Thoroughly grasping and seriously implementing the Resolution of the 13th National Party Congress on building the contingent of cadres and Regulation No. 65-QD/TW, dated April 28, 2022 of the Politburo on rotation of cadres; the rotation of cadres and leaders in the People's Public Security (PPP) has achieved many important results. Reporter (PV): Could you please tell us about the results of the rotation of cadres in the Public Security sector since the beginning of the 13th National Congress of the Party?
Lieutenant General To An Xo: Thoroughly grasping and seriously implementing the Resolution of the 13th National Party Congress on building the contingent of cadres and Regulation No. 65-QD/TW, dated April 28, 2022 of the Politburo on rotation of cadres; the rotation of cadres and command leaders in the People's Public Security has achieved many important results, notably:
Strictly implemented regulations of the Party, State, and Ministry of Public Security on personnel work in general and personnel rotation in particular.
This work is carried out systematically, regularly, and proactively in all units, areas, and fields of work, from the Ministry to the local police and vice versa. Up to now, most of the heads of professional units under the Ministry have worked in the locality (except for some special units); over 95% of provincial police have at least 01 leader transferred from the Ministry.
Through the rotation of cadres, it has contributed to building a group of cadres and leaders at all levels of the Public Security who have been trained and matured through many working environments, especially practical combat work at the grassroots level, improving their mettle, qualities and working capacity to meet the increasingly high requirements of the task of protecting national security, ensuring social order and safety and building the Public Security force in the new situation.

100% of District Police Chiefs are not local people
PV: In addition to the above results, how has the work of rotating cadres in recent times been closely combined with the implementation of the policy of arranging for heads of provincial and municipal police to not be local people, and what specific results have been achieved so far?
Lieutenant General To An Xo: The rotation work associated with the implementation of the arrangement of provincial-level Police Directors and District-level Police Chiefs who are not local people has been directed by the Party Committee of the Central Public Security and the leaders of the Ministry of Public Security for many previous terms and has achieved important and outstanding results, receiving the consensus, support and high appreciation from local Party committees and authorities; through the Party Congresses at the provincial and district levels, the provincial-level Police Directors and District-level Police Chiefs who were eligible for re-election or were first introduced to the local Party Committee were all elected with a high percentage of votes, in which many comrades were trusted to be introduced to run for election and elected to hold key positions and titles of the local government; a number of leaders with outstanding capacity, qualifications and excellence in all aspects were elected to the Central Executive Committee.
To date, the Ministry of Public Security has arranged for 97% of provincial-level Police Directors and 100% of district-level Police Chiefs to be non-locals; in addition, combined with the implementation of building regular commune and town police, it has expanded the scope to arrange for over 90% of commune-level Police Chiefs to be non-locals, making an important contribution to building a contingent of police officers at all levels with sufficient qualities, capacity and prestige, equal to the task.
Reporter: How has this policy brought about positive impacts in management, leadership, and work operations as well as results in implementing political tasks and changes in security and order in the localities where the transferred cadres have been transferred, comrade?
Lieutenant General To An Xo: Promoting the tradition of the People's Public Security Forces, the rotating cadres and comrades who are provincial-level Public Security Directors and District-level Public Security Chiefs who are not local people have always upheld the spirit of responsibility and set an example in all aspects of the unit's work; the leadership, command and operation of the unit have had many positive innovations, breaking the closed, localized atmosphere, replacing it with an open, democratic and united atmosphere; enthusiastically competing to achieve many achievements in ensuring security, order and building the People's Public Security Forces.
In particular, the rotating cadres, comrades who are provincial-level Police Directors and District-level Police Chiefs who are not local people and are assigned to new units and areas are not affected by family, kinship, clan, acquaintance, or fellow countrymen relationships, so they should be bold and determined in performing their assigned duties and tasks, thoroughly resolving outstanding work; respecting and being close to the people, closely following the grassroots to advise local Party committees and authorities to issue and effectively implement programs and plans to ensure security, order, and fight against crime, effectively serving the socio-economic development of the locality.

Lieutenant General To An Xo: In order to continue building a contingent of cadres of the People's Public Security Forces with sufficient qualities, capacity and prestige, equal to the tasks, the Party Committee of the Central Public Security Forces and the Ministry of Public Security have synchronously deployed many solutions on cadre work, including cadre rotation. Promoting the achieved results, in the coming time, the work of cadre rotation needs to continue to thoroughly grasp and comply with the policies and regulations of the Central Committee, closely following the practical work of the Public Security Forces; the work of cadre rotation of the People's Public Security Forces must be placed within the overall requirements of the work of cadre rotation of the Party, the State, of local Party committees and authorities and the work of personnel for Party congresses at all levels; must ensure connectivity and synchronization with the contents and tasks of building a truly clean, strong, disciplined, elite, and modern team of public security officers to meet the requirements and tasks in the new situation in the spirit of Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo.
Combine rotation with increasing staff in difficult and complicated areas so that staff have the opportunity to be trained, tested, and demonstrate their outstanding qualities, abilities and capabilities; at the same time, contribute to effectively resolving the security and order situation in the area. Research and expand the scope of staff placement for non-locals or those who have held positions continuously for 2 terms or more, not only for the positions of Provincial Police Director and District Police Chief, but also for a number of other specific leadership and command positions in the People's Public Security.
