On July 1, 2023, the Minister of Public Security issued Circular 24/2023/TT-BCA regulating the issuance and revocation of registration and license plates of motor vehicles.
1. From August 15, when will vehicles with 3 or 4 number plates have their license plates revoked?
Specifically, Clause 4, Article 39 of Circular 24/2023/TT-BCA stipulates that vehicles that have registered with 3 or 4-digit license plates will continue to be allowed to participate in traffic, except in cases where the vehicle owner needs to change to a new identification license plate or when the vehicle owner carries out procedures for issuing and changing vehicle registration certificates, changing vehicle license plates, reissuing vehicle registration certificates, reissuing vehicle license plates or registering to transfer ownership or move the vehicle according to the provisions of Circular 24/2023/TT-BCA, the 3 or 4-digit license plate will be revoked and changed to an identification license plate according to regulations.
2. Procedures for issuing, reissuing vehicle registration certificates and license plates
Pursuant to Article 18 of Circular 24/2023/TT-BCA, the procedures for issuing, exchanging and re-issuing vehicle registration certificates and license plates are as follows:
- Provide full online public services for re-issuance of vehicle registration certificates and re-issuance of license plates (except for vehicles registered with 3-digit or 4-digit license plates)
+ Vehicle owners declare vehicle registration according to regulations in Article 9 of Circular 24/2023/TT-BCA and attach a scanned copy of the engine number and chassis number as prescribed on the public service portal;
+ After checking the vehicle records to ensure they are valid, the vehicle registration agency will send a notice to the vehicle owner to pay the vehicle registration fee and public postal service fee on the public service portal to return the vehicle registration results according to regulations;
+ Vehicle owners receive vehicle registration certificates or license plates as prescribed from the public postal service.
- Implementing public services partially online (except for the cases specified in Clause 1, Article 18, Circular 24/2023/TT-BCA)
+ Vehicle owners declare vehicle registration as prescribed in Article 9 of Circular 24/2023/TT-BCA, submit application for renewal or re-issuance as prescribed in Article 17 of Circular 24/2023/TT-BCA and pay fees as prescribed; vehicle owners do not have to bring their vehicles for inspection (except for vehicles with modified or changed paint color);
+ After checking the vehicle records to ensure they are valid, the vehicle registration agency will issue, change or reissue the vehicle registration certificate and license plate according to regulations; the vehicle owner will receive the vehicle registration results at the vehicle registration agency or from the public postal service.
In case of issuance, re-issuance of vehicle registration certificate, the vehicle license plate number will remain the same; for vehicles registered with 3 or 4-digit license plate number, a new identification license plate number will be issued according to regulations (recall the vehicle registration certificate, 3 or 4-digit license plate number).
In case of changing the license plate from white background, black letters and numbers to yellow background, black letters and numbers or from yellow background, black letters and numbers to white background, black letters and numbers, a new identification license plate will be issued (in case there is no identification license plate) or the identification license plate will be reissued (in case there is already an identification license plate).
3. Procedures for vehicle registration, transfer and transfer
According to Article 15 of Circular 24/2023/TT-BCA, the procedures for vehicle registration, transfer and relocation are as follows:
- Withdrawal procedure
+ Vehicle owners declare the vehicle registration and license plate revocation declaration on the public service portal; provide the vehicle registration file code online; submit the revocation dossier as prescribed in Clause 1, Article 14 of Circular 24/2023/TT-BCA and receive an appointment to return the vehicle registration results as prescribed;
+ After checking the valid vehicle records, the vehicle registration authority shall issue a certificate of registration revocation and license plate number according to regulations (with a copy of the engine number and chassis number and the vehicle registration authority's seal on the copy of the engine number and chassis number): 01 copy is returned to the vehicle owner; 01 copy is kept in the vehicle records; in case of loss of the vehicle registration certificate, verification shall be carried out according to regulations.
- Procedures for vehicle registration and transfer
+ Organizations and individuals receiving the transfer of vehicle ownership, vehicle owners (in case of moving the original owner): Declare the vehicle registration declaration as prescribed in Article 9 of Circular 24/2023/TT-BCA; bring the vehicle for inspection, provide the online vehicle registration file code and submit the documents prescribed in Clause 2, Article 14 of Circular 24/2023/TT-BCA;
+ After checking the vehicle records, if the vehicle is actually valid, the vehicle registration authority will issue a license plate according to the provisions of Clause 2, Article 12 of Circular 24/2023/TT-BCA;
+ Receive the appointment paper for the results, pay the vehicle registration fee and receive the license plate (in case the license plate is issued according to the provisions at Point a, Clause 2, Article 12, Circular 24/2023/TT-BCA); in case the vehicle owner needs to receive the vehicle registration results via the public postal service, he/she must register with the public postal service unit;
+ Receive vehicle registration certificate and license plate (in case of license plate issuance according to regulations in Point b, Clause 2, Article 12, Circular 24/2023/TT-BCA) at the vehicle registration agency or from a public postal service unit.
In case of vehicle registration with original owner, the identification number plate (5-digit plate) will be kept; in case the old number plate is 3 or 4 digits, it will be changed to an identification number plate according to the regulations in Circular 24/2023/TT-BCA.
