The Provincial People's Committee works with the Central interdisciplinary working group on administrative unit arrangement for the period 2023 - 2025

Receiving and working with the delegation were comrades: Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Giang Thi Dung, Vice Chairman of the Provincial People's Committee; leaders of a number of departments and branches of the province and Bac Ha district.

Pursuant to Resolution 35/2023/UBTVQH15 of the National Assembly Standing Committee for the period 2023 - 2025, Lao Cai province has no district-level administrative units subject to rearrangement and has 2 commune-level administrative units (specifically Ta Chai commune and Bac Ha town, Bac Ha district) subject to mandatory rearrangement due to simultaneously having a natural area of ​​less than 20% and a population size of less than 300% of the prescribed standards.

According to the progress report, the Provincial People's Committee has recently directed the Department of Home Affairs to coordinate with relevant agencies and units to develop a master plan for the arrangement of district and commune-level administrative units in the 2023-2025 period in the province, and to seek opinions from the Provincial Party Committee and the Ministry of Home Affairs to ensure compliance with regulations. The current map and plan for the arrangement and merger of commune-level administrative units have been completed and sent to the Bac Ha District People's Committee for posting at voter consultation points. The consultation of voters was carried out and ended on March 1, 2024, ensuring the correct procedures according to regulations; the result was that 5,113/5,432 voters agreed with the content of the project, reaching 94.13%.

The People's Councils at all levels have held meetings to approve the policy of rearranging commune-level administrative units in Bac Ha district in accordance with regulations. As a result, 100% of the delegates of the People's Councils at commune, district and provincial levels attending the meeting agreed to approve the policy of rearranging the province's administrative units. Up to now, the Provincial People's Committee has completed the dossier of the Project on rearranging district and commune-level administrative units for the period 2023 - 2025 of Lao Cai province to submit to the Ministry of Home Affairs for appraisal and submit to competent authorities for consideration in accordance with regulations.

The arrangement of commune-level administrative units in the 2023 - 2025 period in the province is specifically as follows:

Merge the natural area and population of Ta Chai commune (with a natural area of ​​5.02 km2 , reaching 10.04% of the standard; population size of 3,342 people, reaching 191.28% of the standard) into Bac Ha town (with a natural area of ​​1.47 km2 , reaching 10.52% of the standard; population size of 8,861 people, reaching 221.53% of the standard) to establish a new commune-level urban administrative unit in Bac Ha district.

The proposed name of the administrative unit after the rearrangement is Bac Ha town, an urban administrative unit in the mountainous and highland areas with a natural area of ​​6.49 km2 (reaching 46.35% of the standard); population size of 12,203 people (reaching 305.08% of the standard). The West and South border Na Hoi commune, Bac Ha district; the North borders Lung Phinh commune and Ban Pho commune, Bac Ha district; the East borders Thai Giang Pho commune, Bac Ha district.

The new Bac Ha town after the arrangement is the administrative, political, economic, cultural and social center of Bac Ha district.

However, when arranging and merging commune-level administrative units, there will be some difficulties due to specific factors such as geographical location, natural conditions of division, the majority of the population is ethnic minorities, and the distribution is not concentrated, leading to initial difficulties in local management. Along with that, the population size of the new administrative unit increases, some existing cultural, medical and educational institutions will no longer be suitable, and the organization of community activities will initially encounter certain difficulties.

At the conference, representatives of central ministries and branches highly appreciated Lao Cai province's preparation for developing plans and projects to adjust administrative boundaries. Delegates requested to clarify some issues of concern regarding population status; urban planning, infrastructure and socio-economic development goals; the settlement of agency headquarters and personnel work, and organizational structure after the merger. At the same time, they gave comments and advice on issues related to some advantages and difficulties when merging administrative boundaries, security and order, planning, tourism development, creating consensus among the people, etc.

Representatives of provincial departments and branches explained and clarified issues of concern to the working group. After the working session, the Provincial People's Committee directed departments, branches and localities to coordinate to urgently supplement and complete the project dossier for the Provincial People's Committee to submit to the Central Government according to regulations.

Speaking at the conference, Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, affirmed that the arrangement and adjustment of administrative boundaries at the commune level in Bac Ha district is necessary to create a new space for urban, economic, cultural and social development in the mountainous district of Bac Ha; associated with streamlining the political system, staff, civil servants, public employees, workers and accompanying facilities and equipment, avoiding scattered construction investment, saving state budget expenditures; creating conditions to concentrate resources on land, population, centralized planning, expanding production, effectively promoting the potentials and strengths of the locality.

The Standing Deputy Secretary of the Provincial Party Committee requested the Provincial People's Committee to direct the Department of Home Affairs and other agencies, units and localities to continue completing documents and records according to regulations to submit to the Central Government for consideration and decision; striving to be one of the leading localities nationwide in soon completing the implementation of the arrangement of administrative units at district and commune levels in the period of 2023 - 2025.

Speaking at the conference, Senior Lieutenant General Huynh Chien Thang, Deputy Chief of the General Staff of the Vietnam People's Army, Head of the working delegation, highly appreciated the results of the implementation of the arrangement of administrative units at district and commune levels in the period of 2023 - 2025, especially in the direction and development of a comprehensive and detailed project to submit to the Ministry of Home Affairs according to regulations and after the arrangement of the apparatus organization, arrangement of cadres, civil servants, public employees, and workers; resolving the surplus of headquarters and public assets; and collecting public opinions.

Senior Lieutenant General Huynh Chien Thang suggested that in the coming time, the locality should continue to study and complete the dossier and procedures to submit to competent authorities, ensuring the time and progress of implementation; review all data, ensure consistency, complete the assessment of urban criteria and standards, build dossiers according to regulations; have specific plans and roadmaps for resolving the number of redundant cadres and arranging and assigning suitable jobs for each subject; continue to carry out propaganda work well to create high consensus among cadres, party members and people in the process of adjusting and arranging administrative units.
