The Central Inspection Commission proposed to discipline many leaders and former leaders of 3 provinces.

The 36th session of the Central Inspection Commission was held under the chairmanship of comrade Tran Cam Tu - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission.

Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity, after reviewing the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Party Committee of the People's Committee of Bac Ninh province, the Central Inspection Committee found that: The Party Committee of the People's Committee of Bac Ninh province violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in the management and implementation of a number of projects/bid packages implemented by the International Progress Joint Stock Company (AIC) and companies in the AIC ecosystem; many Party organizations and Party members were disciplined and criminally prosecuted.

The above violations have caused very serious consequences, damage and risk of damage, huge waste of State money and assets, causing public outrage, negatively affecting the reputation of the Party organization and local government, to the point of requiring consideration and disciplinary action.

According to the Central Inspection Commission, the responsibility for the above violations belongs to the Party Committee of the Bac Ninh Provincial People's Committee for the 2011-2016 and 2016-2021 terms and the following: Nguyen Nhan Chien, - former member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, former Secretary of the Party Committee, Chairman of the Provincial People's Committee; Nguyen Tu Quynh - former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Nguyen Huong Giang - Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Ngo Van Lien - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department;

Along with that are Mr./Ms.: Nguyen Tien Nhuong, Nguyen Huu Thanh - former member of the Provincial Party Standing Committee, member of the Party Committee, Vice Chairman of the Provincial People's Committee; Nguyen Luong Thanh, Nguyen Van Phong - former member of the Provincial Party Committee, member of the Party Committee, Vice Chairman of the Provincial People's Committee; Nguyen Hanh Chung - member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Nguyen Duc Buoi - former member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Education and Training; Nguyen Viet Hung - member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Construction; To Thi Mai Hoa - member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Health;

The above responsibilities also belong to Mr./Ms. Nguyen Dinh Xuan - Member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Planning and Investment; Trinh Huu Hung - Secretary of the Party Committee, Director of the Department of Culture, Sports and Tourism; Trinh Khoi - former Secretary of the Party Committee, Deputy Director of the Department of Education and Training; Tran Dang Truyen - former Member of the Standing Committee of the Party Committee, Deputy Director of the Department of Planning and Investment; Vu Chi Kien - former Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Bac Ninh City; Nguyen Van Hieu - Member of the Standing Committee of the City Party Committee, Vice Chairman of the People's Committee of Bac Ninh City; Tran Van Tuynh - former Secretary of the Party Cell, Director of the Management Board of Medical Construction Projects, Department of Health of Bac Ninh Province.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Commission decides to take disciplinary action:

Expel Mr. Tran Van Tuynh from the Party.

Warning: Party Executive Committee of Bac Ninh Provincial People's Committee for the terms 2011-2016, 2016-2021; Standing Committee of Bac Ninh City Party Committee for the term 2010-2015; Party Committee of the Department of Finance, Party Committee of the Department of Education and Training, Party Committee of the Provincial People's Committee Office for the terms 2010-2015, 2015-2020; Party Committee of the Department of Planning and Investment for the term 2010-2015; Party Committee of the Department of Information and Communications for the term 2015-2020; Party Committee of Bac Ninh Urban Environment and Construction One Member Limited Liability Company for the term 2010-2015 and Messrs. Ngo Van Lien, Nguyen Van Phong, Nguyen Duc Buoi, Tran Dang Truyen, Vu Chi Kien, Nguyen Van Hieu.

Reprimand: Party Delegation of Bac Ninh Provincial People's Council for the 2016-2021 term; Party Committee of the Department of Planning and Investment, Party Committee of the Department of Health, Party Committee of the Department of Construction, Party Committee of Bac Ninh Urban Environment and Construction Joint Stock Company for the 2015-2020 term and comrades: Nguyen Huong Giang, Nguyen Huu Thanh, Nguyen Viet Hung, To Thi Mai Hoa, Nguyen Dinh Xuan, Trinh Huu Hung, Trinh Khoi.

The Central Inspection Commission proposed that the Politburo and the Secretariat consider and discipline the Standing Committee of the Bac Ninh Provincial Party Committee for the 2010-2015 and 2015-2020 terms and Mr. Nguyen Nhan Chien, Nguyen Tu Quynh, Nguyen Tien Nhuong, Nguyen Hanh Chung, Nguyen Luong Thanh and Mr. Nguyen The Nghia - former Provincial Party Committee member, District Party Committee Secretary, Chairman of the People's Council, Chairman of the People's Committee of Yen Phong district, Bac Ninh province.

Proposal to discipline many leaders with political and ideological degradation

At the meeting, the Central Inspection Committee also considered the proposal of the Lam Dong and An Giang Provincial Party Committees on disciplinary action against violating Party members. The Central Inspection Committee found that in Lam Dong, Mr. Tran Duc Quan - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Tran Van Hiep - Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Lam Dong Provincial People's Committee.

In An Giang, Mr. Nguyen Thanh Binh - Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Tran Anh Thu - Member of the Provincial Party Committee, Member of the Party Committee, Vice Chairman of the Provincial People's Committee; Nguyen Viet Tri - Member of the Party Executive Committee of the Provincial Agencies and Enterprises Bloc, Secretary of the Party Committee, Director of the Department of Natural Resources and Environment of An Giang province.

The Central Inspection Commission concluded that the above individuals had degraded their political ideology, ethics, and lifestyle, violated regulations on what Party members are not allowed to do and the responsibility to set an example, violated Party regulations and State laws in performing assigned duties and tasks, causing very serious consequences, public outrage, and negatively affecting the reputation of the Party organization and local government.

Pursuant to Party regulations, the Central Inspection Commission decided to expel Mr. Nguyen Viet Tri from the Party; and requested the Politburo and Secretariat to consider and discipline Mr. Tran Duc Quan, Tran Van Hiep, Nguyen Thanh Binh, and Tran Anh Thu.
