Prime Minister Pham Minh Chinh’s working trip to the US and Brazil was a great success. This will open up a new wave of investment in the fields of science and technology, innovation, semiconductor chips, energy, environment, education and training, etc.
Prime Minister Pham Minh Chinh ’s 10-day working trip to the US and Brazil from September 17-26 aims to concretize and implement agreements in the Vietnam-US joint statement of General Secretary Nguyen Phu Trong and President Joe Biden; promote Vietnam-Brazil relations and Vietnam-United Nations relations.
Thereby contributing to enhancing the position, prestige and image of Vietnam, opening up many cooperation opportunities, attracting more resources to develop the country, practically implementing the foreign policy set forth by the 13th Party Congress.
With a series of activities, the working trip of Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation was a great success, achieving all the set goals and tasks at a high level.
What is special is that during the long journey from the Eastern Hemisphere to the Western Hemisphere, from North America to South America, all 6 times the working group traveled on each route, they took advantage of "night flights".
The entire day is devoted to meetings and work of the Prime Minister. The activities take place continuously from early morning to late evening and are always guaranteed to be the most practical and effective.
New air, new spirit, new inspiration
Talking about the results and significance of this working trip, Minister of Planning and Investment Nguyen Chi Dung emphasized: "The Prime Minister's visit this time is very important. The Prime Minister has visited the US many times, but this time there are many differences."
The world is undergoing a very strong adjustment process, changing the order and structure of trade and investment, and the current trend is shifting to change markets and supply chains. This presents many opportunities for Vietnam.
"Vietnam is pursuing a policy of not only passively responding and coping, following and following, but also proactively creating, seizing opportunities, overcoming challenges to grasp new conditions and opportunities, and deciding its own future," said Minister Nguyen Chi Dung, adding that this is very important in the current context.
More specifically, the Minister of Planning and Investment said that the context of the Prime Minister's visit to the US this time is when the two countries have just upgraded their Comprehensive Strategic Partnership. This has created a new atmosphere, new momentum, and new inspiration for US investors.
"The contents of the joint statement were directed by the Prime Minister and we also designed it in an innovative direction," said Mr. Dung.
Specifically, the trade promotion and investment calling programs this time do not have large-scale forums or discussions, but focus on industries, fields, and partners that Vietnam wishes to cooperate with. That is the field of science, technology, and innovation designed as a separate topic. The Prime Minister has had separate meetings with businesses in this field.
In addition, the Prime Minister also had meetings with leading US semiconductor businesses; leading US funds, financial institutions and banks related to the financial center in Ho Chi Minh City.
“That is a new, more practical, more effective, and more focused approach,” the Minister of Planning and Investment affirmed.
As someone who regularly accompanies the Prime Minister on his trips to many countries, Minister Nguyen Chi Dung commented that “never before have American businesses been as excited as this time”. They were encouraged by the joint statement of the two countries. And they also highly appreciated the investment environment as well as the role of Vietnam and the way Vietnam overcame difficulties to stabilize and develop.
Enterprises are committed and wish to expand investment in Vietnam as well as make new investments in areas of need for both countries.
The Prime Minister also has directions for the other side, making commitments of the Government, efforts in innovation, improving the investment environment, administrative reform, human resource training, infrastructure development...
"We are committed to having a good environment to welcome American investors," Mr. Dung emphasized.
From that atmosphere, the Minister of Planning and Investment predicts that in the coming time, there will be a new wave of investment in the fields we desire such as science and technology, innovation, semiconductor chips, energy, environment, education and training, etc.
“We are cooperating closely with American businesses, backed and supported by the US Government. Hopefully, Vietnam will welcome a new wave of positive investment from the world's leading American businesses, with financial, technological and market potential, which will have a positive impact on our country's investment,” Minister Nguyen Chi Dung expected.
Mr. Dung said that during the working trip, the Prime Minister worked with many leading US technology corporations such as Synosyp, Meta, Nvidia, etc. because science and technology is a pillar in the joint statement of the two countries. The US supports Vietnam in developing the semiconductor industry, focusing on issues such as technology transfer, training of human resources involved in chip design, etc.
“This time, the National Innovation Center of the Ministry of Planning and Investment signed three very important memorandums of understanding to support us in terms of research centers and training centers, aiming to build a large-scale high-quality human resource training program from now until 2030 in the semiconductor industry,” Minister Nguyen Chi Dung informed.
According to Mr. Dung, in the innovation industry, human resources are very important. Therefore, in the recent working sessions of the Prime Minister, the two sides have started to implement and will discuss the details in the future.
Challenging but entirely possible
Regarding Brazil, the Minister of Planning and Investment assessed that this is the leading economy of South America, with a large economic scale with a market of more than 200 million people, a very large area and a lot of potential for cooperation, but our investment cooperation is very limited, with trade only approximately 7 billion USD.
“I think the Prime Minister's official visit to Brazil and meetings with businesses in this South American country are extremely important,” Minister Nguyen Chi Dung emphasized.
The Prime Minister pointed out that the political relations between the two countries are very good, but economic relations still have a lot of room and potential. The Prime Minister suggested many opportunities for the two sides to cooperate and set a two-way trade target of 10 billion USD by 2025 and 15-20 billion USD by 2030.
“This is a challenge but entirely possible. The two sides need to strengthen trade promotion to expand mutual export products,” said the Minister of Planning and Investment.
Regarding investment, the Prime Minister requested that Vietnam's potential be introduced to Brazilian businesses. On the contrary, Brazil still has a lot of potential for Vietnamese businesses to participate, especially in the very large consumer market in Brazil and the Latin American region.
Besides, the agricultural sector can participate in the market, attracting Brazilian investors to Vietnam in the fields where they have strengths. Vietnamese enterprises also have many opportunities to come here.
Bringing Vietnamese culture to international events
A new feature of this trip that the Prime Minister mentioned many times is cooperation in the fields of culture, sports and tourism.
Minister of Culture, Sports and Tourism Nguyen Van Hung said that these contents aim to concretize the Party's viewpoint of "putting culture on par with the economy and society", bringing Vietnamese culture to be present at international events.
Therefore, in this trip, there are many contents that the Ministry of Culture, Sports and Tourism needs to coordinate and cooperate with American partners to implement in the future.
In addition, the Ministry of Culture, Sports and Tourism has designed and organized a number of cultural activities in the US. Notably, there is a photo exhibition about the country and people of Vietnam - the process of innovation and integration. Thereby, helping American friends better understand the developing country of Vietnam, ready to be friends with all countries, and cooperate for mutual development.
The Ministry also organized an art program to introduce Vietnamese culture imbued with national identity.
“We are very excited because this event attracted American politicians and people, showing that this activity was effective and contributed to the success of the Prime Minister's visit,” Minister Nguyen Van Hung emphasized.
During the Prime Minister's visit and work in the US and Brazil, at the talks and meetings, the Prime Minister spent time mentioning cultural, sports and tourism cooperation.
“That shows that the Party and State are focusing on the direction of General Secretary Nguyen Phu Trong to bring Vietnamese culture to international friends. At the same time, they are absorbing the quintessence of world culture to build our culture to be diverse, rich, and imbued with national identity,” Mr. Hung analyzed.
Following the Prime Minister’s direction, the Ministry of Culture, Sports and Tourism has organized a number of performances and art forms to bring Vietnamese culture to international events. In particular, the two highlights are the art photo exhibition about the country and people of Vietnam and the portrait of President Ho Chi Minh through photo exhibitions, attracting a large number of visitors.
Along with that are 2 art programs that introduce and promote the unique culture of Vietnam, aiming to increase understanding and cultural exchange.
