From July 1, when receiving the new salary, will teachers still receive allowances?

Is there still seniority allowance?

From July 1, 2024, the Government will implement salary reform and apply a new salary policy. Specifically, salaries will include: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Therefore, teachers are concerned about whether teachers will continue to receive seniority allowances or not? And if there is no seniority allowance, will teachers' salaries increase compared to the present?

In response to teachers' concerns and worries, Mr. Tong Phuoc Loc, Head of the Personnel Organization Department of the Ho Chi Minh City Department of Education and Training, gave an answer based on state regulations on teacher salary policy.

Specifically, regarding the allowance regime when reforming wages, the provisions at Point d, Section 3, Part II on the guiding viewpoints, objectives and reform contents in Resolution No. 27-NQ/TW of the 7th Conference of the 12th Central Executive Committee dated May 21, 2018 on reforming wage policies for cadres, civil servants, public employees, armed forces and employees in enterprises clearly state: "Continue to apply concurrent allowances; seniority allowances exceeding the framework; regional allowances; job responsibility allowances; mobility allowances; security and defense service allowances and special allowances for armed forces (army, police, cryptography).

- Combining preferential allowances by profession , responsibility allowances by profession and toxic and dangerous allowances (collectively called allowances by profession) applied to civil servants and public employees of professions and jobs with higher than normal working conditions and with appropriate preferential policies of the State (education and training, health, court, prosecution, civil enforcement, inspection, examination, auditing, customs, forestry, market management...).

- Combine special allowances , attraction allowances and long-term work allowances in areas with particularly difficult socio-economic conditions into work allowances in particularly difficult areas.

- Abolish seniority allowances (except for the military, police, and cryptography to ensure salary correlation with cadres and civil servants); leadership position allowances (due to salary classification for leadership positions in the political system); allowances for Party work and political and social organizations; public service allowances (due to being included in the basic salary); toxic and dangerous allowances (due to including working conditions with toxic and dangerous factors in occupational allowances)".

Thus, Mr. Loc said, after salary reform, seniority allowance beyond the framework will continue to be applied but there will no longer be seniority allowance.

From July 1, teachers will receive new salaries.

After the reform, will teachers' salaries be higher than now?

Before teachers' concerns, if there is no seniority allowance, will teachers' salaries increase compared to the current level?

Mr. Tong Phuoc Loc said that according to the principles of salary reform stipulated in Section 3, Part III on the development and promulgation of a new salary regime in Resolution No. 27-NQ/TW of the 7th Conference of the 12th Central Executive Committee dated May 21, 2018 on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises, "The functional agencies of the Party and the State shall draft documents regulating the new salary regime and report to the Politburo for consideration and decision before promulgation, so that from 2021, the old salary will be converted to the new salary according to the principle of ensuring that it is not lower than the current salary".

Thus, the principle of salary reform ensures that it is not lower than the current salary.

Currently, the Central Steering Committee on salary policy reform, including teachers' salaries, social insurance and incentives for meritorious people, and relevant ministries, branches and agencies are urgently completing the new salary scale according to the plan prescribed in Decision No. 135/QD-TTg dated January 31, 2024 on implementing salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises.
