Sharing about this issue, Mr. Nguyen Huu Duong, Chairman of Hoa Binh Group, explained that many people participated, even drove to the place to draw lots to buy social housing (NOXH) at the NHS Trung Van NOXH project because this is a beautiful land, the houses have great value, from 35 - 45 million VND/ m2 .

"That's why, if people win and buy an apartment, they immediately make a 100% profit, so many people drive there to draw lots," said Mr. Duong.

Mr. Duong said that low-income people, typically civil servants and public employees, have to go to work every day and have little time to complete paperwork and draw lots. Most of the people who draw lots are idle and have money. In particular, buying a house here is like "winning the lottery or a car", so people flock here.

"To limit this situation, the supply must be sufficient for people to limit the gap between supply and demand. When supply and demand are sufficient, a house priced at 19.5 million VND/ m2 is only sold for about 20 million VND/ m2 , then very few people will come to buy it," said Mr. Duong.

Regarding the selection of subjects registering to buy social housing, Mr. Bui Tien Thanh, Head of the Urban Development Department (Hanoi Department of Construction), said that this responsibility belongs to the investor of the social housing project.

"To avoid choosing the wrong subject, Hanoi City also has its own program, assigning the industry, People's Committees of districts, towns to regularly monitor; if there is any, it will be directly notified to the Hanoi Department of Construction for synthesis and investigation. In case of detecting the wrong subject, fraud when buying social housing, this house will be immediately recovered," Mr. Thanh emphasized.

Finding solutions to 'untie' social housing

Meanwhile, Mr. Ha Quang Hung, Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction), said that currently, the method of selecting social housing buyers is by drawing lots. Previously, there was a scoring method based on criteria prioritizing social policy beneficiaries. However, this method also did not solve the core problem, and even negative factors appeared during the scoring process in localities.

"The lottery method demonstrates fairness and transparency. However, to be eligible for the lottery, participants must ensure all 10 current conditions stipulated in Article 49 of the Housing Law.

"We are also building an information portal for eligible subjects to buy social housing after localities have confirmed that subjects are eligible to benefit from social housing policies. We can go to that portal to check, type in the name of the person who registered to buy social housing to know the information, and also ensure that subjects will only be able to buy social housing once," Mr. Hung revealed.

Previously, on May 20, Thanh Nien Newspaper reported the situation of many people driving cars to draw lots to buy apartments at the NHS Trung Van social housing project.

At the lottery drawing area, cars lined up about 500 meters long on both sides of Tran Quy Kien Street, past the gate of Cau Giay District Stadium. At the end of the lottery drawing, the number of cars here decreased significantly, and Tran Quy Kien Street was also clear.
