94 years ago, on July 10, 1930, at the Vuong family temple, Phuc Loc village, Thieu Tien commune, under the direction of comrade Nguyen Doan Chap, an official of the Bac Ky Regional Party Committee, the conference to establish the first Communist Party of Vietnam cell in Thieu Hoa district was held. This was one of the first three Communist Party cells of the Thanh Hoa Provincial Party Committee.

Regarding the historical revolutionary relic site of the Vuong family temple, these days, we were introduced by Mr. Vuong Xuan Hat: "This is the place where my grandfather lived, worked and devoted himself to the revolutionary cause of the Party and the People". The person that Mr. Vuong Xuan Hat respectfully mentioned was comrade Vuong Xuan Cat, the first Secretary of the Communist Party Cell of Thieu Hoa district. Born in 1901 in Phuc Loc village, Phu Chan commune (now Phuc Loc 1 village, Thieu Tien commune), he grew up in a family with a tradition of studiousness, his father was a doctor. In early 1926, he joined the "Ten People's Association" reading group and was later introduced to this organization by his uncle Vuong Mau Kiem, a private teacher and member of the Vietnam Revolutionary Youth Association. Sensitive to current events and well-trained, Vuong Xuan Cat and his comrades widely propagated to the masses about the revolutionary line of fighting against tyrants and bullies; against backward customs; mobilizing all people to learn the national language; helping each other in difficult times...

At the end of 1929, the enemy terrorized fiercely, many people working in the Tan Viet organizations and the Vietnam Revolutionary Youth Association in Thieu Hoa were arrested, detained, and imprisoned; the remaining comrades had to hide and go to other provinces to work. Vuong Xuan Cat and some remaining members lay low and waited for the opportunity to act.

In early June 1930, comrade Nguyen Doan Chap (from Hoang Giang commune, Hoang Hoa) was a communist party member of the Ha Nam provincial Party Committee, representing the Bac Ky Regional Party Committee, and went to Thanh Hoa to build a party base. Comrade Chap returned to work in Dong Son, Thieu Hoa, Tho Xuan and contacted comrade Vuong Xuan Cat in Phuc Loc village to discuss the situation and discuss plans to establish a Communist Party cell in Thieu Hoa. Vuong Xuan Cat connected with comrades who were former members of the Vietnam Revolutionary Youth Association, such as: Hoang Trong Binh in Ngo Xa village (now Minh Tam commune); Ngo Ngoc Toan in Yen Lo village (now Thieu Vu commune); Le Xuan Mac, a fellow villager. After a period of training and testing, he and these comrades were admitted to the Communist Party of Vietnam.

On July 10, 1930, under the direction of comrade Nguyen Doan Chap, the conference to establish the first Communist Party cell of Thieu Hoa district was held at the Vuong family temple, Phuc Loc village (Thieu Tien commune). At the conference, comrade Vuong Xuan Cat was elected as the cell secretary. After receiving the assignment, he outlined the immediate direction of activities: relying on organizations to propagate and enlighten the masses, promote revolutionary activities, and develop party members; at the same time, assigning party members in the cell to be in charge of each region to develop the party base. From the initial 4 party members by December 1930, the Phuc Loc cell had 11 party members divided into two sub-groups. The sub-group in Xuan Lai commune was led by Hoang Trong Binh, and the sub-group in Phu Chan commune was led by Vuong Xuan Cat.

The birth of the first Communist Party cell marked an important turning point in the revolutionary movement in Thieu Hoa. At this time, Vuong Xuan Cat and the party members in the cell focused on building mass organizations, the core of which was the Red Farmers' Association, which was established in many villages in Thieu Hoa, spreading to Tho Xuan and Yen Dinh. Just when the movement was at its peak, in December 1930, the enemy organized a search and extermination of mass organizations in Xuan Lai and Phu Chan communes; 7 out of 11 party members in Phuc Loc cell were arrested, including Vuong Xuan Cat. He was imprisoned in Thanh Hoa prison for 3 months, then transferred to Lao Bao prison.

In the harsh prison, comrade Vuong Xuan Cat always upheld the spirit of a revolutionary, a staunch communist, opposed the harsh prison regime, opposed brutal torture, and demanded improved living conditions for political prisoners. At that time, in France, the Popular Front came to power; the movement demanding civil rights, democracy, and amnesty for political prisoners in colonial countries rose, including Vietnam. Therefore, comrade Vuong Xuan Cat and many other political prisoners and patriotic soldiers were released.

After being released from prison and returning to live with his family, he was still monitored by the colonial government and placed under house arrest. However, he still tried every way to contact the party organization, continued to work to consolidate and build mass bases, and brought enlightened revolutionaries to run for the main council of fellow countrymen (the colonial government) to control and eliminate henchmen and reactionaries in the grassroots government organization.

In 1940, the Thieu Hoa Party Committee assigned Mr. Vuong Xuan Cat to campaign for the establishment of the "Anti-Imperialist National Salvation Association" in Phuc Loc village, which quickly spread throughout Thieu Hoa district. In May 1941, implementing the policy of the Thanh - Nghe - Tinh Inter-Provincial Party Conference, he led the party and revolutionary bases in Quan Trung village, Thieu Tien commune to mobilize the people to rise up against taxes and not pay the increased tax rate.

From mid-1941, he actively directed the development of the local revolutionary movement, mobilizing people to support Ngoc Trao war zone both materially and spiritually, and carrying out activities to distract the enemy's attention from Ngoc Trao war zone. In October 1941, Ngoc Trao war zone was broken, like other localities in the province, Thieu Hoa was attacked and terrorized fiercely by the enemy, the enemy spread a dense network of secret agents everywhere. Vuong Xuan Cat remained steadfast with the communist soldiers in the Thieu Hoa Party Committee to lead the masses to fight tenaciously against the enemy. In December 1942, he mobilized 80 people from Quan Trung village to fight against the village chiefs who embezzled salt and salt. In addition, he also organized and gathered the masses into the organizations of National Salvation Youth, National Salvation Women, National Salvation Farmers, etc.

After receiving military training in Yen Lo village, comrade Vuong Xuan Cat and comrade Le Van Mac established the Viet Minh organization in Quan Trung village. During the climax of the August Revolution in 1945, in the two villages of Yen Lo and Quan Trung, five armed platoons were established, which were the core forces participating in the attack on Thieu Hoa district.

“My grandfather’s whole life was associated with the revolution. After contributing to the struggle to gain and protect the government, he joined the government as Vice Chairman of the Commune Administrative Resistance Committee, mobilizing people to join the army and laborers to participate in the resistance war against the French. In recognition of his lifelong contributions to the Party’s revolutionary cause, my grandfather was awarded the Independence Medal by the State,” Mr. Vuong Xuan Hat proudly told us.

“Promoting the revolutionary tradition of the people of Thieu Tien commune in general, and the first Communist Party cell secretary of Thieu Hoa district, Vuong Xuan Cat, in particular, the Party Committee and the people in the commune always strive to develop the socio-economy, improve spiritual life, build a system of rural infrastructure... Thieu Tien strives to complete the goal of the commune meeting advanced NTM standards by 2025”, said Mr. Ngo Van Tinh, Chairman of the People's Committee of Thieu Tien commune.
