Localities and educational institutions need to strengthen inspection, examination and supervision of school revenues; implement the regulation that 5-year-old preschool children are exempt from tuition fees from September 2024.
The Ministry of Education and Training has just sent a document to relevant agencies; People's Committees of provinces and centrally-run cities; and educational institutions on the implementation of collections in the field of education and training.

5-year-old children are exempt from tuition fees from September 2024.
Accordingly, for tuition fees for the 2024-2025 school year, units and schools shall implement the collection level in accordance with the provisions of Decree No. 97/2023/ND-CP of the Government amending and supplementing a number of articles of Decree No. 81/2021/ND-CP of the Government regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training.
The collection level of service fees to serve and support educational activities other than tuition fees at public preschools and general education institutions to meet learners' needs is implemented according to the Resolution issued by the Provincial People's Council and in accordance with the actual conditions of the locality.
Regarding the implementation of the policy of tuition exemption and reduction, support for learning costs and tuition fee payment, units and schools must comply with the provisions of Decree No. 81/2021/ND-CP of the Government. The Ministry of Education and Training notes that units and schools must comply with the regulations from the 2024-2025 school year, 5-year-old preschool children are exempted from tuition fees. The period of enjoying this policy is from September 1, 2024.
The Ministry of Education and Training requests that localities and educational institutions strengthen inspection, examination, supervision and be accountable to learners and society about the collection levels and amounts of fees of educational institutions under their management; absolutely do not allow overcharging to occur.
At the same time, direct and thoroughly instruct educational institutions to mobilize, manage and use funding in accordance with the provisions of Circular No. 16/2018/TT-BGDDT; publicly implement commitments on education and training quality, quality assurance conditions and financial revenues and expenditures in accordance with Circular No. 36/2017/TT-BGDDT.
Regarding the prices of textbooks and educational equipment, the Ministry of Education and Training said that it is coordinating with the Ministry of Finance and relevant agencies to study regulations on maximum prices of textbooks to be implemented from July 1, 2024. From now until July 1, 2024, the management of textbook prices will continue to be implemented according to the 2012 Law on Prices and related guiding documents.
The Ministry of Education and Training requested localities to direct relevant agencies, units, departments, and branches to strengthen inspection and supervision of the implementation of regulations on posting and publicizing information on prices of educational materials, equipment, and textbooks in the area to ensure publicity and transparency.
