On August 31, the Ministry of Transport announced that it will temporarily put into operation the section from Dong Xuan intersection to the end of the Mai Son - National Highway 45, National Highway 45 - Nghi Son and Nghi Son - Dien Chau sections of the Project to build a number of expressway sections on the North - South Eastern route in the 2017 - 2020 period.
Specifically, on September 1, the Ministry of Transport will preside over and coordinate with Thanh Hoa and Nghe An provinces to temporarily put into operation the section from Dong Xuan intersection to the end of the route (9.7km long) of Mai Son - National Highway 45, National Highway 45 - Nghi Son and Nghi Son - Dien Chau sections, creating a continuous expressway axis from Phap Van (Hanoi) to Nghe An with a total length of 251km.
The Ministry of Transport said that putting the projects into service for the people was a great effort by investors and contractors in the context of the groundbreaking time right at the peak of the Covid-19 pandemic outbreak.
Thoroughly implementing the Prime Minister's directive "Only discuss work, no delay", leaders of the transport sector, directly the Minister of Transport, regularly visited the project site to urge contractors to increase "3 shifts, 4 shifts", absolutely not delaying the completion time to create the best conditions for people to travel smoothly and safely during the peak period of National Day, September 2.
Traffic plan
On the occasion of National Day September 2, 2023, the Ministry of Transport requested the People's Committee of Thanh Hoa province to direct functional forces to organize traffic, guide and divide traffic flows to serve the travel needs of the people.
Traffic participants need to pay attention, observe, monitor and strictly comply with all instructions, directions and regulations of the authorities to ensure safe traffic and avoid traffic jams.
The Ministry of Transport has directed the Vietnam Road Administration to approve the traffic organization plan for two expressway sections so that from September 1, vehicles will be allowed to circulate through them according to the following basic regulations:
The highway is only for cars, passenger cars, and trucks ≤ 10 tons. Objects not allowed to participate in traffic on the highway are trucks > 10 tons, motorbikes, motorbikes, tractors, specialized motorbikes with a speed ≤ 70km/h, rudimentary vehicles, and pedestrians.
People, vehicles and equipment serving the management and maintenance of highways with their own badges or symbols are allowed to travel on highways (no speed limit) but must not affect or obstruct traffic on the highway.
Vehicles carrying toxic, flammable, and explosive substances on the list of dangerous goods prescribed by the Government in Decree No. 42/2020/ND-CP dated April 8, 2020, are only allowed to circulate on highways with a permit from a competent authority.
Drivers participating in traffic on highways must comply with regulations on road load, size limits, and safety rules according to current laws.
Specifically, do not allow vehicles to enter emergency parking areas and roadside areas; do not allow vehicles to exceed the maximum speed and below the minimum speed indicated on signs and painted on the road surface.
Drivers on the highway must signal in advance when changing lanes and must ensure safety. In case of emergency stopping or parking, the driver must move the vehicle to the emergency lane, place warning signs and notify the support hotline...
Vehicles fully qualified for road traffic are allowed to travel on highways at a maximum speed of 80 km/h and a minimum speed of 60 km/h.
For vehicles operating on the route from the beginning of the Nghi Son - Dien Chau project at Km380+00 (the end point of the National Highway 45 - Nghi Son project) to the Dien Cat intersection at the end of the project (Km429+715), in the condition that the next expressway section after the project, Dien Chau - Bai Vot, has not been opened to traffic, the immediate plan for organizing remote traffic flow on the expressway is as follows: In the North - South direction, vehicles from the National Highway 45 - Nghi Son route enter the Nghi Son - Dien Chau route to the Dien Cat intersection connecting to National Highway 1 via National Highway 7.
Mai Son - QL45 component project
The project has a total route length of about 63.37km passing through Ninh Binh (14.35km) and Thanh Hoa (49.02km) provinces. There are 5 intersections, including: Intersection with Provincial Road 477 (in Yen Mo District, Ninh Binh); Intersection with Dong Giao Axis Road (in Tam Diep City, Ninh Binh); Intersection with National Highway 217B (in Ha Long Commune, Ha Trung District, Thanh Hoa); Intersection with National Highway 217 (in Ha Linh Commune, Ha Trung District, Thanh Hoa) and Dong Xuan Intersection (in Dong Xuan Commune, Dong Son District, Thanh Hoa).
The starting point (Km274+111.86) at Mai Son intersection connects with Provincial Road 477 (coinciding with the end point of Cao Bo - Mai Son project), in Yen Mo district, Ninh Binh province; the end point (Km337+478.11) coincides with the starting point of National Highway 45 - Nghi Son project, in Nong Cong district, Thanh Hoa province.
The project was put into operation by the Ministry of Transport on April 29 for the section from the beginning of the project to Km327+780 (end of Dong Xuan intersection) with a length of 53.67 km. The total investment of the project is more than 12,100 billion VND.
Component project of National Highway 45 - Nghi Son
The project has a route length of 43.28 km. Of which, there are 2 interconnecting intersections: Van Thien Intersection - Km351+320 connecting with National Highway 45 and Nghi Son - Tho Xuan road; Nghi Son Intersection - Km379+500 connecting with Ho Chi Minh Road, Nghi Son - Bai Tranh section and the road to Cong Thanh Cement Factory.
The starting point at Km337+000 coincides with the end point of the Mai Son - QL45 project, located in Tan Phuc commune, Nong Cong district, Thanh Hoa province. The end point at Km380+000 coincides with the starting point of the Nghi Son - Dien Chau project, located in Tan Truong commune, Nghi Son town, Thanh Hoa province. The total investment is more than 5,500 billion VND.
Nghi Son - Dien Chau Component Project
The project has a route length of 50km. Of which, there are 3 interconnecting intersections: Quynh Vinh Intersection - Km389+970 connecting to National Highway 48D; Quynh My Intersection - Km405+689 connecting to National Highway 48B; Dien Cat Intersection - Km429+715 connecting to National Highway 7 (about 300m from the end of the route).
The project's starting point at Km380+000 coincides with the end point of the National Highway 45 - Nghi Son project, located in Nghi Son town, Thanh Hoa province. The end point at Km430+00 coincides with the beginning point of the Dien Chau - Bai Vot project, located in Dien Chau district, Nghe An province. The total investment of the project is more than 7,293 billion VND.
