Speaking at the meeting to supervise the thematic session on “Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks”, the Standing Vice Chairman of the National Assembly requested delegates to focus on giving opinions on the assessment of the results achieved in the implementation of Resolution 88 and Resolution 51 of the National Assembly, focusing on the issuance of directives, instructions, and implementation; the progress and quality of developing and promulgating the new general education program, the level of meeting the goals and requirements of Resolution 88; the progress and quality of compiling textbooks according to the new program; the price and cost of publishing (discounting) textbooks; the compilation of a set of State textbooks; and the preparation of conditions to ensure the team of teachers, facilities, and teaching equipment for the implementation of the 2018 general education program.
Reporting at the meeting, Chairman of the Committee on Culture and Education Nguyen Dac Vinh said that in the context of facing many difficulties and challenges, Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly have been focused on leadership, direction and serious implementation by the Government, ministries, central branches, provinces and cities, especially the Ministry of Education and Training, the education sector and the entire team of teachers and general education managers, with a sense of responsibility and high determination, creating positive changes, achieving many important and remarkable results.
The institutionalization of the Party's policy on fundamental and comprehensive innovation of general education has been seriously implemented by the National Assembly, the Government and ministries and branches. The system of legal documents, directives and guidelines for implementation has been issued relatively comprehensively, covering the core and most necessary issues according to the requirements of innovation. In general, the documents have been issued promptly, on schedule and in accordance with the authority. However, there is still a situation where the issuance of leadership, directives and guidelines for implementation does not ensure the requirements on progress and quality, and is not in accordance with the regulations and requirements of practice...
Regarding the innovation of the general education program, the Supervisory Delegation found that the new general education program was elaborately and seriously developed, based on political, scientific, theoretical and practical foundations, with inheritance and development; closely following the goals, requirements and innovation contents according to Resolution No. 29-NQ/TW and Resolution No. 88/2014/QH13. The process of developing, appraising, approving and promulgating the 2018 General Education Program was carried out in accordance with regulations, openly and transparently.
The Government, the Ministry of Education and Training, the Ministry of Home Affairs and localities have proactively prepared the teaching staff; proposed many solutions to supplement the teacher payroll; revised and improved the labor recruitment mechanism to solve the difficulty of teacher shortage; proactively and actively trained and fostered the teaching staff, improved the training standards of teachers according to the roadmap; the system of facilities and teaching equipment continued to receive investment attention; the Government, central ministries, branches and localities have paid attention to leading and directing the work of ensuring funding; issued and advised competent authorities to issue regulations and instructions on the allocation, management, use and settlement of funding; Arrange and balance budget sources and mobilize non-state resources to implement innovation of general education programs and textbooks according to Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly, ensuring compliance with the provisions of the State Budget Law...
From the monitoring results, Chairman of the Committee for Culture and Education Nguyen Dac Vinh said that the monitoring delegation proposed 3 groups of solutions on institutions, mechanisms and implementation organization. Specifically, the group of solutions on perfecting institutions and policies; the group of solutions on improving the effectiveness and efficiency of State management on innovation of general education programs; the group of solutions on strengthening conditions to ensure the implementation of innovation of general education programs and textbooks.
Speaking at the meeting, Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh said that the Standing Committee of the Social Committee highly appreciated the organization of the Supervisory Delegation, which was elaborate, methodical, scientific and open-minded. The Delegation visited 8 localities, consulted in many forms, many experts, scientists and teachers, grasped public opinion, from surveys through the Central Propaganda Department, through the press, thereby adjusting the content of the report, at the same time mobilizing the participation of the Ethnic Council and the National Assembly's Committees.
Chairwoman of the Social Affairs Committee Nguyen Thuy Anh also highly appreciated the 2018 General Education Program based on Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly with all specific and modern criteria, approaching the general trend of the world which is "taking learners as the center" and the content of textbooks plays the role of learning materials (ie not the only source of knowledge) to organize teaching and learning activities according to the content and requirements of the Program. Each subject has many textbooks and many textbooks are an important solution to change the teaching goal from knowledge transfer to teaching and developing capacity.
The Standing Committee of the Social Affairs Committee highly appreciated the efforts of the Ministry of Education and Training, relevant ministries, especially teachers and managers to implement the goals and solutions of the Program and achieve positive results: Reducing formality in teaching and learning, aiming at the goal of developing capacity; diversifying textbooks, having many good documents for reference and study; basically teachers and educators made efforts to self-study to meet the requirements of the new program; through the monitoring period, the draft Resolution was comprehensive and overcame the shortcomings in the implementation of the Program according to Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly.
From there, the Chairman of the Social Committee recommended to continue to firmly implement the above goal and make adjustments while doing it. At the same time, it is necessary to have a specific roadmap, suitable to the characteristics of each region, area, student group, and especially ethnic minority and mountainous students. In addition, agreeing with the recommendation of the Supervisory Delegation, the State should pay attention to investing funds and building the Law on Teachers to create conditions for teachers and managers to feel secure in their dedication, promoting socialization in all stages to have more resources and consensus from society. In addition, it is necessary to do a good job of propaganda and communication about the results achieved and upcoming solutions for teachers and students.
