Why did Quang Nam dismiss 3 key leadership positions?

Provincial People's Council delegates voted to dismiss the position.

In particular, comrade Phan Viet Cuong, former member of the Party Central Committee, former Secretary of the Provincial Party Committee, submitted a resignation letter and was approved by the Politburo to resign from the positions of Secretary of the Provincial Party Committee, Secretary of the Provincial People's Council Party Delegation, Chairman of the Provincial People's Council from January 1, 2024 and retire from July 1, 2024 according to the regime.

At today's meeting, the Provincial People's Council voted unanimously to allow comrade Phan Viet Cuong to cease holding the position of Chairman of the Provincial People's Council and to cease performing the duties of a delegate of the Provincial People's Council for the 2021-2026 term. Previously, on January 31, 2024, the Central Executive Committee also dismissed comrade Phan Viet Cuong from holding the position of member of the 13th Party Central Committee.

Regarding comrade Le Tri Thanh, according to information from the Provincial Party Standing Committee, after Vice Chairman of the Provincial People's Committee Tran Van Tan was arrested on December 31, 2022 for accepting bribes; in 2023, after conducting an inspection, the Central Inspection Committee (CIC) recommended and the Secretariat decided to expel Mr. Tran Van Tan from the Party, along with many officials of specialized agencies under the Provincial People's Committee who were disciplined by competent authorities, and comrade Le Tri Thanh himself was also disciplined with a reprimand.

With the responsibility of the leader, comrade Le Tri Thanh voluntarily submitted a request to resign from the positions of Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, and Chairman of the Provincial People's Committee. Recently, the Secretariat issued a document agreeing to allow comrade Le Tri Thanh to resign from the positions as requested. Pursuant to Regulation 41-QD/TW dated November 2, 2021 of the Politburo on dismissal and resignation of officials and legal provisions, the People's Council of Quang Nam province has implemented the procedure to dismiss comrade Le Tri Thanh from the position of Chairman of the Provincial People's Committee for the 2021-2026 term.

In the case of comrade Nguyen Hong Quang, he was disciplined with a Warning by the Central Inspection Commission in November 2023. After that, comrade Nguyen Hong Quang also submitted a request to resign from the position of Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee. Based on the Party's regulations, the Provincial Party Standing Committee agreed to allow comrade Nguyen Hong Quang to resign from the position of Member of the Provincial Party Standing Committee and the Provincial People's Council to relieve him from the position of Vice Chairman of the Provincial People's Committee.

Basis for considering dismissal or resignation related to the responsibility of the head :
1. Dismissal of the head when the agency, unit under his/her management, responsibility or direct subordinates are involved in very serious corruption or negativity.
2. Leaders who abuse their assigned positions and powers to condone, cover up, or assist corruption and negativity will be considered for resignation depending on the nature and severity of the violation.
3. Resignation of the head when the agency, unit under his/her management, responsibility or direct subordinates are involved in corruption and negativity.

According to information from the Provincial Party Committee Standing Committee, comrades Le Tri Thanh and Nguyen Hong Quang both have more than 5 years of work remaining until their retirement date according to the Labor Code. Therefore, based on Notice No. 20-TB/TW dated September 8, 2022, Announcement of the Politburo's Conclusion on the policy of work arrangement for cadres under the management of the Politburo and the Secretariat, the Provincial Party Committee Standing Committee will consider and arrange work for comrades Le Tri Thanh and Nguyen Hong Quang in suitable positions, creating conditions for them to continue to strive to train, strive, and contribute to the development of Quang Nam.

Quang Nam Provincial Party Secretary - Luong Nguyen Minh Triet affirmed that, along with seriously implementing the conclusions of the Inspection Commission in November 2023, Quang Nam will continue to focus on consolidating the organization, stabilizing the team, promoting the tradition of solidarity and unity of the Provincial Party Committee, making the highest efforts to successfully complete the tasks in 2024, implementing the provincial planning; at the same time, actively preparing all conditions to organize Party congresses at all levels and the Provincial Party Congress for the 2025 - 2030 term.

Sharing with Quang Nam Newspaper right after the Provincial People's Council dismissed the position of Chairman of the Provincial People's Committee, comrade Le Tri Thanh confided: "Aware of my own responsibility for letting my direct subordinates seriously violate Party discipline and the law and be criminally prosecuted (Mr. Tran Van Tan - PV), along with a number of other cadres who were disciplined and violated the law); I myself was also disciplined by the Central Committee with a reprimand; from November 2023, I voluntarily wrote a letter to resign from the positions I was holding. The upcoming work will await the assignment of the Provincial Party Committee Standing Committee. However, no matter what position I am in, I will always strive to contribute my small part to the development of my homeland Quang Nam."

The arrangement of cadres after resignation or dismissal is carried out according to Party regulations, State laws and the following orientations:
3.1. If an officer voluntarily requests early retirement or resignation, the competent authority will consider the request.
3.2. For staff who wish to continue working, the competent authority shall consider and arrange as follows:
a) In case the working time is less than 5 years:
- For cadres who are members of the Party Central Committee, the Politburo will consider and arrange work appropriate to each specific case.
- Cadres in central and local agencies will be considered and assigned by competent authorities to do professional work (not leadership or management work), and will retain the civil service rank they were appointed to.
b) In case the remaining working time is 5 years or more:
- Competent authorities shall consider and arrange work according to the principles stated in Clause a above.
- After being disciplined, if an officer voluntarily resigns, the competent authority will consider each specific case based on the actual situation at the agency, unit, or locality to arrange work in a direction of reducing one level compared to the position when he/she was disciplined. After 24 months of working in the new position, if he/she overcomes all violations and shortcomings, is assessed to have excellently completed the task, and ensures the standards and conditions, the competent authority will consider planning, appointing, and recommending him/her to run for the position he/she held or equivalent.
