Mr. Phan Nguyen Hoang Tan: According to the project "Building a smart city in Phan Thiet city, period 2019 - 2025, vision to 2030". Currently, Phan Thiet city is making efforts to move towards a smart city. What the city needs to do now is: Develop urban infrastructure, promote the application of smart technology in urban management and development: Accordingly, developing a smart city must be linked with the city's digital transformation process, taking people as the center, people are both the objects of service and the subjects participating in activities. Strengthen information and propaganda work to raise awareness of the government, organizations and individuals in the whole society about the necessity, benefits and create consensus and response of the whole society in building a smart city. Build human resources with capacity, expertise and qualifications to meet the requirements of management and development; Investing in infrastructure and human resources in a focused, key direction, not spreading out. Continuing to promote comprehensive administrative procedure reform.

What difficulties does Phan Thiet have when it has to “standardize” wards and communes according to the planning to make Phan Thiet a class I urban area? Sir?
Mr. Phan Nguyen Hoang Tan: According to Resolution 1210/2016/UBTVQH13 issued by the National Assembly Standing Committee, compared to the criteria for a type I urban area, Phan Thiet city has met 3/5 criteria and has not met 7/58 criteria. The criteria that have not been met are location, function, role, structure and level of socio-economic development; population size; population density. The criteria that have not been met are average income per capita/year compared to the whole country; annual population growth rate; total urban population; population density in the inner city; density of main drainage lines; funeral homes; rate of cremation. The City People's Committee is striving to complete the criteria for a type I urban area by 2030.
Some infrastructure indicators are being invested to complete such as funeral homes, drainage systems... to complete the criteria, the city's class I urban standards will have difficulties in terms of population criteria, average income per capita/year. Currently, the city has been striving to complete the above criteria. In addition, Phan Thiet city is oriented to expand its administrative boundaries to Ham Thuan Bac and Ham Thuan Nam districts, so some of the current class I urban standards and criteria will change. Therefore, after completing the expansion of the city's administrative boundaries, there will be a review and calculation to have a suitable investment implementation plan to contribute to completing the class I urban criteria.
Thank you!
