In Chuong My district, Hanoi, due to the impact of storm No. 3, the water level of the Bui River rose and overflowed the dike, causing some residential areas along the dike to be deeply flooded for many days, leaving behind heavy damage to crops and people's property, and many schools were deeply submerged in water.
According to Tuoi Tre Online , as of September 18, many schools in Chuong My district, Hanoi were still deeply submerged in floodwaters. Many students had been off school for more than 10 days but still could not return to school to study, could not study online due to lack of electricity, lack of Internet connection and no online learning equipment.

In Nam Phuong Tien commune, schools including Nam Phuong Tien A Kindergarten, Nam Phuong Tien A Primary School and Nam Phuong Tien A Secondary School are still deeply submerged in floodwater.
To get to the school, reporters had to travel nearly 2km by boat. On the roads leading to the school, the deepest flooded area was about 2m.

Mr. Nguyen Ba Phu, 42 years old, Nam Hai village, Nam Phuong Tien commune, said that on September 9, the flood water began to rise, his family with two children studying at Nam Phuong Tien A Secondary School were both informed to stay home from school.
"The children have been off school since September 7. Because of the power outage, the internet has been cut off, so they have not been able to study online these past few days. Every time they want to charge their phones, they have to row a boat nearly 2km to a non-flooded area to charge it.
"The water is still nearly 2 meters deep, so we don't know when the children will be able to return to school. They have been absent from school for a long time, and I am worried that they won't be able to keep up with the program, and my family's life will be disrupted," said Mr. Phu.

Speaking to Tuoi Tre Online on the afternoon of September 18, Mr. Nguyen Ba Thang, principal of Nam Phuong Tien A Secondary School, said that due to the impact of storm No. 3 and rising flood waters, the school started to let all students stay home from school from September 7. Up to now, the school is still flooded, so students have not been able to return to school.
According to Mr. Thang, when the floodwaters rose, many areas lost power and many families had to evacuate to safety, so for more than 10 days the school let students stay home but could not teach online.
"The school has about 200 students. This morning, September 18, the school started online teaching. However, only about 50% of students can participate in online learning. The rest cannot participate because they do not have online learning equipment. Some households in flooded areas do not have electricity.
It is expected that the flood water will recede by the end of September and students will be able to return to school as usual," said Mr. Thang.
Previously, on July 24, the school was also flooded for about a week. According to Mr. Thang, in the past few days, teachers have been assigning homework via Zalo groups for parents to help their children do their homework. In the coming time, the school will let students make up for missed classes to keep up with the program.

At Hong Quang Primary School (Ung Hoa district), Mr. Nguyen Xuan Truong, the school principal, said that from September 13, the school had to let students stay home because the flood water rose about 80cm from the school yard, and in the classrooms the flood water rose 40cm.
Because most of the areas surrounding Hong Quang Primary School lost power and had no internet connection during the flood days, the school could not teach online.

"By the morning of September 15, the flood water had partially receded. School staff and teachers were present at the school to clean classrooms and functional rooms according to the receding water level. They cleaned as the water receded.
On September 17, the school was still flooded, however, the students' learning could not stop for long, so today, September 18, the school started letting students study online.
It is expected that students will study online until August 20. Currently, only about 20 households have not had electricity restored," said Mr. Truong.
Mr. Truong added that in the near future, the school will have to let students study on Saturdays and Sundays to make up for the recent days off.
