Step by step removing difficulties to develop industry in Duc Linh

Currently, Duc Linh district has 6 industrial clusters with a total area of ​​about 278 hectares. With many solutions combined with propaganda and promotion of geographical advantages, the district has attracted many capable investors approved by the Provincial People's Committee to invest in large-scale projects, creating a driving force to promote local socio-economic development. Up to now, 6/6 industrial clusters have had secondary investment projects, attracting 48 investment projects in production and business in the following industries: Wood processing, industrial wood, plastic products, garment, leather shoes, leather sandals, electronics, mechanics, agricultural processing, food, construction materials... reaching a 65% occupancy rate. The total investment capital for technical infrastructure in the clusters is about 3,600 billion VND. In recent years, the scale of industrial production value in the district has continued to grow significantly (in 2022 it reached 3,909 billion VND, by 2023 it increased to 4,234 billion VND).

In addition to the achieved results, the district is facing some difficulties in investment in industrial clusters. Accordingly, Duc Linh currently has 3 industrial clusters including: Ham Soi Industrial Cluster - Vo Xu town (25.3 ha), Me Pu Industrial Cluster (40 ha) and Sung Nhon Industrial Cluster (30 ha) established more than 25 years ago. Currently, in these 3 industrial clusters, infrastructure (electricity, water, traffic) has reached the fence outside the industrial cluster, but the infrastructure within the cluster has not been invested synchronously in terms of traffic, electricity and wastewater treatment. Duc Linh District People's Committee said that since its establishment, there have been 38 establishments and investment projects in these 3 industrial clusters with an area of ​​over 52 ha, achieving an average occupancy rate of 67%. Recently, there have been small and medium-sized enterprises applying to invest in the above 3 clusters but their investment dossiers have not been processed because the infrastructure of the above industrial clusters has not been invested and there is no wastewater treatment system. In response to the above problems, the People's Committee of Duc Linh district has made many recommendations but so far they have not been resolved as desired. Meanwhile, in reality, calling for enterprises to invest in infrastructure for industrial clusters also faces many difficulties because the local budget is not balanced.

To solve these difficulties, Duc Linh has just proposed that the province consider and resolve in the direction of approving investment projects in 3 industrial clusters for enterprises to implement. During the implementation process, the projects must comply with the provisions of the law on investment and environmental treatment. In addition, to exploit the potential advantages of industry and develop Duc Linh district quickly and sustainably, the district also proposed that the province promote procedures to establish an industrial park in Duc Linh (the planned area of ​​the industrial park is 300 hectares of land of Binh Thuan Rubber Company).

Regarding the above issue, the Department of Industry and Trade said that in order to support the removal of difficulties and obstacles for industrial clusters such as Ham Soi - Vo Xu, Me Pu and Sung Nhon, which previously assigned state-owned enterprises (Duc Linh Industrial Cluster Development Center, now dissolved) as infrastructure investors, the Department of Industry and Trade has sent many documents requesting the Ministry of Industry and Trade to guide the "transfer of industrial cluster management model from state-owned enterprises to enterprises". Up to now, the Government has issued Decree No. 32 on the management and development of industrial clusters. Currently, the Ministry of Industry and Trade is drafting a circular stipulating and guiding the implementation of some contents of Decree No. 32 of the Government. After the legal regulations on industrial clusters are issued, the Department of Industry and Trade will advise the Provincial People's Committee to implement them according to regulations.

Regarding the establishment of industrial parks (IPs), the Provincial Industrial Park Management Board said that in the provincial planning for the period of 2021 - 2030, with a vision to 2050, the Southern IPs of the province are located in Duc Linh and Tanh Linh districts with a scale of about 300 hectares. According to the Prime Minister's decision on the allocation of land use planning targets and the 5-year national land use plan (2021 - 2025), the IP land use target in the province is only enough land to deploy 9 IPs. Therefore, there is no longer an IP land target to allocate to the Southern IPs of the province in Duc Linh and Tanh Linh districts. In the coming time, when the IP land target is adjusted and supplemented in the planning and meets the prescribed conditions, the Provincial Industrial Park Management Board will consult the Provincial People's Committee and coordinate with departments and branches to determine the location, boundaries and scale of the Southern IPs of the province as a basis for establishing, appraising and approving the planning project for the Southern IPs of the province.
