The Provincial People's Committee directed to handle and speed up the progress of 4 key projects in the fields of culture and society.

This afternoon, August 6, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Tri province Vo Van Hung; Vice Chairman of the People's Committee of Quang Tri province Hoang Nam chaired a working session with the Provincial Investment and Construction Project Management Board on key projects in the cultural and social fields.

According to the report of the Provincial Construction Investment Project Management Board, there are currently 4 key projects in the cultural and social fields, including: the Quang Tri Ancient Citadel National Special Relic Site project and the memorial sites of the 81 days and nights of fighting to protect the Quang Tri Ancient Citadel, with a total investment of 90 billion VND, using the central budget, implementation period from 2023 - 2025; the Thong Nhat Park project at the Hien Luong - Ben Hai National Special Relic Site, with a total investment of 80 billion VND, using the central budget, implementation period from 2023 - 2025.

The project to preserve, restore and upgrade key revolutionary historical relics in Quang Tri province includes component project 2: Quang Tri Ancient Citadel Museum with a total investment of 45 billion VND and component project 3: Vinh Moc Tunnels Relic Site (phase 1) with a total investment of 11.25 billion VND, both using central budget capital, implementation period from 2022 - 2025; the project of Quang Tri Department of Culture, Sports and Tourism Headquarters has a total investment of 30 billion VND, from local budget capital, implementation period from 2021 - 2023.

The projects have been studied, supplemented, edited and completed by the Provincial Construction Investment Project Management Board in coordination with the consulting unit. However, up to now, the projects are behind schedule. The main reason is that the Provincial Construction Investment Project Management Board and related units have not been proactive in performing their tasks.

At the meeting, delegates spent most of their time analyzing and clarifying difficulties and problems, thereby proposing solutions.

Chairman of the Provincial People's Committee Vo Van Hung directed the Provincial Construction Investment Project Management Board to coordinate with the Department of Culture, Sports and Tourism to review inappropriate appraisal contents at component relic sites (Long Hung Church, Bo De School...) to advise the Provincial People's Committee to explain and propose to the Ministry of Culture, Sports and Tourism to agree on appropriate solutions for restoration and embellishment of relics, ensuring efficiency in the process of investment and heritage protection. The above two units coordinate with relevant departments, branches, sectors and agencies to urgently complete the project dossier before August 10, 2024 and advise competent authorities to approve in accordance with regulations.

Based on the general direction of the Chairman of the Provincial People's Committee Vo Van Hung, Vice Chairman of the Provincial People's Committee Hoang Nam assigned the Department of Culture, Sports and Tourism to receive the appraisal content of the Ministry of Culture, Sports and Tourism and coordinate with the Provincial Construction Investment Project Management Board, relevant departments, branches, and agencies to complete the project dossier, advise and submit to competent authorities for approval in accordance with regulations.

Request units to urgently complete the dossier for granting land use right certificates for relics, as a basis for completing investment procedures according to regulations.

For the Quang Tri Ancient Citadel National Special Relic Site project and the memorial sites of the 81 days and nights of fighting to protect the Quang Tri Ancient Citadel and the Thong Nhat Park project, the investor urgently completes all documents and procedures to strive to organize the contractor selection plan in September 2024.

Regarding the project of the headquarters of the Department of Culture, Sports and Tourism, the Department of Construction is assigned to preside over and coordinate with the People's Committee of Dong Ha City and the Department of Natural Resources and Environment to review and propose to the Provincial People's Committee to adjust the planning of the land area planned for investment in the construction of the headquarters.
