Why is foreign language not a compulsory subject?

The high school graduation exam from 2025 will have 2 compulsory subjects and 2 subjects that candidates can choose. Candidates will take the exam in literature, mathematics and 2 elective subjects from the remaining subjects studied in grade 12 (foreign language, history, physics, chemistry, biology, geography, economic and legal education, information technology, technology). Literature will be tested in essay form; the remaining subjects will be tested in multiple choice form.

REDUCE PRESSURE AND COST WHILE MAINTAINING RELIABILITY

Could you please tell us why the Ministry of Education and Training chose the high school graduation exam with such a number of subjects?

Implementing the Government's direction to assign the Ministry of Education and Training to organize the high school graduation exam from 2025 in accordance with the Party's policies and Resolutions; the National Assembly's direction of the Government, the Prime Minister and the 2018 General Education Program, ensuring the spirit of simplicity, reducing pressure and costs for society while still ensuring reliability, honesty, and correct assessment of students' abilities, providing data for vocational education and university education admissions, the Ministry of Education and Training chose to organize the exam with 2 compulsory subjects: literature and mathematics; 2 optional subjects according to students' strengths and interests to meet the 2018 General Education Program's orientation for developing students' abilities and qualities.

Although the exam plan consists of 4 subjects, educational institutions must fully implement the learning volume of each subject as prescribed in Circular 32/2018-TT-BGD-DT, amended by Circular 13/2022-TT-BGD-DT. Along with that, the graduation consideration requires the learning results of all subjects through process assessment.

Will the 4-subject curriculum help reduce the prevalence of extra tutoring?

The lack of compulsory foreign language exams is also a concern because the Government and the Ministry of Education and Training have a National Foreign Language Teaching Project with the goal of improving the quality of teaching and learning this subject. What does the Ministry of Education and Training explain, sir?

We have carefully considered the selection of subjects based on the analysis of the 2018 General Education Program, subject characteristics, international experience and the practical situation in the country. All subjects (assessed by scores, suitable for paper-based exams) including foreign languages ​​are tested.

The Ministry of Education and Training has identified foreign languages ​​as an important and compulsory subject at all levels of education. At primary, secondary and high school levels according to the 2018 General Education Program, foreign languages ​​are compulsory for all students from grades 3 to 12. At college and university levels, foreign languages ​​are also the only subject that continues to be prescribed as compulsory (Decision 1982/QD-TTg 2016 approving the Vietnam National Qualifications Framework) in terms of output standards (level 2 for college level, level 3 for university level according to the 6-level Foreign Language Competency Framework of Vietnam).

Thus, although it is not compulsory for all students in the high school graduation exam, foreign language is still a compulsory subject for all students from grade 3 to the end of college and university. The results of foreign language study at these levels are important in the learning process, regardless of the high school graduation exam.

Any foreign language has 4 skills: listening, speaking, reading, and writing. With the current characteristics of the high school graduation exam being a paper-based test, only reading skills are assessed in foreign languages. Therefore, assessing foreign language proficiency is more appropriate because it assesses the process (all 4 skills) rather than the final assessment (only 1 reading skill in the high school graduation exam).

In the region and in the world, very few countries choose foreign languages ​​as a compulsory subject in the national exam. In Vietnam, the foreign language results of high school graduation exams of students are very different between regions with different facilities and investment in human learning. For example, with English, the localities with the highest average scores are Ho Chi Minh City, Binh Duong, Hanoi, Da Nang, Hai Phong... the localities with the lowest average scores are Ha Giang, Dien Bien, Son La, Dak Nong... This difference has been seen for many years, so even though it is a compulsory subject for all students, if there is no increased investment in facilities and human resources, foreign language learning results will still be difficult to improve.

Thus, to improve the quality of foreign language learning, the Ministry of Education and Training determined that it must be based on the foundation of improving facilities and investing in people in teaching and learning.

Public opinion is very concerned about the widespread situation of extra teaching and learning and believes that the method of examination, testing and evaluation needs to be changed. Can the Ministry of Education and Training tell us whether the new plan and method of examination can solve the current situation of students having to take too many extra classes to prepare for exams?

With the option of taking 2 compulsory subjects and 2 elective subjects, students can choose subjects and take exams according to their strengths; therefore, we believe that students can self-study according to their passion and interests to maximize their abilities and increase their self-study ability.
