At the meeting, the Provincial Military Command reported the main contents of the Project. Accordingly, it set out the goals and roadmap for implementing the Project, from 2026 to 2035, to build new; repair, upgrade, and expand 61 headquarters. For 10 headquarters in urban areas, the minimum land area is 400m², building a 3-storey house, construction area of 166.7 m², construction floor area of 494 m², arranging 9 rooms (about 4.5 billion VND/headquarter). For the remaining 29 headquarters in communes, the minimum land area is 1,000 m², building a 2-storey house, construction area of 240 m², construction floor area of 480 m², arranging 9 rooms (estimated about 4.4 billion VND/headquarter). Repair, upgrade, and expand 22 headquarters using offices of other departments and branches, with a budget of about 20 billion VND. The project is assigned to the district level as the investor. The total estimated budget is 197 billion VND. Phase 1 investment (2026-2030): Invest in building 15 new headquarters, repair, upgrade, and expand 22 headquarters; estimated budget is about 90 billion VND. Phase 2 (2031-2035), invest in building 24 new headquarters of the remaining Military Command; estimated budget is about 107 billion VND. Of which, the provincial budget supports 50% of the total budget, estimated at 97.5 billion VND; The district budget ensures 50% of the total estimated cost of building 39 new headquarters, repairing, upgrading and expanding 22 headquarters and 100% of the cost of compensation for site clearance of 5 headquarters, costing 2 billion VND; the total estimated cost is about 99 billion VND.
Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
Speaking at the meeting, comrade Tran Quoc Nam, Chairman of the Provincial People's Committee, acknowledged and highly appreciated the Provincial Military Command in advising and coordinating with local sectors to develop a relatively complete project with a specific and clear roadmap and plan. The Chairman of the Provincial People's Committee requested relevant departments, sectors and localities to study and calculate feasible plans, the ability to balance capital sources according to a suitable roadmap; calculate compensation for price fluctuations, land funds, pay attention to site clearance work, ensure compliance with the planning, make the best use of agency headquarters, practical resources, and coordinate closely and synchronously. The Provincial Military Command received comments, supplemented and completed the project, ensuring feasibility, effectiveness and legal basis to propose to competent authorities for approval and implementation.