Chairman of the Law Committee Hoang Thanh Tung highly appreciated the implementation of the supervision work of the Delegation; at the same time, he said that the implementation process of the Delegation closely followed the Plan, was cautious in its assessments... Specifically, the positive aspects, existing limitations, causes, lessons learned, solutions, recommendations... were presented very comprehensively and fully.
However, Chairman of the Law Committee Hoang Thanh Tung suggested that it is necessary to add some results that have been achieved related to the creative ways of some educational institutions; the effective promotion of the textbook library model... to more clearly record what has been achieved. In addition, it is necessary to add an assessment of the causes of limitations related to the recruitment process for the content of local teacher surplus and shortage... to have solutions and innovations to effectively resolve this situation in the coming time...
Chairman of the Law Committee Hoang Thanh Tung expressed his agreement with the three groups of solutions on institutions, mechanisms and implementation organization proposed by the Supervisory Delegation. Specifically, the group of solutions on perfecting institutions and policies; the group of solutions on improving the effectiveness and efficiency of State management on innovation of general education programs; the group of solutions on strengthening conditions to ensure the implementation of innovation of general education programs and textbooks. However, Chairman of the Law Committee Hoang Thanh Tung proposed to review and add deadlines for tasks that can be determined with specific deadlines as a basis for supervision.
On behalf of the agency under supervision, Minister of Education and Training Nguyen Kim Son thanked the National Assembly and the Standing Committee of the National Assembly for their deep concern, showing great and timely concern, demonstrating the high sense of responsibility of the National Assembly towards the country and the people when organizing and implementing the supervision activities of the National Assembly Standing Committee on the innovation of the general education program; the implementation of Resolutions No. 88 and Resolution 51 of the National Assembly. The Minister affirmed that the education sector is looking forward to this supervision because it is more difficult to communicate and explain on its own than to acknowledge and disseminate objectively through the supervision activities of the National Assembly - the highest representative body for all people.
Minister Nguyen Kim Son said that the education sector with more than 1 million teachers has done a lot of practical work, has overcome countless difficulties and challenges to create real changes in reality. This is the first time since the implementation of general education reform in 2018 that a large-scale, comprehensive, nationwide monitoring delegation has been established.
The observations of the Supervisory Delegation have greatly encouraged the entire industry, because the Supervisory Delegation has worked very seriously, responsibly, scientifically, closely, practically, with a spirit of understanding and construction.
Minister Nguyen Kim Son affirmed that the general education reform according to the 2018 General Education Program is a comprehensive and thorough reform compared to the previous reform; different in guiding ideology, aiming at comprehensive human development.
In the context of achieving the dual goal of both fighting the pandemic and innovating education, it is an extraordinary effort of millions of teachers and students, the efforts of the Government, ministries, branches, 63 provinces and cities; and the attention of the National Assembly.
Minister Nguyen Kim Son also proposed that the Monitoring Team study and remove the content of assigning the Ministry of Education and Training to draft a set of textbooks in the draft Resolution on monitoring. At the same time, it is recommended to have a separate resolution on educational innovation and assign the Ministry of Education and Training to submit to the Government and the National Assembly plans to strengthen conditions to ensure educational innovation, especially and most importantly, how to make a living for the teaching staff...
Speaking at the session, National Assembly Chairman Vuong Dinh Hue said this was the first time the thematic supervision session of the National Assembly Standing Committee was broadcast live on radio and television because this is an extremely important supervision topic, of interest to the people and voters.
The National Assembly Chairman basically agreed with the report of the Supervisory Delegation and the opinions expressed at the meeting were very dedicated, responsible and valuable, for the cause of education of the country.
The National Assembly Chairman stated that because this is an important topic, the National Assembly Standing Committee has been very careful and thorough in directing the development of an outline and detailed plan, organizing research, synthesizing, and surveying the situation. The National Assembly Chairman and Vice Chairmen have also directly listened to reports on the results of the supervision twice. The National Assembly Standing Committee also met to give initial comments before the Supervisory Delegation worked with Government agencies and conducted official supervision.
The National Assembly Chairman found that the monitoring report provided a comprehensive and in-depth overview of the situation of general education innovation, with many contents and recommended solutions that are valuable in both theory and practice.
The National Assembly Chairman expressed his high agreement with the assessment of the Supervisory Delegation. That is, the Government's organization of dissemination and implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 is consistent and responsible. The National Assembly Chairman said that it is necessary to highlight the situation of general education that continues to have positive changes, achieving many important and remarkable results.
The National Assembly Chairman stated that the system of documents issued is relatively comprehensive, covering all aspects and fields according to the requirements of innovation and in accordance with the spirit of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14. The new general education program is generally elaborately and seriously built, with inheritance and development, closely following the goals, requirements and contents of innovation. The system of textbooks and educational materials is organized, compiled, appraised, approved, printed and published basically on schedule, basically meeting the needs of teaching and learning. The teaching staff is fully trained to serve the new program. The State balances the budget, prioritizes funding and mobilizes resources to invest in facilities, purchase equipment and implement the new program.
Regarding the limitations, the National Assembly Chairman said that the opinions of the Supervisory Delegation were well-founded. The National Assembly Chairman stated that the supervisory report had pointed out 12 documents that were behind schedule. The work of disseminating, disseminating and innovating the program was not really effective and there were still contents that did not create social consensus. The work of supervision, inspection and examination was not carried out regularly, the scope was limited, not comprehensive, and the effectiveness was not high.
