Grade 10 Admissions: Ho Chi Minh City wants to proactively choose the third exam subject

In 2025, the first batch of students studying under the 2018 General Education Program will take the 10th grade entrance exam. In preparation for organizing next year's exam, the Ministry of Education and Training is seeking opinions from the Departments on the draft circular amending and supplementing the regulations on junior high school and high school admissions, replacing the current regulations.

Regarding the 10th grade entrance exam method, the content that many people are interested in is that along with the two subjects of math and literature, the Department of Education and Training of localities will draw lots for a third exam subject, these subjects will be announced before March 31 every year.

"Local areas should proactively choose the third exam subject"

Sharing about this issue, Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City , expressed his wish to continue to be given the right to proactively choose the third subject in the 10th grade entrance exam as it is now.

Because each locality will have different strategies and orientations for educational development, depending on actual conditions. Moreover, the goal of the 2018 General Education Program is not to evaluate students based on knowledge of a subject but to evaluate their qualities, abilities, and ability to apply knowledge to solve problems. Therefore, no matter which subject is chosen as the third exam subject, there is no need to worry about students studying lopsidedly, focusing only on the exam subjects.

Mr. Ho Tan Minh said that in recent years, the 10th grade exam in Ho Chi Minh City has always been innovated in the direction of increasing questions applying learned knowledge to solve real-life situations.

For many years, the city's 10th grade entrance exam has been stable with three subjects: math, literature and a third subject: foreign language, and students' learning results have always ensured the goals and orientation of the program.

According to Mr. Ho Tan Minh, implementing Conclusion 91-KL/TW, dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29 of the 11th Party Central Committee on "fundamental and comprehensive innovation in education and training" and the tasks assigned by the leaders of the Ministry of Education and Training, from the 2024-2025 school year, Ho Chi Minh City will gradually prepare for the pilot process of making English the second language in schools. Therefore, the city's choice of a foreign language as the third subject in the 10th grade entrance exam is consistent with the industry's consistent development goals.

Lottery to choose subjects for 10th grade entrance exam increases pressure

From teaching and learning practice, Mr. Cao Duc Khoa, Principal of Huynh Khuong Ninh Secondary School (District 1, Ho Chi Minh City) said that drawing lots for the third subject in the 10th grade entrance exam will increase pressure on both students and parents.

Mr. Cao Duc Khoa said that the concern that students will study lopsidedly or learn by rote when they know the exam subjects in advance is unlikely to happen. Because according to regulations, students must graduate from junior high school to be able to take the 10th grade exam; that is, they must ensure that they have knowledge in all subjects according to the requirements and objectives of the program.

In fact, for many years, Ho Chi Minh City has kept the three subjects of math, literature and foreign language stable, but students still study all subjects equally. Knowing the subjects of the exam in advance helps students prepare better in terms of knowledge and psychology, without pressure or anxiety, and the teaching and learning of schools is also stable. Therefore, the Ministry should let localities be autonomous in choosing the subjects for the 10th grade exam and Ho Chi Minh City should still keep the three subjects stable as it has been for many years.

Many parents also expressed concern that the pressure of studying would increase for students if they did not know the exam subjects in advance. According to many parents, the Ministry only announced and drew lots for the third exam subject in March, which is quite late compared to the time of the entrance exam (usually in early June).

In preparation for the 10th grade exam in 2025, the Ho Chi Minh City Department of Education and Training recently announced the structure, assessment requirements and sample questions for three 10th grade exams according to the 2018 General Education Program. This is the basis for schools and students to have appropriate teaching and learning orientations.

The illustration questions still follow the previous orientation of enhancing the application of learned knowledge to problem solving, but there are some new points to match the 2018 General Education Program. Teachers highly appreciate the orientation of this exam because it ensures the spirit and goals of the new program, which is to develop learners' qualities and abilities.

In Ho Chi Minh City, the annual entrance exam for public 10th grade is always a stressful race, because only about 70% of students pass. In the 2024-2025 school year, the city has about 98,000 candidates registered to take the exam, while the total enrollment target for 10th grade in schools is just over 77,000 students.
