Ukrainian President Volodymyr Zelensky said on November 14 that he would present a new plan for the country in the conflict, while the administration of US President Joe Biden is working to transfer all remaining aid to Kiev.

In a video posted on his Telegram channel, Mr Zelensky said: “A total of 10 points will be presented next week” and include items on security, energy and weapons.
In the weapons part, the plan will involve production in Ukraine and cooperation with partners, although earlier, the country's parliamentarian Alexey Goncharenko admitted that any Kiev initiative would rely on the actions of Western partners.
In addition, one of the points of the new plan will be “cultural sovereignty”, regulating the “production of content in Ukrainian”.
On the same day, Sputnik news agency quoted President Zelensky's advisor Mykhailo Podolyak as saying that Kiev is not involved in the manufacture of nuclear weapons and even if Kiev assumes possession of an atomic bomb, it will "not be able to deter an empire that possesses the world's second largest nuclear arsenal."
The statement was aimed at refuting information from the British newspaper The Times a day earlier that Ukraine could develop a nuclear bomb within months if the US cut military aid to Kiev.
Ukrainian Foreign Ministry spokesman Heorhii Tykhyi later affirmed that Kiev does not possess nuclear weapons, has no intention of manufacturing them, and that the country cooperates closely with the International Atomic Energy Agency (IAEA).
In a related development, on the same day, the US Department of Defense press service said that the US plans to switch to a weekly schedule of providing military aid to Ukraine to ensure the transfer of all remaining aid worth 7.1 billion USD before Mr. Donald Trump takes office as US President on January 20, 2025.
However, the US military admitted that this would be difficult to do and that some weapons would have to be transferred to Kiev under the new president, predicting that this could encounter some “difficulties”.
In addition, given that things are not as good as expected regarding the types of weapons that Ukraine needs most, the Pentagon warned of empty stockpiles and that it is too late to order new weapons.
