Can village chiefs and residential group leaders hold many other positions?

(Dan Tri) - As a title of a non-professional worker in the village, the village chief or head of the residential group can concurrently hold many other positions if they have the qualifications and capacity to undertake them.


According to Decree 33/2023/ND-CP, part-time workers in villages and residential groups with no more than 3 positions (including Party cell secretary, village or residential group head, head of the Front work committee) are entitled to monthly allowances.

Thus, village chief is the title of a non-professional activist in the village or residential group.

The number of non-professional staff at the commune level is calculated according to the type of commune-level administrative unit, including: Type I is 14 people; Type II is 12 people; Type III is 10 people.

The provincial People's Committee shall base on the number of commune-level administrative units with population and natural area larger than the standards prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units to calculate the additional number of non-professional workers at the commune level.

Specifically, for every increase in population of a ward in a district by 1/3 of the prescribed level, the number of non-professional staff will be increased by 1 person. For every increase in population of the remaining commune-level administrative units by 1/2 of the prescribed level, the number of non-professional staff will be increased by 1 person.

In addition to increasing the number of non-professional workers according to the prescribed population size, for every increase of 100% of the prescribed natural area, a commune-level administrative unit can increase the number of non-professional workers by 1 person.

In addition to regulations on the number of non-professional workers at the commune, village and residential group levels, the Decree also has regulations encouraging the concurrent holding of the positions of Party cell secretary and village head, residential group head or head of the village or residential group front work committee.

Clause 8, Article 33 of Decree 33/2023/ND-CP also stipulates that non-professional workers at the commune, village, and residential group levels are allowed to hold concurrent positions: Other non-professional workers at the commune, village, and residential group levels; non-professional workers in villages and residential groups are allowed to hold concurrent positions as people directly participating in activities in villages and residential groups.

Part-time workers at the commune, village, or residential group level who concurrently perform the duties of other part-time workers at the commune, village, or residential group level are entitled to a concurrent allowance equal to 100% of the allowance prescribed for the concurrent position.

Currently, the central budget allocates a monthly allowance fund for non-professional workers in each village and residential group, depending on the size and characteristics of the administrative unit, with a fixed amount of 4.5-6 times the basic salary.
