy and coordinated in the handover. Up to now, Ho Chi Minh City and Yen Bai province have not yet agreed to accept.
In Ho Chi Minh City, the Transport Hospital is assigned to manage and use three facilities. The facilities are located at 72/3 Tran Quoc Toan Street, 72/5 Tran Quoc Toan Street and 136 Cach Mang Thang Tam Street (District 3).
Up to now, Ho Chi Minh City has only agreed to accept the facility at 72/3 Tran Quoc Toan Street, the other two facilities have not agreed to accept.
According to Tuoi Tre Online , on November 7, at 72/5 Tran Quoc Toan Street (District 3), a sign was posted for the administrative area of Ho Chi Minh City Transport Hospital.
Inside is a four-story building, with residents living on the third floor of the hospital.
Similarly, at 136 Cach Mang Thang Tam Street (District 3) is currently a multidisciplinary clinic.

Difficulties and obstacles when relocating households and individuals
On November 7, speaking with Tuoi Tre Online , a representative of the Ho Chi Minh City Department of Health said that they have not yet received the two Transport Hospital facilities due to problems related to land appropriation.
"The Ho Chi Minh City Department of Health is ready to receive the two facilities immediately after this situation is resolved," he said.
In the latest document, the Ho Chi Minh City Department of Health sent to the Ho Chi Minh City People's Committee and the Department of Finance regarding the handover of the Transport Hospital under the Department of Transport Health to local management.
The Department of Health said that the handover and reception of the hospital is still difficult and stuck at two addresses: 72/5 Tran Quoc Toan Street (District 3) and 136 Cach Mang Thang Tam Street (District 3).
Specifically, at land number 72/5 Tran Quoc Toan street, the land area is 400m2 , the floor area is 720m2 .
This is the hospital's administrative area, occupied by a family of hospital staff as a residence with an area of about 136 square meters on the 3rd floor.
At land plot number 236 Cach Mang Thang Tam is a medical clinic with an area of 282m2 and no households occupy it.
In 2023, the Department of Transport Health sent a document to the Ministry of Transport reporting and asking for opinions on handing over the hospital's original status to the Ho Chi Minh City People's Committee for management.
"In order to speed up the handover progress and ensure sufficient conditions for Ho Chi Minh City Transport Hospital to continue operating normally, the Department of Health proposed to receive 3 housing facilities and land of the hospital.
However, the implementation of procedures to relocate households and individuals out of the premises of houses and land at the two above-mentioned facilities for proper use is not within the function of the Department of Health," the document clearly stated.
The Department of Health has proposed that the Ho Chi Minh City People's Committee assign the Department of Natural Resources and Environment and District 3 People's Committee to review and clarify the legality and current status of management and use.
In November 2023, the Ho Chi Minh City People's Committee sent a document to the Standing Committee of Steering Committee 167 (Department of Finance), Department of Natural Resources and Environment, and District 3 People's Committee regarding difficulties and problems in receiving facilities, houses, and land of the Transport Hospital to the Department of Health.
Ho Chi Minh City People's Committee requested the Standing Committee of Steering Committee 167 to preside over and coordinate with the Department of Natural Resources and Environment, District 3 People's Committee and functional units to review and make recommendations to the People's Committee.
