How does the Minister assess the Vietnam-China relationship and what are his expectations for the future development of the relationship between the two countries?
Vietnam and China are two neighboring countries, mountains connected to mountains, rivers connected to rivers, and the people of the two countries have a long-standing traditional friendship. In the journey of more than 7 decades since the establishment of diplomatic relations in 1950, cooperation has always been the main stream in Vietnam-China relations.
In 2008, China was the first country to establish a "Comprehensive Strategic Cooperative Partnership" framework with Vietnam, the most extensive cooperation framework within Vietnam's partnership with countries around the world to date.
The Party, State and people of Vietnam attach importance to and determine that developing friendly neighborly relations and comprehensive strategic cooperative partnership with the Party, State and people of China is a consistent and long-term policy, a strategic choice and a top priority in Vietnam's foreign policy.
In recent years, under the direct leadership and guidance of the two General Secretaries, especially after the historic official visit to China by General Secretary Nguyen Phu Trong (October 30 - November 1, 2022), the comprehensive strategic cooperative partnership between Vietnam and China has been continuously consolidated and strengthened. High-level and all-level exchanges and contacts have taken place regularly in flexible forms.
Economic, trade and investment cooperation has grown positively and continuously reached new records. China has been Vietnam's largest trade partner for many consecutive years, Vietnam is China's largest trade partner in ASEAN and the 6th largest in the world.
Other areas of mutually beneficial cooperation are constantly expanded and deepened, bringing practical benefits to the people of the two countries.
In the context of the current rapid, complex and unpredictable developments in the world and the region, maintaining a stable, healthy and increasingly in-depth Vietnam-China relationship is an objective requirement, of great significance to the long-term development of each country as well as to peace, stability and development of the region.
In that spirit, I hope that all levels and sectors of both sides will strengthen the understanding and actively implement the high-level common perceptions of the two Parties and two countries, continue to promote and deepen cooperation in all fields, focusing on:
Firstly , strengthen political trust through increasing exchanges and contacts at high and all levels, especially strategic exchanges between the top leaders of the two Parties and the two countries to orient the overall bilateral relationship; maintain exchanges and contacts between ministries, branches and localities of the two countries; closely combine Party diplomacy, State diplomacy and people-to-people diplomacy; strengthen the coordinating role of the Vietnam-China Bilateral Cooperation Steering Committee; actively promote exchanges and cooperation on the channels of the National Assembly, the Vietnam Fatherland Front with the National People's Congress and the Chinese People's Political Consultative Conference.
Second , promote and improve the quality of substantive cooperation in all fields, focusing on economics, trade and investment; promote the role and effectiveness of cooperation mechanisms on finance, currency and infrastructure; promote trade relations to develop in a more balanced direction; actively research and implement cooperation projects to connect road and railway infrastructure between the two countries.
Third , expand friendly exchanges between people of all walks of life, social organizations, especially the young generation of the two countries to consolidate the social foundation for bilateral relations; step up propaganda about the fine tradition of friendship between the two Parties and two countries.
Fourth , control and properly handle disagreements on the basis of strictly complying with high-level agreements and common perceptions, respecting each other's legitimate and legal interests, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea, for the benefit of the people of the two countries, for peace, cooperation and development of the region and the world.

This year marks the 20th anniversary of the CAEXPO. What is the Minister's comment on the role of the CAEXPO over the past 20 years and what are his expectations for the future development of the CAEXPO?
After 20 editions, the China-ASEAN Expo (CAEXPO) and the China-ASEAN Business and Investment Summit (CABIS) have become one of the important and prestigious mechanisms for economic, trade and investment cooperation between ASEAN countries and China; directly and substantially contributing to making ASEAN the largest trade partner of China, and China the leading trade partner of ASEAN countries, including Vietnam.
Over the past 20 years, Vietnam has been proud to be one of the most active members contributing to the success of CAEXPO and CABIS. Among ASEAN countries, Vietnam has always been the country participating in CAEXPO with the largest scale of enterprises, the largest area and number of booths displaying goods at all direct Fairs.
We expect that cooperation within the framework of the CAEXPO mechanism will be one of the important driving forces to promote the common development of the entire ASEAN-China bloc and RCEP member countries, countries in the "Belt and Road" Initiative, towards the future, becoming one of the most dynamic economic growth centers in the world.
In the coming time, Vietnam hopes that CAEXPO, CABIS and related activities will focus on priority contents.
Firstly , attract more participation and transactions of reputable, large-scale, and potential enterprises, exporters, and importers from China and the world in areas of strength of ASEAN and China.
The focus is on high-tech fields, innovation, green development, carbon emission reduction and environmental treatment technology, production and processing of raw materials, modern energy-saving and environmentally friendly machinery and equipment... to adapt to the trend of green and sustainable development.
Second , innovate, diversify and further enrich activities, fields and forms of cooperation within the framework of CAEXPO and CABIS to bring economic, trade, investment and tourism cooperation between China and ASEAN countries, including Vietnam, to new heights.
Third , we will make the most of opportunities at CAEXPO and sideline forums to promote the image of the country, people, product brands, business brands, and national brands of ASEAN countries and China.
