Agricultural production and livestock farming according to the linked value chain is a sustainable direction, helping to improve efficiency and increase income for people in ethnic minority and mountainous areas of Tuyen Quang province. This is a premise to ensure that the participants in the value chain share benefits, responsibilities and invest effectively. Land policy for ethnic minorities is a major and consistent policy of the Party and State. In recent years, Kon Tum province has promptly implemented land policies, creating conditions for ethnic minorities to stabilize their lives, develop production and escape poverty. In particular, the results of the Survey and information collection on the socio -economic situation of 53 ethnic minorities in 2024 will be announced in the coming time, which will be the basis for Kon Tum province to propose many solutions to continue to effectively implement land policies for ethnic minorities. Efficient serial production models

Phong Tho Beekeeping Cooperative was established in 2013, with Mr. Tran Xuan Phong as Director. Over the past years, 25 members of the Cooperative, who are beekeepers in Thai Binh Commune, Yen Son District, have agreed to implement a honey beekeeping model associated with product consumption linkage. To effectively implement the linkage stages, the Cooperative has provided breeds, livestock materials, technical support for care, and signed contracts to consume all honey products for households at market prices.

Mr. Tran Xuan Phong, Director of the Cooperative, said that in order to have pure honey, royal jelly, and pollen products that ensure food hygiene and safety, meeting 4-star OCOP standards, the Cooperative has strictly followed each process from letting bees pollinate flowers to the honey extraction stage. At certain times, the Cooperative has assigned people to directly manage the bee colonies to support bees in pollinating all kinds of flowers across the country. Specifically, in February, the bees are sent to Gia Lai to enjoy coffee flowers; in March, they return to Bac Giang to enjoy lychee flowers, then move to pick longan flowers in Hung Yen; in July, the bees are moved to Son La province to pick crab apple flowers; in October and November, the bees are moved to Ha Giang to pick mint flowers; in December, the bees are moved to Binh Phuoc to pick cashew flowers.

In 2024, Tuyen Quang province was allocated VND 225,377.4 million in capital to implement Project 3: Developing sustainable agricultural and forestry production, promoting the potential and strengths of regions to produce goods according to the value chain under the National Target Program 1719. As of October 2024, the province has disbursed VND 49,901.0 million, reaching 22.1% of the annual capital plan.

Thanks to beekeeping according to VietGap standards, the cooperative's bee colonies have grown to 10,000 colonies. Each year, the bee colonies produce 4 harvests, yielding 150 tons of various types of honey, royal jelly and pollen. The average revenue of the cooperative's member households reaches over 130 million VND/household/year.

Mr. Nguyen Tien Hung in village 4, Thai Binh commune participates in beekeeping according to the cooperative's chain. His family has a model garden of about 5,000m2, divided into areas for growing fruit trees, vegetables, livestock barns and beekeeping. Participating in the chain, receiving support from the cooperative in product consumption and technical guidance, his family's income from beekeeping has increased significantly. Previously, the average was 5 million VND/month, but now it has increased to nearly 20 million VND/month.

Meanwhile, Tam Huong Agricultural and Service Cooperative in Hong Ba village, Hong Thai commune, Na Hang district has successfully built a closed safe food production model from farming, planting to processing, following the direction from farm to table. Mr. Nguyen Dinh Tam, Director of Tam Huong Agricultural and Service Cooperative, said: By linking with farmers, we will supply inputs, have contracts to consume products, and ensure output. Currently, the Cooperative has 3 stores introducing and selling more than 400 OCOP products, which are typical agricultural products of localities. In particular, the products in the province are all directly linked by the Cooperative with the people for production and consumption. Thanks to the linkage, the Cooperative's source of goods is always stable, ensuring quality to supply to partners in and outside the province.

Create mechanisms and policies to support people

Phong Tho Beekeeping Cooperative or Tam Huong Agricultural and Service Cooperative are just 2 of 120 value chain production linkages being expanded in Tuyen Quang province. This is also the production orientation that Tuyen Quang province is encouraging and supporting people through major policies of the Party and State, which are specified in projects and sub-projects under national target programs (NTPs), such as: New rural construction; sustainable poverty reduction or the NTP on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, phase 1 from 2021-2025 (abbreviated as NTP 1719).

Ms. Nguyen Thi Kim, Deputy Director of Tuyen Quang Province Agricultural Extension Center, said that the province always encourages businesses and people to participate in linking production and consumption of agricultural products, developing cooperatives, building concentrated production, etc.; paying attention to creating favorable conditions to support cooperatives to access related policies on capital, science and technology, integrating funding sources for scientific and technological activities, agricultural career, industrial promotion, agricultural promotion to implement models associated with the production and business conditions of cooperatives.

When participating in linkages in production and consumption of agricultural products, the State will support the construction of infrastructure systems, technical training, and capital for farmers and businesses. In addition, units and localities have also sought potential businesses to coordinate with local farmers to implement effective linkage chains.

Implementing Content 1, Sub-project 2, Project 3 "Support for developing value chain-linked production" under the National Target Program 1719, since 2023, the People's Council of Tuyen Quang province has issued Resolution No. 10/2023/NQ-HDND regulating the level of support for implementing the Value Chain Linked Production Development Project, the Community Production Development Project under the National Target Programs in the province, period 2021 - 2025.

At the same time, the Department of Agriculture and Rural Development advised the Provincial People's Committee to issue Decision 282/QD-UBND dated July 27, 2023 on approving the list of orientations for projects to support the development of value chain-linked production under the National Target Program 1719 in the province by 2025.

Accordingly, the list of oriented projects approved by the People's Committee of Tuyen Quang province is 7 projects (2 projects in the livestock sector; 5 projects in the crop sector); at the district level, there are 67 projects in the oriented list. Specifically, Na Hang district registered 10 projects, of which 4 projects are livestock projects linked according to the value chain in each commune cluster: chicken, pig, goat, cow; 6 projects on crop cultivation linked according to the value chain including: mushroom cultivation, Shan Tuyet tea cultivation, seedless persimmon, glutinous rice, vegetables and commercial corn.

Chiem Hoa district registered a list of 12 value chain linkage projects including: 4 projects on raising buffalo, cow, goat, chicken, pig; 8 projects on growing and consuming products: Chili, cucumber, passion fruit, gac, tomato, sweet corn and green-heart black beans. Of which, Kim Binh commune participated in the most projects with 6 projects. The project to develop black bean production, associated with the production and processing of green-heart black bean tea linked according to the value chain in Kim Binh commune is receiving the attention of the people and ethnic minorities of the commune. The project is highly feasible and successful because in fact, the Chiem Hoa green-heart black bean tea bag product is grown, cared for and strictly controlled according to organic standards by Hong Phat Organic Agriculture Cooperative located in the commune. The product is processed according to ISO 9001:2015 standards, achieving 4-star OCOP products.

Up to now, most of the projects in the provincial and district-level orientation list are in the implementation phase. In 2024 alone, Tuyen Quang province is supporting 40 projects from the capital of national target programs with a capital of over 130 billion VND.

Recently, the People's Committee of Tuyen Quang province has issued the Agricultural Extension Plan for 2025 with the goal of building sustainable agriculture, applying advanced science and technology and promoting production linkages along the value chain, in order to improve product quality and increase economic value for people.

With specific goals from the Agricultural Extension Plan 2025 and funding support from the National Target Programs, we believe that many production linkage chains will be formed and effectively promoted in ethnic minority and mountainous areas in Tuyen Quang province, increasing income and bringing a prosperous life to farmers in their homeland.
