Dien Bien Dong district has only reached 75.4%; Muong Nhe district has reached 75.9% and Nam Po district has reached nearly 89% while the general rate of the whole Dien Bien province as of October 27 has reached 91.% of people aged 18 and over receiving the first injection.

Right in Pa Khom village, Na Nhan commune, Dien Bien Phu city, there are also many people who do not understand the effects of vaccination, so before the vaccination campaign in this village, medical staff and commune officials had to organize many explanation and propaganda sessions.
Mr. Mua A Hu, Vice Chairman of Na Nhan Commune People's Committee, said: Pa Khom village has 59 households with 352 people; partly because people's awareness of vaccination is limited; partly because people work far from home, so preparing for the vaccination session in Pa Khom takes more time, because propaganda to mobilize people to get vaccinated can only be organized in the evening and only after a few propaganda sessions will people understand clearly.
Nearly 200 km from the center of Dien Bien city, the border district of Nam Po is also a priority area for vaccine allocation to ethnic minority people and people in border villages, but the implementation of vaccination and mobilizing people to get vaccinated have many very specific difficulties.
Mr. Nguyen Xuan Thuan, Vice Chairman of Nam Po District People's Committee, said: The villages are far from the commune center, while many elderly and poor people do not have means of transportation, and are afraid to walk dozens of kilometers to the commune for vaccination, while the district's medical staff and equipment are limited and cannot arrange teams to go to each village to vaccinate.
For Dien Bien Dong district - where 75.4% of people have been vaccinated - the main difficulty is that people are too worried despite being thoroughly informed and explained.
Mr. Mua A Vang, alternate member of the Party Central Committee, Secretary of Dien Bien Dong District Party Committee, said: When hearing district officials' propaganda and mobilization to get vaccinated, people all agreed to get vaccinated, but when the vaccination schedule came, they hesitated or went to work far away.
To gradually overcome this situation, depending on the practical conditions of the area, in recent times, the Party Committees and authorities of the districts have regularly directed all levels and sectors to establish teams together with the medical force to go to the grassroots to propagate and mobilize vaccination.
In Nam Po district, in addition to the members of the village and hamlet Covid team participating in the propaganda, the youth union and women's union members of the village and hamlet also enthusiastically participated. In the 15th vaccination round, the youth union members of Nam Po district also went to each village to pick up the elderly and women to bring them to the commune center for vaccination; women's union members actively supported the completion of procedures at the vaccination site.
