Prioritize approval of biological pesticides over chemical pesticides

This morning, December 28, Vietnam Agriculture Newspaper in collaboration with the Plant Protection Department (Ministry of Agriculture and Rural Development) organized a forum on the current situation of production, trading and use of plant protection drugs (PPE) in Vietnam and solutions for sustainable development.

From 2020 - 2023, the number of biological pesticides increased from 768 to 810 trade names allowed for use.

Ms. Bui Thanh Huong, Head of the Plant Protection Department (Plant Protection Department) said: The trend of using biological pesticides is increasing, popular in developed and developing countries. In the world, it is forecasted that in 2023 - 2028, the biological pesticide market will develop with a compound growth rate (CAGR) of 15.9%, reaching 6.7 billion USD in 2023 and expected to reach 13.9 billion USD in 2028. The biological pesticide market is forecasted to be equivalent to the market share of chemical pesticides in 2040 - 2050.

In Vietnam, from 2020 to 2023, the number of biological pesticides allowed to be used increased from 768 to 810 trade names. Regarding exports, the annual export volume of biological pesticides from our country is on average 600 tons/year, accounting for about 5% of the total export volume of pesticides. The export markets are Taiwan, Cambodia, India, Japan...; of which the largest exports are to Cambodia, accounting for 51.4% and Taiwan 32.9%. The annual import volume of biological pesticides from our country is on average 18,000 - 20,000 tons/year, accounting for about 15 - 20% of the total imported pesticides. Imports are mainly from China, India, the US, the EU, ASEAN...

Currently, the average amount of pesticides used has decreased from 3.81 kg/ha in 2020 to 3.19 kg/ha in 2022. Of which, the amount of biological pesticides used has increased from 16.67% in 2021 to 18.49% in 2022. Localities with high use of biological pesticides: Southeast (1.49 kg/ha), Mekong Delta (0.79 kg/ha).

However, according to Associate Professor Dr. Nguyen Xuan Hong, Vice President of the Vietnam Horticultural Association, the development of biological pesticides still faces a number of barriers such as: slow, lower and unstable effectiveness; narrow specificity, not rich in species; short preservation time, easily affected by the environment, easily mixed; difficult to use; high cost of using drugs; people's habit of using chemical pesticides; inadequate registration regulations in many countries...

"The management agency needs to innovate the registration and management of biological pesticides to create motivation and more effective management, in harmony with the regulations of developed countries. Update and specify the concept of biological pesticides in Vietnam; supplement regulations for some new biological products. Issue a list of low-risk biological pesticides (microbiological drugs, pheromones, etc.) that are prioritized and simplify registration procedures; regulate cases of pesticides that are prioritized for special registration; increase the validity period of biological pesticide registration certificates to 10-15 years, instead of the current 5 years; supplement regulations that only allow biological pesticides to be sold online; reform regulations on labeling of biological pesticides...", Associate Professor, Dr. Nguyen Xuan Hong suggested.

Speaking at the workshop, Director of the Plant Protection Department Huynh Tan Dat commented: "The use of biological pesticides must comply with more technical procedures than chemical pesticides, and the higher cost of biological pesticides is a barrier to widespread use. On the part of the Plant Protection Department, currently, the management and registration of biological pesticides are given priority over chemical pesticides. The registration and testing time of biological pesticides is only half that of chemical pesticides, and the registration cost is also halved compared to chemical pesticides. However, the use of biological pesticides still has many limitations, mainly due to the incorrect awareness of people and related parties about the effectiveness, usage techniques, and economic efficiency of biological pesticides."
