Excellent students entering the civil service receive a starting salary of 13.7 million VND; scientists and leading experts appointed as senior specialists or equivalent receive a salary of more than 58 million VND/month.


Enjoy additional allowance equal to 300% of current salary

The Government has just issued Decree No. 179/2024 regulating policies to attract and employ talented people. The Decree takes effect from January 1, 2025.

Decree No. 179/2024 stipulates policies to attract and employ talented people to work in agencies, organizations and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and socio-political organizations.

Applicable subjects include: Officials, civil servants (including commune-level officials and civil servants), public employees; Excellent graduates, talented young scientists; Experts, managers, business administrators, leading scientists who are Vietnamese or foreigners.

Regarding the policy of prioritizing the recruitment of civil servants and public employees, the recruitment method should be applied to excellent students and talented young scientists. At the same time, ministries, branches, central and local agencies must prioritize staffing to attract and recruit these subjects.

For experts, managers, business administrators, and leading scientists who are Vietnamese, of working age according to the provisions of labor law, if they wish to work long-term at administrative agencies or public service units, they will be considered for admission to civil service and public employees.

Regarding the first-time recruitment subsidy policy, excellent students and talented young scientists, when recruited as civil servants, in addition to receiving 100% of their salary during the probationary period, will also receive an additional allowance equal to 150% of their salary according to the current salary coefficient within 5 years from the date of recruitment.

Accordingly, the basic salary (excluding 25% public service allowance for civil servants, allowances according to industry and field, if any) for those with university degrees is 13.7 million VND/month (2.34 × 2,340,000 × 250%); those with master's degrees are 15.6 million VND/month (2.67 × 2,340,000 × 250%); those with doctoral degrees are 17.55 million VND/month (3.0 × 2,340,000 × 250%).

For Vietnamese experts, managers, business administrators, and leading scientists, when recruited as civil servants, they are assigned salaries and professional titles corresponding to the assigned job position (including senior experts, senior experts and equivalent) and receive an additional allowance of 300% of the current salary.

Accordingly, the lowest basic salary (excluding 25% public service allowance for civil servants, allowances according to industry and field, if any) for those appointed as senior specialists or equivalent is 41.18 million VND/month (4.40 × 2,340,000 × 400%); for those appointed as senior specialists or equivalent is 58.032 million VND/month (6.20 × 2,340,000 × 400%).

In case experts, managers, business administrators, or leading scientists are Vietnamese or foreigners who sign labor contracts, the heads of ministries, branches, central and local agencies are allowed to decide on the remuneration level based on the work requirements, capacity, and contributions of experts, leading scientists, and the funding source to implement policies for talented people of ministries, branches, central and local agencies.

In addition, based on the ability to balance the budget and mobilize resources according to the provisions of law to implement policies for talented people, ministries, branches, central and local agencies are supplemented with other support policies for talented people.

Can be specially appointed to hold leadership and management positions

Excellent graduates and talented young scientists, after being recruited into civil servants, are given opportunities by their managing and employing agencies and units to participate in learning and improving their qualifications. They are given priority in training to become leading scientists and experts in fields appropriate to their professional expertise.

In addition, they are assigned to participate in domestic and international training courses for programs suitable for the industry, profession, and field in line with the development orientation and other training and development courses suitable for the specific characteristics of the industry, field, and locality.

At the same time, priority is given and conditions are created for them to participate in training and fostering in political theory, state management and specialized knowledge to meet the leadership and management standards according to the planned positions; professional and technical standards of the civil service rank and professional title of public employees.

In addition, talented people are invested in equipment and working means; arranged and assigned human and material resources to perform tasks; have access to professional documents, etc.

Excellent graduates and talented young scientists, after being recruited into civil servants, will be given favorable conditions by the agencies and units that manage and employ them in terms of arrangement and use, as they are considered and given priority in planning and appointment to leadership, management or leading expert positions in various fields of work at the central and local levels.

Scientific staff with research capacity are focused on training to become leading scientists and experts in the fields assigned to preside over scientific research topics and projects from the ministerial and provincial levels and above.

To be considered for promotion to senior specialist or equivalent if within 5 years from the date of recruitment, the quality is assessed and classified as good performance or higher, of which 2 years or more are assessed and classified as excellent performance.

For experts, managers, business administrators, and leading scientists who are Vietnamese, competent authorities are allowed to be specially appointed to leadership and management positions or assigned to job positions with professional and technical requirements of the main specialist, senior specialist, and equivalent levels.

In case the standards and conditions of the appointed position, title or job position are not met, the head of the civil servant management agency will create conditions to complete the standards and conditions (focusing on working capacity, creating specific and effective products).

The national strategy for attracting and employing talents sets the goal of attracting talents to work in state agencies, organizations and units by 2025, accounting for about 10% of total new recruitments.

By 2030, with a vision to 2050, the rate of talent attracted to work in state agencies, organizations and units will be maintained at no less than 20% of the total number of new recruitments each year.
