The first industrial zones
In 2003, the first three industrial parks in Hai Duong were established: Nam Sach, Phuc Dien and Dai An with a total area of 320 hectares, opening up a new direction in investment and development of infrastructure serving industrial production, especially concentrated industry of the province.
According to the representative of Brother Vietnam Co., Ltd., due to its favorable geographical location, located next to Highway 5, connecting two major economic centers, Hanoi - Hai Phong, Phuc Dien Industrial Park has been the location chosen by the enterprise to invest since 2006. Currently, the enterprise creates jobs for over 10,000 workers.
Mr. Pham Van Luong, Chairman of the Board of Directors of Nam Quang Infrastructure Investment and Development Joint Stock Company, the investor of Nam Sach and Phuc Dien industrial park infrastructure, informed that in recent years, the company has continuously invested in building a synchronous and modern infrastructure system to meet the needs of secondary investors. In just 5-6 years of operation, the 2 industrial parks have been basically filled.
To date, the province’s first three industrial parks have attracted more than 160 projects with a total investment capital of over 3 billion USD. Projects in these three industrial parks contribute over 1,000 billion VND to the state budget each year.
From the first 3 industrial parks, Hai Duong has continuously planned and developed new industrial parks. The industrial parks have continuously developed, making important contributions to the overall socio-economic development of the province. Currently, Hai Duong has been approved by the Prime Minister for 21 industrial parks (including 3 expanded industrial parks) with a total area of over 4,500 hectares.
Of the 21 approved industrial parks, 17 have been established with a total planning area of about 2,738 hectares, and 12 industrial parks have been invested in construction and exploitation with a total planning area of more than 1,600 hectares.
By the end of 2024, industrial parks will have more than 400 secondary investment projects.
The development of industrial parks in Hai Duong not only brings impressive figures in attracting domestic and foreign investment capital but also creates a spillover effect in the economy. The presence of large enterprises also contributes to building an industrial satellite network, from supplying raw materials, components to logistics services, thereby promoting the synchronous development of the entire value chain.
Expected to become the economic driving force of the North
The planning of Hai Duong province for the period 2021-2030, with a vision to 2050, has also determined that in the period 2021-2030, Hai Duong will lay the foundation and form a specialized economic zone as a breakthrough development for the province, especially after 2025.
The provincial planning also orients the development of the Specialized Economic Zone to become the economic driving force of the North, promoted by high-tech industrial zones, specialized economic zones, industrial - urban - service zones and ecological industrial zones, forming a key industrial zone in the Red River Delta.
After more than 1 year of survey and careful research, the draft of the Hai Duong Specialized Economic Zone Project was completed at the end of November 2024. This is an important step to realize the province's goals, and is of special significance for Hai Duong to develop rapidly.
According to the draft project, the provincial Special Economic Zone is located south of the Hanoi - Hai Phong highway, in the two districts of Binh Giang and Thanh Mien. The total area of the zone is about 5,300 hectares; of which Thanh Mien district is about 3,367 hectares, Binh Giang district is about 1,933 hectares.
The specialized economic zone is expected to have 5 functional sub-zones. Of which, 11 industrial parks will be formed, with a total expected area of about 2,813.67 hectares; 4 industrial clusters with a total area of about 199.04 hectares. The commercial service, logistics, and duty-free zones are expected to have an area of 230 hectares. The innovation, research, and training center area is about 60 hectares. The public infrastructure development area is about 160 hectares. The residential and urban areas have an area of about 530 hectares associated with industrial parks; oriented to develop residential areas, urban areas, social housing, worker housing, and services in the direction of green, ecological, smart, modern, and synchronous social and technical infrastructure.
According to calculations and based on the development orientation of industries and fields, it is expected that the Specialized Economic Zone will contribute to the province's GRDP by 2030 and the period after 2030 by about 8% - 15%.
The representative of the provincial Department of Planning and Investment affirmed that the development and establishment of the Special Economic Zone is an opportunity and a premise for the province to develop into a modern industrial province before 2030 according to the Resolution of the 17th Provincial Party Congress. The Special Economic Zone will contribute to anticipating and attracting new investment capital flows in the context of the strong FDI investment shift, creating a great development momentum and breakthrough development for Hai Duong province and the Northern key economic region.
Comrade Nguyen The Tai, Chairman of Thanh Mien District People's Committee, said that in order to create the premise for the establishment of the Special Economic Zone, the province and district have recently invested in and upgraded many inter-regional connecting routes with neighboring provinces and cities, creating a complete and synchronous transportation system. The establishment of the Special Economic Zone will help the locality soon realize its goal of becoming a dynamic industrial center of the province.
Not only the local government, but also the people in the area where the Special Economic Zone is being implemented are also very excited and looking forward to this project. Mr. Nguyen Quang Vinh in Co Bi commune (Binh Giang) who is currently working at a private enterprise in Hai Duong city expressed: "I know that the Special Economic Zone will have an urban area, housing with many modern, green, and smart services. I hope that will soon come true so that local people do not have to go far but still have jobs and can use modern and convenient services."
