Hanoi University of Business and Technology secretly opens a series of second degree classes

Hanoi University of Business and Technology illegally opened a series of second degree classes in English language. When the incident broke out, the school blamed a few individuals.


No admissions board but admission decision

For the past two years, many people have been knocking on the door of Hanoi University of Business and Technology to demand their VB2 degree in English, after paying a lot of money and taking courses offered by the school. However, the school has denied responsibility and claimed to know nothing about those VB2 classes.

Hanoi University of Business and Technology denies responsibility for the existence of "underground" English second degree university classes.

According to Thanh Nien 's investigation, at the end of 2022, Hanoi University of Business and Technology granted a VB2 regular university graduation certificate in English to a number of students. Some opinions said that the reason for this was because the school was training "underground". According to the inspection conclusion document of this school, there were regular university training courses in name, collecting a lot of money from students, but there was no evidence of teaching activities.

For example, regarding admission, the school admitted that it did not establish an admission council and the exam committee, the exam committee, the exam marking committee, the admission committee, and the inspection committee; did not organize the admission or recruitment; did not hold an admission council meeting to consider admission; and did not have enough candidate records. However, there was an admission decision signed by a vice principal in charge of training.

No teaching, no fee

Although these VB2 classes have a training plan, the plan does not include names or assign teachers, and does not have the signature of the school leader. The 4-term timetable does not have the signature of the leader (except for class BV22.1, which has the signature of Vice Principal Vu Van Hoa).

The training for two consecutive years was conducted entirely online (while the Ministry of Education and Training only allows online teaching for a maximum of 30% of the duration). No internships were organized. There was no evidence of classroom supervision (i.e. whether the lecturers were teaching, whether the students were studying or not) by the school.

The final exams and graduation thesis evaluation have not been carried out correctly and fully in accordance with the regulations on regular university training.

There is also no evidence of the organization of the final exam, such as: no examination council was established (but only a functional committee was established to assist the examination council), no evidence that the school had carried out the stages of creating questions, invigilation, grading, etc.; no assignment of guidance for the graduation thesis, no evidence of the establishment of a graduation thesis evaluation council, no transcripts of the courses or no transcripts of the graduation thesis defense, etc. (if any, they are not in accordance with regulations).

Meanwhile, the tuition fees collected from the above classes are very large. With 2 VB2 classes at Nguyen Duc Canh campus, the total amount collected according to the student list is nearly 4 billion VND. Exactly 3.924 billion VND. At Vu Trong Phung campus (with 1 class), the school said there is no data on the tuition fees collected.

It is known that in early 2021, Ms. Tran Thi Thuy Ha, Vice Dean of the English B Department, Hanoi University of Business and Technology, submitted to the school's board of directors a request for permission to open English language VB2 classes outside the school. The school's Vice Principal in charge of training, Mr. Vu Van Hoa, signed in agreement with these submissions. After that, at Nguyen Duc Canh campus, there were 2 VB2.12 and VB2.13 (A, B) classes, and at Vu Trong Phung campus, there was 1 VB2.1 class.

However, according to Hanoi University of Business and Technology, the above reports were made by Ms. Tran Thi Thuy Ha on behalf of the English B Department, and the department had no policy or knowledge of the above VB2 classes. The leaders of the Training Management Department also had that VB2 report. From the 2020-2021 school year up to now, the school has not organized enrollment and training of VB2 at university level for any major and has not signed a cooperation contract with any unit outside the school.

From that, the school concluded that Ms. Tran Thi Thuy Ha's proposal to open VB2 English classes outside the school was a violation of administrative procedure regulations and a violation of the name and impersonation of the English Department B. The proposals that Ms. Ha submitted had no legal value (even though they were signed by the vice principal in charge of training), so the school is not responsible for any consequences that may arise.
