Universities with more than 30% unemployed students will not be allowed to increase enrollment quota?

The Ministry of Education and Training plans that universities will not be allowed to increase enrollment quotas if the previous year's first-year dropout rate was higher than 15% or the employment rate of graduates was lower than 70%.

The Ministry of Education and Training has just announced a draft circular regulating the determination of university and college enrollment targets for preschool education to solicit comments.

According to the draft, the enrollment quota of a major, group of majors at university level, or a specialized major at level 7 at the main headquarters and branches must not be increased compared to the quota and actual enrollment of the previous year in cases where the first-year dropout rate is higher than 15%, or the employment rate of graduates is lower than 70%.

In which, the first-year dropout rate is the rate of people dropping out (including those forced to drop out) after the first year over the actual number of students recruited in a major, group of majors, level and form of training.

The employment rate of graduates is the rate of graduates of a major, group of majors, level and form of training who have jobs suitable to their professional qualifications within 12 months from the date of the graduation recognition decision.

Previously, Circular No. 03/2022/TT-BGDĐT stipulated that the enrollment quota of a field must not increase compared to the previous enrollment year adjacent to the year of determining the quota and organizing enrollment in that field if the rate of university graduates with jobs within 12 months of graduation in that field is below 80%, or the rate of implementing the enrollment quota of that field in the year immediately preceding the enrollment year is below 80%.

In addition, in the draft, the Ministry of Education and Training stated that the enrollment quota is determined by the enrollment quota of schools, including the ratio of the floor area for training to the total number of converted full-time students at the headquarters and each branch is not less than 2.8m2 ; the ratio of converted students to full-time lecturers for each group of majors and each major (in case of having to determine enrollment quota by major) of the training facility is not greater than 40...

The Ministry requires training institutions to conduct enrollment in accordance with announced quotas, ensuring that the actual number of students recruited for each major, group of majors, level and form of training does not exceed 20% of the announced quota.

Enrollment quotas for each teacher training major are decided and announced by the Ministry of Education and Training, based on regulations.

Before August 31 of the enrollment year, training institutions are requested to review and decide to adjust the announced quota, ensuring that the quota for each major does not change by more than 20% compared to the announced quota; the total teacher training quota does not exceed the announced quota.
