Ms. Thuy Ai's family has 5 people, of which 3 people have health insurance according to their labor contract at work, the remaining 2 people have to buy health insurance as a family with an unsubsidized price.
Ms. Ai wondered: "When I asked, the collector said that only when 5 people join the family health insurance at the same time will they get a discount. Is their answer correct?"
In the same situation as Ms. Ai, Ms. Nguyet's family has 6 people participating in health insurance, of which 2 people pay health insurance at school and 3 people pay at the company. Only the 6th person does not work so he buys health insurance as a household at the ward People's Committee.
Ms. Nguyet asked: "In this case, how much will the 6th person buying health insurance get a discount on?"
Health insurance participants are divided into many different groups (Illustration: DT).
According to Vietnam Social Security (VSS), Clause 2, Article 13 of the Law on Health Insurance stipulates that in case a person simultaneously belongs to many different health insurance participants, he/she shall pay health insurance according to the first participant that he/she is identified in order.
The order of subjects participating in health insurance is stipulated in Article 12 of the Law on Health Insurance as follows: (1) Group paid by employees and employers; (2) Group paid by social insurance organizations; (3) Group paid by the state budget; (4) Group supported by the state budget; (5) Group participating in health insurance as a household.
Thus, in case a family has many people participating in health insurance, only those who do not belong to any of the first 4 groups can participate in family health insurance.
The deduction of health insurance premiums when purchasing health insurance for a household is stipulated in Point e, Clause 1, Article 7 of Decree No. 146/2018/ND-CP dated October 17, 2018 detailing and guiding the implementation of a number of articles of the Law on Health Insurance. Accordingly, the deduction of health insurance premiums for a household is implemented when members participating in health insurance for a household participate together in the same fiscal year.
According to Vietnam Social Security, comparing the above regulations, Ms. Ai's family has 3 people participating in group health insurance paid by employees and employers, the remaining 2 people participate in family health insurance.
If 2 people participate in family health insurance in the same fiscal year, the first person will not be deducted, paying 4.5% of the basic salary; the second person will be deducted, paying 70% of the first person's.
In Ms. Nguyet's case, there are 3 people participating in group health insurance paid by employees and employers, 2 people participating in student health insurance (a group supported by the state budget), only 1 person participating in family health insurance so there is no deduction, the contribution level is equal to 4.5% of the basic salary.
