On March 15, the Inspector of the Department of Transport of Da Nang City said that he had fined the car owner who lent the car to the driver and operated it illegally, forcing a female Korean tourist to pay 350,000 VND for parking at Da Nang airport.
Previously, on February 3, Korean female tourist SNO took flight KE 457 from Korea to Da Nang airport and booked a GrabCar BS 43A - 529.55 (white license plate) from Da Nang to Hoi An city for 378,000 VND. However, when arriving in Hoi An, the driver asked Ms. O. to pay an additional 350,000 VND for parking at the Da Nang airport car park.

Knowing that she was being "ripped off", on the afternoon of February 16, when returning to Da Nang airport to return home, Ms. O. reported the incident to the staff of Da Nang International Terminal Investment and Operation Company (AHT). At this time, Ms. O. was preparing to board flight KE 458 from Da Nang to Korea (flight at 3:45 p.m. on February 16), and did not have much time, so she only provided brief information, and at the same time hoped that the relevant agencies would handle the matter and notify her of the results via email.
Upon receiving the report, the Aviation Security Center of Da Nang International Airport quickly verified and by 11:00 a.m. on February 19, they had found the Honda City car with license plate number 43A - 529.55 at the parking lot of Terminal T2 and the driver was Trinh Anh Vo (38 years old, residing in Hai Chau District, Da Nang City).
At the Mobile Security Team, driver Trinh Anh Vo confessed to all violations, charging higher parking fees than the regulations. On February 24, the Inspectorate of the Department of Transport of Da Nang City presided over and coordinated with the Inspectorate of the Department of Tourism and the Aviation Security Center to summon driver Trinh Anh Vo to make a record.
Thereby, the authorities determined that the car was registered under the name of Mr. Trinh Anh Tuan (78 years old, living on Le Dinh Tham Street), a relative, who gave the car to Trinh Anh Vo to drive illegally. This is a white-plate car, not a taxi, Grab also checked and confirmed that the Honda City BS 43A - 529.55 car is not in the GrabCar system.
The Inspector of the Department of Transport of Da Nang City has decided to fine Mr. Trinh Anh Tuan 11 million VND for violating the business of transporting passengers by car without a business license.
Driver Trinh Anh Vo was also forced to return the illegal fee of 350,000 VND to the Korean female tourist. The Department of Tourism Inspectorate is coordinating with the Tourist Support Center to contact Ms. SNO to resolve the matter.

According to the Aviation Security Center, the above mentioned illegal vehicle is a case of "one bad apple spoiling the barrel", and has been promptly investigated by authorities to ensure passenger rights.
In 2022, the Aviation Security Center and the Department of Transport Inspectorate of Da Nang City discovered more than 40 cases of illegal vehicles. In the first 2 months of 2023 alone, the combined forces handled 9 illegal vehicles.
The Inspector of the Department of Transport of Da Nang City also recommends that if tourists discover taxi, Grab, or unlicensed drivers "overcharging" or charging additional fees outside of the regulations and fares, they should report it to the authorities for immediate intervention to ensure a safe travel environment for tourists.
