Speaking at the meeting, Mr. Tran Quoc Nam, Chairman of the Provincial People's Committee, said: Up to now, the province has attracted investment in 57 projects related to solar power, wind power and hydropower, with a total capacity of 3,750MW; electricity output in 2023 reached nearly 08 billion kWh. From the above results, it can be affirmed that the development of green energy and renewable energy plays a particularly important role, becoming a driving force for breakthrough and rapid economic restructuring of the province. The Chairman of the Provincial People's Committee requested Ms. Myriam Ferran and the General Department of International Partnerships, the European Commission to consider supporting Ninh Thuan province in a number of areas such as: Developing renewable energy through financial support for projects; developing renewable energy technology suitable to the climate and terrain conditions of Ninh Thuan province; supporting infrastructure development, especially the transport system and power grid; Support programs for hunger eradication, poverty reduction, sustainable environmental protection, vocational training, and labor training for Ninh Thuan province. The Chairman of the Provincial People's Committee believes that with the close and effective cooperation between Ninh Thuan province and the General Department of International Partnerships, the European Commission, Ninh Thuan will exploit its potential and promote its advantages for sustainable development in the future.

Speaking at the meeting, Ms. Myriam Ferran, Deputy Director General of the International Partnerships Department, European Commission, thanked the leaders of Ninh Thuan province for their warm welcome and expressed her impression of the results achieved in the province's socio-economic development in recent times. Ms. Myriam Ferran said: The International Partnerships Department is the agency in charge of the European Commission's international partnership and development policy, implementing goals such as poverty reduction and ensuring sustainable development. In recent times, Ninh Thuan province has received support from the European Commission for the JICA-funded Restoration and Sustainable Management of Protective Forests project with a total capital of 120 billion VND and the Climate Change Adaptation Project for 4 coastal provinces of the South Central Coast and the Central Highlands - Ninh Thuan Sub-project with a total capital of 945 billion VND. Ms. Myriam Ferran said that the General Department of International Partnerships will coordinate with international organizations to continue supporting Ninh Thuan province in developing in the fields of clean energy, education, hunger eradication and poverty reduction programs, sustainable environmental protection, vocational training, and labor training, contributing to supporting Ninh Thuan province in realizing its socio-economic development strategy in the coming time.

The Bac Ai Pumped Storage Hydropower Project includes the Bac Ai Pumped Storage Hydropower Plant project and the connection line component project with the power system, with an installed capacity of 1,200 MW, with a total investment of 21,000 billion VND. The main task of the Bac Ai Pumped Storage Hydropower Project is to generate electricity to the national grid during peak hours, and at the same time pump water from the lower lake to the upper lake to store energy during off-peak hours. In addition, the project also has the effect of frequency regulation, reactive power compensation, and spinning reserve for the system. At the survey, Ms. Myriam Ferran, Deputy Director General of the General Department of International Partnerships and members of the Working Group exchanged information related to the appraisal of the Bac Ai Pumped Storage Hydropower Project. Ms. Myriam Ferran said: The Bac Ai Pumped Storage Hydropower Project is the first project of Vietnam Electricity Group to implement the pumped storage hydropower model. After this survey, the General Department of International Partnerships will coordinate with Vietnam Electricity Group to complete the technical and financial appraisal so that the European Commission can support the granting of loans for the project to be implemented on schedule.

Speaking at the survey, Mr. Tran Quoc Nam, Chairman of the Provincial People's Committee, said: The Bac Ai Pumped Storage Hydropower Project is a project that uses water from the Song Cai reservoir of the Tan My irrigation system as a lower reservoir. The project not only meets the need to balance the power source for Ninh Thuan but also for the whole country. Currently, the Provincial People's Committee is directing the acceleration of the work of marking the project boundary to prepare for compensation and site clearance according to regulations. The Chairman of the Provincial People's Committee hopes that in addition to the Bac Ai Pumped Storage Hydropower Project, the European Commission will continue to pay attention to supporting loan sources to invest in completing the Tan My irrigation system, helping Ninh Thuan to connect water to reservoirs.
