(Dan Tri) - According to new regulations, the allowances of Commanders and Political Commissars of Commune-level Military Commands will increase by nearly 60%, from VND 357,600 to VND 561,600/month.
The Government has just issued Decree No. 16/2025/ND-CP dated February 4, 2025, amending and supplementing a number of articles of Decree No. 72/2020/ND-CP dated June 30, 2020.
This Decree details a number of articles of the Law on Militia and Self-Defense Forces regarding the organization and building of forces and the regime and policies for the Militia and Self-Defense Forces. One of the notable points is that the allowances for positions in this force have been adjusted to increase significantly.
According to the new regulations, Commanders and Political Commissars of Commune-level Military Commands; Commanders and Political Commissars of Military Commands of agencies and organizations are entitled to an allowance of VND 561,600/month (the old level was VND 357,600/month).

Deputy Commanders, Deputy Political Commissars of Commune-level Military Commands; Deputy Commanders, Deputy Political Commissars of Military Commands of agencies and organizations; Battalion Commanders, Battalion Political Commissars; Naval Commanders, Naval Political Commissars; Naval Squadron Commanders, Political Commissars of Permanent Militia Squadrons; Company Commanders, Political Commissars of Mobile Militia Companies are entitled to 514,800 VND/month (previously 327,800 VND/month).
Deputy Battalion Commander, Deputy Battalion Political Commissar; Deputy Naval Commander, Deputy Naval Political Commissar; Deputy Naval Squadron Commander, Deputy Political Commissar of the Standing Militia Squadron; Deputy Company Commander, Deputy Political Commissar of the Mobile Militia Company receive 491,400 VND/month (previously 312,900 VND/month).
Company Commanders, Company Political Commissars; Squadron Commanders, Squadron Political Commissars; Mobile Militia Platoon Leaders, and Permanent Militia Platoon Leaders receive 468,000 VND/month (previously 298,000 VND/month).
The village team leader receives an allowance of 280,800 VND. If he/she concurrently holds the position of local militia squad leader, the allowance will be increased by 100% of the squad leader position allowance. Similarly, if he/she concurrently holds the position of local militia platoon leader, he/she will receive 100% of the platoon leader position allowance.
In case the village organizes a local militia group, the village team leader will receive an additional 100% of the squad leader's allowance, or 298,000 VND.
Thus, compared to the old regulations, the Village Team Leader only receives 178,800 VND, and the concurrent allowance is 29,800 VND when holding the position of Squad Leader, 35,760 VND when holding the position of Platoon Leader. If the village only organizes a local militia group, the additional allowance is 29,800 VND.
In addition, allowance levels for some other positions are also adjusted.
Deputy Company Commander, Deputy Company Political Commissar; Deputy Squadron Commander, Deputy Squadron Political Commissar: 351,000 VND (old regulation 223,500 VND).
Platoon leader; Regular militia squad leader: 280,800 VND (old regulation 178,800 VND).
Squad Leader, Captain, Battery Leader: 234,000 VND (old regulation 149,000 VND).
In addition, Decree No. 16 also amends and supplements Clause 2, Article 8, regulating the allowance regime for Village Team Leaders.
According to Clause 2, Article 8 of the Decree, the monthly allowance level of the Village Captain will be decided by the Provincial People's Committee and submitted to the People's Council of the same level, but must not be lower than 1.17 million VND (previously, the prescribed level was not lower than 745,000 VND).
Thus, when Decree 16 officially takes effect, the new allowance level has been significantly adjusted, ensuring better treatment for the militia and self-defense forces in performing their duties.
Decree 16/2025/ND-CP takes effect from March 23, 2025.
