The role of the people as the main actors in building new rural areas.

Focusing strongly on the grassroots and staying close to the people has recently become the guiding principle of the Fatherland Front's work in many provinces and cities across the country. Sharing from local Fatherland Front leaders shows that by empowering the people to become the main actors, movements and campaigns receive the people's consensus.

Mr. Tran Nhat Tan, Chairman of the District Committee of the Vietnam Fatherland Front in Ha Tinh Province: Fatherland Front officials must truly empathize with the difficulties faced by the people.

To achieve the current level of new rural development in Ha Tinh, the first thing to affirm is the effective role played by the people in building new rural areas. This role has been developed and implemented extensively across all locations, and is demonstrated through emulation movements, especially the emulation movement for building new rural areas and civilized urban areas.

The New Rural Development Program is a program with a significant and comprehensive impact on rural society and its people, who benefit from the fruits of their own labor. Therefore, it consistently ensures that the people are the main actors in the New Rural Development program. The province has mobilized the entire political system and society to participate decisively, with the motto: "Rely on the people to improve their lives," "Supporting the beginning and the end, everyone progresses and develops together," "Stopping means falling behind," and always upholding the principle that "New rural development has a starting point, but no end point."

Besides harnessing the strength of the people and reviving the tradition of overcoming difficulties among the people of Ha Tinh, the province has issued many policies and mechanisms that are appropriate to the reality of each region, locality, and time period; paying attention to mobilizing social resources, with the state budget mainly providing support, incentives, and rewards based on output results; decentralizing and empowering grassroots units, people, and communities to take initiative.

To harness the people's internal strength, special attention must be paid to propaganda, mobilization, training, and raising awareness among cadres, citizens, and the community, creating high consensus in implementation. Persistence is needed to gradually shift people's awareness and thinking from "passive" to "active," maximizing the role of the people themselves as the main actors. Grassroots cadres, Front cadres, union members, and association members must set a good example, be dedicated, make sacrifices, and contribute, and must participate through concrete actions and clear tasks. This is the best form of "mobilization" to get the people to join and follow. Furthermore, cadres, union members, and association members must directly engage with the people, participate alongside them, and provide specific guidance. They must always "keep the flame alive" for the new rural development movement, thereby gaining the people's support, trust, and voluntary and responsible participation. To create a sense of striving within each family, neighborhood group, residential area, and commune to fulfill the task.

For cadres in general, and especially those of the Fatherland Front and mass organizations, it is essential to truly empathize with the difficulties of the people; to be concerned about the "essential but reasonable demands" of the people, and from there, to find ways to solve problems for the people, even the smallest ones. In conjunction with this, it is necessary to select dedicated, responsible, and capable cadres; and at the same time, regularly monitor, boldly transfer, replace, and strengthen capable cadres in communes with weak cadre teams or difficult areas… This also provides an environment for cadres to mature, train at the grassroots level, and evaluate cadres through practical experience. Identifying the construction of new rural areas as an important criterion for evaluating annual political tasks, serving as a measure for evaluating and ranking organizations and individuals, and for assigning and deploying cadres.

The Fatherland Front at all levels effectively performs its functions of social supervision and criticism, contributing to the effective implementation of democratic principles: strengthening activities and dialogue with the people, promoting grassroots democracy; ensuring transparency in the management and use of resources, guaranteeing efficient use, and creating consensus and trust among the people, the community, and society as a whole. Building new rural areas is a long-term process that should not be taken lightly or hastily, but it also requires utmost proactiveness and decisiveness, learning from experience as it goes. In this process, leveraging the people's internal strength is a crucial factor, along with the leadership of the Party committees and the government. The role of the Fatherland Front and the Front Work Committees in residential areas is also very important, as they are the ones closest to the people, understanding their thoughts, aspirations, customs, and traditions. When the Party speaks, the people believe; when Front officials disseminate information, the people listen; and when the government implements policies, the people support them. Practical experience is raising several issues that require continued attention, namely sustainability and genuine satisfaction of the people with the results of the new rural development program. Both theory and practice show that only by promoting the leading role of the people can the success of the new rural development program be guaranteed.

Ms. Nguyen Thi Hong Nhung – Chairperson of the Ben Tre Provincial Committee of the Vietnam Fatherland Front: Emulating the "New Dong Khoi Movement"

The implementation of the "New Dong Khoi" emulation movement has brought about positive changes in the awareness and actions of cadres, Party members, Youth Union members, association members, and the people; creating high social consensus and improving work productivity and efficiency. Many localities and organizations have demonstrated creativity in their thinking and methods, creating advanced models and exemplary cases of economic development, actively helping each other to reduce poverty sustainably, improve living standards, encourage legitimate wealth creation, and ensure social order and safety.

The Fatherland Front Committees at all levels in the province mobilize the people to promote their role as masters and effectively implement the grassroots democracy regulations; organize people's participation in building the Party and government through various rich forms; promote the role of social supervision and criticism of the Vietnam Fatherland Front at all levels, with the content of supervision linked to the political tasks of the locality, directly related to the legitimate rights and interests of members and all strata of the people.

Through the implementation of the "New Dong Khoi" emulation movement by the Standing Committee of the Provincial Party Committee, the Ben Tre Provincial Fatherland Front has drawn some lessons learned, such as:

Firstly, there is the close and timely attention, guidance, and policy formulation from the Party committees.

Secondly, officials of the Vietnam Fatherland Front at all levels must be proactive, dedicated, persistent, and unafraid of difficulties, thereby proposing specific tasks to mobilize people to effectively implement the Party committee's policies; ready to register and make breakthroughs in difficult and problematic issues at the grassroots level; and through this, proactively advise the Party committee and propose to the government to create conditions and mechanisms to promote the role and strength of the great national unity bloc.

Thirdly, identify the people as the main actors in propaganda and mobilization, thereby promoting democracy in propaganda and creating consensus; effectively implement the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people are passive"; innovate and create many forms of communication and propaganda.

Fourth, in order to develop and implement the "New Dong Khoi" emulation movement with strong widespread impact, it is necessary to link the campaigns and movements carried out by the Vietnam Fatherland Front at all levels and its member organizations with the owner's interface; identify the focal point; launch initiatives in stages, conduct preliminary and final reviews, draw lessons learned, commend and reward collectives and individuals who perform well; and find ways to replicate new models.

Fifth, mobilize the people to participate in local movements and adventures, bringing the spirit of the "New Dong Khoi" to every individual, every household, every agency and unit, making the "New Dong Khoi" emulation movement a political driving force for Ben Tre's development. Effectively implement the principles of "Building exemplary models, learning from exemplary models, quickly grasping exemplary models, and surpassing exemplary models" in all fields.
