Following the direction of the Ministry of Public Security and Binh Thuan Provincial Police, the case of property destruction that occurred in Phu Hai Ward, Phan Thiet City in 2019 was assigned to the Phan Thiet City Police Investigation Agency to handle and investigate according to its authority.

Accordingly, on the afternoon of June 7, the Phan Thiet City Police Department prosecuted and issued an arrest warrant for Thao 'lui's gang. The defendants prosecuted and temporarily detained include: Nguyen Van Thao, aka 'Thao lui'; Pham Quoc Cuong; Nguyen Thi Thu Phuong; Le Minh Khoi and Le Thuan Danh, all for the crime of property destruction.

Among these defendants, there were defendants who had been arrested before the Ministry of Public Security and Binh Thuan Provincial Police caught Thao 'lui' on the afternoon of June 5 in Ho Chi Minh City.

Destroy other people's property

According to the initial investigation results, in March 2019, Mr. Ma Tan Phuong (47 years old, residing in Tan Phu District, Ho Chi Minh City) bought a plot of land with an area of ​​4,000 m2 in Quarter 5, Phu Hai Ward, Phan Thiet City for 950 million VND from Ms. Nguyen Thi Nghia (64 years old, residing in Mui Ne Ward).

On October 2, 2019, Phuong hired a group of masons including: Le Vinh Quang; Nguyen Thi Van; Vo Nguyen Binh (all residing in Phan Thiet City) to come to this land plot to build a fence around the land plot.

At around 3:00 p.m. on October 3, 2019, while the group of masons were building a fence, Pham Quoc Cuong (aka Nhi 'ba lao', 36 years old, residing in Phu Tai Ward, Phan Thiet City), who was hired by Nguyen Thi Thu Phuong (52 years old, residing in Phan Thiet City) to look after the land for Thao 'lui', came and asked, "Who allowed the fence to be built here?". Quang replied, "We are just workers."

Then Cuong called Nguyen Thi Thu Phuong to let her know, Phuong reported the incident to Nguyen Van Thao, then Phuong drove a car (license plate unknown) to where the group of workers were building the fence.

About 15 minutes later, Thao 'lui' led his juniors including Le Minh Khoi; Phan Anh Kim Hung (aka Hung 'chua'); Le Thuan Danh and Teo 'lo' to the place where the fence was being built. Here, Thao said and cursed Nguyen Thi Thu Phuong: "I gave you guys the land to look after, how can you look after it and let people build a fence like that, destroy it all".

Phuong angrily said to Cuong, Khoi, Kim, Danh and Teo: "Why did they build on our land like that? Destroy it." After saying that, Phuong went to the wall that the construction workers had just built and kicked the wall. Cuong, Danh, Khoi, Kim and Teo also went to destroy the fence wall built with bricks, causing the 38 meter long fence to collapse completely.

Immediately after that, Cuong went to the land of Ms. Nguyen Thi Thuy Trang (residing in Phan Thiet City) who was hiring someone to look after it (about 60-70 meters from the broken fence). Cuong used a machete to cut down the areca trees in front of Ms. Trang's wooden hut, then went inside the hut and smashed the dining table, dressing table, and altar. The two people hired by Ms. Trang to look after this hut just stood there and watched, not daring to say anything.

In the Asset Valuation Conclusion No. 230/KL-HDDG dated October 24, 2019, the Asset Valuation Council in Criminal Proceedings of Phan Thiet City concluded: "The fence is built of bricks with a total length of 38 m, the property damage rate is 100%, the value of the damaged property is 11.4 million VND".

On August 28, 2022, the Phan Thiet City Police Department issued a decision to prosecute a criminal case under Clause 1, Article 178 of the Penal Code.

On December 29, 2022, due to the expiration of the investigation period but the suspect has not been identified, the Phan Thiet City Police Department issued a decision to temporarily suspend the investigation of the criminal case.

Investigation resumed, arrest of Thao 'lui'

On June 2023, the Phan Thiet City Police Department issued a decision to resume the investigation of the case; prosecute the accused, issue an arrest warrant to detain Nguyen Van Thao and Pham Quoc Cuong for the crime of property destruction.

Previously, on the afternoon of June 3, the Criminal Police Department (C02 - Ministry of Public Security) and Binh Thuan Police urgently searched Nguyen Van Thao's villa on the bank of Ben Loi River (Xuan An Ward, Phan Thiet City). The search lasted from 3:00 p.m. to 8:00 p.m. on June 3. Detectives seized many pieces of evidence and documents at the villa to serve the investigation.

At 4:45 p.m. on June 5, detectives from C02 and the Criminal Police Department (PC02, Binh Thuan Provincial Police) in coordination with Ho Chi Minh City Police arrested Nguyen Van Thao at a hotel in Ho Chi Minh City. That same night, the police extradited Thao to Binh Thuan to assist in the investigation.

In addition to the property destruction case in Phan Thiet City, Thao "lui" is also suspected of being involved in a drug trafficking and storage ring recently busted by Binh Thuan Police, transporting drugs from Ho Chi Minh City and Vung Tau to Binh Thuan for consumption, including a junior of Thao "lui" who was arrested in early June.

Thao 'lui' is also suspected of being involved in loan sharking activities in Phan Thiet City, involved in many cases of illegal land occupation and leading a protection gang in real estate transactions in Binh Thuan.
