Metro Line 1: Completed handover of assets from contractor Hitachi to operator

The handover of assets of CP3 package from contractor Hitachi to the operating unit is not only an administrative procedure, but also an important stepping stone to officially put metro line 1 into operation.

On December 11, the Ho Chi Minh City Urban Railway Management Board (the investor) signed and awarded the project handover certificate to the joint venture of general consultant NJPT and contractor Hitachi for package CP3 (purchase of electromechanical equipment, locomotives, rails) of metro line 1. On the same day, the investor handed over the package assets to the Urban Railway One Member Co., Ltd. (HURC1 - the operator). The investor's representative said that this is one of the procedures for the investor and HURC1 Company to take control of the operation of equipment and trains. Currently, the investor and HURC1 Company are working together with consultants and contractors to quickly complete the remaining procedures to be eligible for acceptance of the entire project, putting metro line 1 into official operation on December 22, 2024. The handover of this package is also an important step, of great significance in ensuring progress and human resources. At the same time, the assets of the CP3 package are public assets, the official handover helps to clearly define ownership and management responsibilities. Therefore, after receiving, HURC1 Company will have full rights and responsibilities to manage, operate and maintain the metro line, ensuring readiness for the commercial exploitation phase.

Recently, the Ho Chi Minh City Department of Transport has reported to the Ho Chi Minh City People's Committee on the preparation for commercial operation of metro line 1. To ensure that metro line 1 is eligible for commercial operation by the end of 2024, the Ho Chi Minh City Department of Transport proposed that the Ho Chi Minh City People's Committee assign the investor to coordinate with HURC1 Company and related units to inspect the actual situation, evaluate, report and advise the City People's Committee to issue a decision to put into operation the stations and urban railway system No. 1, as a legal basis for commercial operation. The investor needs to complete the fire prevention and fighting acceptance procedures, issue environmental certificates, system safety certificates and complete the dossier. The procedures for applying for a train driver's license and vehicle registration at the Vietnam Railway Authority also need to be completed.

Complete remaining procedures of metro line 1 soon

On December 11, the State Inspection Council informed that the investor needs to complete a number of related legal procedures soon, to avoid affecting the exploitation plan as directed by the Prime Minister. Therefore, the council requested the Ho Chi Minh City People's Committee to direct the investor to quickly accept and complete the remaining packages of metro line 1 according to regulations... Closely coordinate with relevant agencies to provide necessary documents to complete the acceptance of fire prevention and fighting items, environmental licensing procedures, appraisal and certification of system safety records appraisal according to regulations (some of the above issues are closely related to the receipt of assets from the packages).
